2 THE COMMUNITY Ideally located along U.S. Highway 75 in Collin County, and part of the Dallas-Fort Worth Metropolitan Area, Fairview encompasses 8.8 square miles and is home to approximately 9,500 people. Adjacent to the cities of Allen and McKinney, and less than 30 miles from Dallas, Fairview residents have easy access to a multitude of cultural, recreational, shopping, dining, and entertainment amenities, as well as high quality healthcare and exceptional educational opportunities. Since 2012, the Town of Fairview has been recognized by D Magazine as one of the Top DFW suburbs and is known for its natural beauty, excellent schools, and low crime rate. Incorporated in 1953, with only 50 residents, Fairview remained a quiet, somewhat isolated community for a number of years. Over the last 10 years the Town has enjoyed explosive growth and development attracting major retailers and business professionals, as well as a variety of housing opportunities. Through a thoughtfully designed Comprehensive Plan, Fairview has developed into a place that offers an abundance of economic opportunities while maintaining a residential setting that is true to the Town s goal of Keeping it Country. A key element of the Comprehensive Plan is a well-crafted Commercial Planned Development District (CPDD), which is an area of over 800 acres strategically located east of U.S. Highway 75 and west of State Highway 5. The CPDD s Form Based Standards are intended to maintain the district s high design quality, resulting in a positive and sustainable atmosphere for development. Future additional retail, commercial, higher density residential, and office spaces are planned in the district. Fairview Town Center, a mixed-use lifestyle center, opened in 2009 and provides more than 900,000 square feet of upscale retail and commercial space, quality restaurants, and residential-above-retail units. Anchoring the lifestyle center are Macy s, Dillard s, The Container Store, J.C. Penney, and Whole Foods. Two new hotels and a new upscale senior apartment development are either under construction or recently opened in the area. From estate-sized lots with large, well maintained homes, to townhomes and new multi-family apartments, housing choices are available to suit almost any lifestyle and budget. The median household income in Fairview is $73,713 and the average home price is $493,000. Fairview is fortunate to be served by two well regarded school districts. McKinney ISD provides quality education to more than 24,500 students in grades Pre-K through 12 on 30 campuses. Lovejoy ISD serves 4,000 students in grades Pre-K through 12 on 6 campuses. In addition to outstanding academic programs, these school districts offer well-rounded extracurricular activities. For those seeking higher education, Collin College is located nearby, offering a wide range of classes and both associate and bachelor s degrees through cooperative programs. A number of other colleges and universities are just a short commute away, including the University of North Texas, Southern Methodist University, Austin College, and the University of Texas at Dallas. GOVERNANCE & ORGANIZATION The Town of Fairview operates under a home rule charter with a council-manager form of government. The Town Council is comprised of a Mayor and six Town Council members, serving two-year terms with a three term limit. The Council appoints a Town Manager who is responsible for executing policies established by the Council and for the day-to-day administration of the organization. Other positions appointed by the Council include the Town Attorney and Municipal Court Judge. The Town has an authorized staff of 75 employees providing a broad array of municipal services, including Police, Fire, EMS, Municipal Court, Public Works, Building and Code Enforcement, Planning, Economic Development, Engineering, Utility Services, and Administrative and Finance Services. The annual FY budget is approximately $25 million, and the ad valorem property tax is $ per $100 of valuation. The FY tax base is $1.76 billion. In addition to state sales tax, the Town collects a one cent general sales tax, a one-half cent economic development/4a sales tax, and a one-half cent community development/4b sales tax. The Town Council is dedicated to prudent fiscal management. Fairview has a dedicated and progressive Town Council that represents an educated and involved citizenry evidenced by high voter turnout in municipal elections. To learn more about the Town, visit
3 Administration Top Priorities for : Plan for completion of infrastructure improvements, including Fairview Parkway, Frisco Road, East Stacy Road and utility improvements Update identified Town policies, regulations and ordinances Develop plan to address short and long-range capital needs for fire and public works Continue implementation of the commercial district plan Continue economic development, job creation, and business attraction ABOUT THE DEPARTMENT The Finance Department is responsible for managing the Town's financial affairs. This Department manages functions that include: financial system administration, accounting, budgeting, accounts payable, payroll, grant accounting, treasury, debt management, long-range capital/financial planning, permitting, municipal court, solid waste services, and utility revenue collections/billing. The financial software system used by the department is Incode, Version 9.2. ABOUT THE POSITION Under the supervision of the Town Manager, this position is responsible for directing the financial affairs of the Town and managing the functions of the department. The Chief Financial Officer has regular contact with the Town Manager, elected officials, and department directors related to matters of financial concern. This position is responsible for preparation of the Town's annual budget and the development and maintenance of the Town's financial reports, accounting practices, and fiscal records. The Chief Financial Officer manages seven other positions. Major duties include: Evaluate, develop, recommend, and enforce fiscal policy that will result in sound fiscal management; research financial and economic data to assist the Town in policy formulation. Manage finance operations, including budgeting, forecasting, financial reporting, audit coordination, debt management and investments, accounting, utility billing, municipal court, permitting and other assigned functions; direct assigned staff and plan, prioritize, and assign tasks and projects, monitor work, develop staff skills, and evaluate performance. Provide leadership, direction, and guidance in financial strategies and priorities, including long range financial software needs; evaluate Town needs, and determine financial resource requirements and goals. Evaluate effectiveness of internal control structure; ensure the integrity of the financial work products, processes, and procedures to safeguard the Town s assets; monitor accounting and budget documents for accuracy, completeness, and compliance with Federal, state, and Town policies and practices. Manage the preparation and compilation of the Town s annual budget in compliance with applicable budgetary laws, and the annual comprehensive annual financial statements and annual audit. Provide financial analysis to the Town Manager and Town Council; monitor the financial condition of Town funds and report status periodically; develop other financial or departmental reports as needed. Answer questions and resolve disputes for customers and vendors. Manage the investment activities for all Town funds in order to maximize financial return consistent with legal requirements and prudent financial management. LEADERSHIP & INNOVATION As a key member of the Town s senior management team, the new Chief Financial Officer will bring exceptional leadership, proactive management, and excellent communication skills to the organization. He/she is expected to bring a fresh new perspective to optimizing departmental operations. Progressive leadership and the ability to foster a positive working environment through the success, growth, and development of subordinates will be an absolute requirement in this role.
4 IDEAL CANDIDATE The Town seeks an innovative and visionary leader to become Fairview s next Chief Financial Officer. The chosen candidate will be an approachable management professional who has an outgoing personality and enthusiasm for municipal government. It will be critical for the new Chief Financial Officer to operate with a high degree of integrity, honesty, trust, and openness and foster an environment of financial transparency and respect. A dedicated public servant with a collaborative management style who is focused on team building, internal customer service, and who can serve as a change agent will be successful. The next Chief Financial Officer should be an excellent communicator and advocate for both the departmental staff and the organization as a whole. The ideal candidate will be a good listener who is forward-thinking, broad-minded, and receptive to new ideas, and who encourages an inclusive and collaborative working environment. The new Chief Financial Officer should be able to speak effectively in highpressure situations, explain financial systems in layperson terms, and be able to assess complex proposals and contracts. Understanding the multifaceted integration between technology and accounting/financial systems will be crucial. A calculated risk-taker, the new Chief Financial Officer will have the ability to strategically analyze a problem, recommend creative solutions, and make sound decisions. A dedicated and hard-working leader who can encourage accountability, delegate responsibilities appropriately, and treat team members fairly will be essential in taking the Finance Department to the next level. The new Chief Financial Officer must have proficient knowledge of: Relevant Town, state, and federal laws, regulations, and policies Development and administration of municipal budgets Accounting and financial analysis principles Local, state, and federal accounting principles and auditing standards Modern office practices and procedures Computers and various software programs Training and supervision of personnel EDUCATION & EXPERIENCE The selected candidate must hold a bachelor s degree in accounting, business, or public administration and have five (5) years of accounting work experience, including three (3) years of financial management experience in the public sector. An equivalent combination of education and experience that provides the required knowledge and skills will be considered. This position requires demonstrated knowledge of the principles of governmental budgeting, auditing, finance, and accounting. A Certified Public Accountant is preferred. 5 COMPENSATION & BENEFITS The salary range for this position is $101,000 to $119,000 depending on qualifications and experience. The Town participates in the Texas Municipal Retirement System (TMRS) at a seven percent employee deposit rate, with a Town matching ratio of 2:1.
