2 Summary Yuma County For FY , the total budget, including debt and capital, is over $259,000,000, a 6% increase over the previous year. County staff including all special revenue funded positions totals 1,435 authorized full-time equivalents. The Budget Director, reporting to the County Administrator, leads a division of 4 employees. Requirements The successful candidate will hold a bachelor s degree in business or public administration, political science or a related field. A graduate degree in business or public administration or a related field is preferred, but not required. A minimum of 6 years financial management service in a county, municipality or an equivalent complex organization is sought. The County Administrator will consider any combination of education, work experience and training that provides the capacity to execute the essential functions of the position. The Organization Yuma County staff is creating an updated Strategic Plan for the organization, including new Vision, Mission and Values statements: Vision: A resilient, prosperous and diverse county Mission: Working together to innovatively deliver services essential to foster a resilient, prosperous and diverse county Values: Teamwork, diversity, customer service, creativity, growth, accountability The County s legislative authority is vested in a Board of Supervisors consisting of five Supervisors each elected by district for four year terms. The Board adopts ordinances, establishes programs, levies taxes, appropriates funds, appoints certain officials, zones property and regulates development in the unincorporated areas of the County. In addition, members of the Board represent the County on numerous intergovernmental agencies. The Board of Supervisors appoints the County Administrator and such other officers deemed necessary and proper for the orderly government and administration of the affairs of the County as prescribed by the state constitution, state statutes, and local ordinances. The Board of Supervisors has budget authority over all organizational units, including those of elected officials. The Board of Supervisors is also the governing board of the Library, Flood Control, Health, Jail and Improvement Districts. The County Administrator is Susan Thorpe, who has served in that role since Among other duties, the County Administrator appoints and has oversight over 17 department and division directors, including the Budget Director. Yuma County is a full-service organization that operates through the following departments: County Administration (including the Office of Management & Budget, Emergency Management, Elections, Communications and Risk Management), Development Services (including Engineering and Flood Control District), Health District, Housing, Library District, Legal Defender, Public Defender, Public Fiduciary, Public Works, Financial Services, Facilities Management, Human Resources and Information Technology Services. Agencies led by elected officials include: Assessor, County Attorney, Constable Precincts 1 & 2, Recorder, School Superintendent, Treasurer and Sheriff. The County also funds part of all of the following: Court: Superior Court Divisions 1 through 6, Juvenile Justice Court, Adult Probation, Clerk of Superior Court, and Justice of the Peace Precincts 1, 2 & 3.

3 The Community Yuma County has a colorful history, which lives on today in a fast-growing, vibrant community. It is one of four original counties designated by the first Territorial Legislature. It maintained its original boundaries until 1983 when voters decided to split Yuma County into La Paz County in the north and a new "Yuma County" in the south. The County now encompasses 5,519 square miles. Some of the major attractions in Yuma County are the Colorado River, historical Yuma Territorial Prison Museum, the History of Colorado River State Park, the Kofa Mountain Range and Wildlife Refuge and Martinez and Mittry Lakes. Yuma County is in the southwest corner of Arizona, bordered by Mexico and California. Phoenix is a three hour drive from Yuma, and San Diego is a two and a half hour drive. Yuma County s top industry is agriculture, which infuses an estimated $2.8 billion a year into the local economy. Yuma County is first in the state and third in the nation for vegetable production, growing 90% of all leafy vegetables in the U.S. from November through March. Every 100 jobs in agriculture support an additional 26 jobs in other County industries. More than 175 crops are grown in Yuma County. The second largest contributor to the local economy is the U.S. military, which includes the Marine Corps Air Station (MCAS) Yuma and U.S. Army Yuma Proving Ground (YPG). MCAS Yuma deploys nearly 14,000 Marines and support personnel here annually for air-to-ground aviation and is also a joint-use airfield sharing its facilities with the Yuma International Airport. YPG is the County s largest civilian employer and hosts a variety of military testing that includes artillery, mortar, and missile. With over 1,300 square miles, YPG can accommodate up to 100 tests simultaneously. Tourism is Yuma County s third biggest industry, with winter visitors beginning in October and peaking at about 80,000 in February. Agricultural tours, historical sites, arts and crafts shows, concerts and farmers markets offer visitors a chance to experience the local culture. The Colorado River provides visitors with ample opportunities for fishing, boating, and camping. Access to Mexico for medical and dental services is just minutes away. Yuma County offers several higher education choices. Arizona Western College offers hundreds of Associates degree and certificate programs, while the University of Arizona and Northern Arizona University offer bachelors, masters and doctoral programs at their Yuma campuses.

4 The Position The Budget Director, reporting to the County Administrator, leads a division of 4 employees. Responsibilities include: directing and evaluating department staff, supporting the County Administrator through attending meetings, preparing reports and recommendations, overseeing preparation of the annual budget, providing support to other County departments to determine budgetary impacts of agreements, personnel, facilities, and equipment requests and capital needs. Challenges & Opportunities The next Budget Director will be asked to address several challenges and opportunities during the first 6 to 24 months on the job. The list is not all-inclusive but representative of what will be expected. Budget The County initiates its budget process in January for adoption prior to the beginning of the Fiscal Year, July 1. Fiscal Sustainability The Budget Director will assist the County Administrator in reviewing the current and longterm financial status of the County and recommend financial strategies that maximize fiscal resources and protect the County from fluctuations in local, state and national economies. Fiscal Forecasting - The Budget Director will utilize the long range fiscal model to explore various strategies and the impact of decisions made today on long term sustainability. The model will be used to support recommendations to the Administrator and Board of Supervisors. Staff Development The new Director will assess the capabilities and development of the current staff and provide guidance in training and skills development as appropriate. The Director will be a hands on visible leader within the division and the organization. Technology The Director will champion appropriate technology to enhance productivity and efficiency within available resources. 5 Compensation and Benefits The salary for this position is negotiable within a starting range of $83,134 to $129,661. Actual salary will depend on the experience and qualifications of the successful candidate.
