1 SENIOR EXECUTIVE ARCHITECT PARTICULARS OF OFFICE 1. The office is for a 2 ½ year contract position. 2. Superannuation conditions: (i) Persons who become pensionable employees of a local authority who are liable to pay Class A rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 1 5% of their pensionable remuneration plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). (ii) Persons who become pensionable employees of a local authority who are liable to pay the Class D rate of PRSI contribution will he required in respect of their superannuation to contribute to the local authority at the rate of 5% of their pensionable remuneration. (iii) All persons who become pensionable employees of a local authority will be required in respect of the Local Government (Spouses and Children's Contributory Pension) Scheme to contribute to the local authority at the rate of 1.5% of their pensionable remuneration in accordance with the terms of the Scheme. (iv) New members joining the Public Sector after the 1 January 2013 will be required to join the Single Public Service Pension Scheme. A rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 3% of their pensionable remuneration plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). This includes a contribution to a Spouse's and Children's Scheme.

2 3. Salary The salary shall be fully inclusive and shall be as determined from time to time. Character Candidates shall be of good character. 5. Age Persons appointed, if already an employee of a local authority on or before 31 st March 2004, will on reaching the age of 65, cease to hold office. Minimum retirement age for employees of a Local Authority appointed on or after 1 st April 2004 will be 65 years. 6. Health For the purposes of satisfying the requirement as to health it will be necessary for each successful candidate, before they are appointed, to undergo at their expense a medical examination by a qualified medical practitioner to be nominated by the local authority. Defects reported as a result of this examination must be remedied before appointment. On taking up appointment the expense of the medical examination will be refunded to the candidate. 7. Persons appointed, if already an employee of a local authority or other public or civil service post on or before 31 st March 2004, will on reaching the age of 65, cease to hold office. The minimum retirement age for employees of a civil service or public service post appointed between the 1 st April 2004 and the 1 st of January 2013 will have a minimum retirement age of 65 and such persons have no maximum retirement age. Persons appointed to civil service or public service post after the 1 st January 2013 will have a minimum retirement age being the age of eligibility for Old Age Pension and a maximum retirement age of The holder of the office shall reside in the district in which their duties are to be performed or within a reasonable distance thereof.

3 9. Recruitment Selection shall be by means of a competition based on shortlisting and interview conducted by or on behalf of the Local Authority. A panel may be formed on the basis of such interview. Candidates whose names are on a panel and who satisfy the local authority that they possess the qualifications declared for the office and that they are otherwise suitable for appointment may within the life of the panel be appointed as appropriate vacancies arise. The life of the panel will ordinarily not be for more than one year from the latest date for receipt of applications, however the Chief Executive may extend the panel for a further 12 months in accordance with the provisions of the Local Government Acts The local authority shall require a person to whom an appointment is offered to take up such appointment within such period or such longer period as the local authority in its absolute discretion may determine, the local authority shall not appoint them. 11. Essential Requirements Education, Training, Experience, etc.: Each candidate must, on the latest date for receipt of completed application forms for the office:- (a) Hold a recognised university degree (level 8 in the National Framework of Qualifications) or equivalent professional qualification in architecture; (b) Have at least 7 years experience after graduation of architectural work including, for a period of not less than 6 years, satisfactory experience of architectural work in a responsible capacity, including experience in the design of buildings, preparation of sketch plans, working drawings, details and specifications. (c) Possess a high standard of technical training and experience and of administrative experience, including experience in the administration of contracts. The ideal candidate shall: Demonstrate the necessary vision, leadership and experience to lead staff in the delivery of the Architectural services and the management skills necessary to optimise the Section s contribution to the achievement of the County Council s organisational goals and objectives; Have highly developed skills in using architectural design and urban design to promote excellence in the quality of the Council s projects, to promote quality in the county s built environment and public places and to contribute to environmental and social sustainability; Demonstrate an ability to deliver the County Council s Social Housing Programme; Be innovative and have a career record that demonstrates a high level of competence in the management of staff, customer orientation, conceptual and analytical thinking and initiative;

4 have an ability to work within and lead, multi-disciplined teams on various projects undertaken by the Housing Capital Section and demonstrate a strong track record and relevant management ethos and experience at a sufficiently high level; Have a strong, outward looking perspective and a track record of successful inter-agency collaboration and co-ordination; Have a good working knowledge or demonstrate an ability to acquire a good working knowledge of the legal, regulatory and governance framework within which the County Council operates and adhere to corporate policies, protocols and procedures; Have excellent interpersonal and communication skills; Possess excellent organisational and IT skills; Demonstrate an ability to effectively manage the annual budget; have a good working knowledge of Health and Safety Legislation and Regulations, the implications for the organisation and the employee, and their application in the workplace in accordance with the County Council s approach to managing safety in the workplace; Have an understanding of the role and duties of line managers and an ability to work through the structure to achieve management objectives in the workplace. 12. The Housing Capital Section provide a range of architectural services in relation to the various capital and revenue works programmes, including: Brief definition Feasibility studies Design services Preparation of Part 8 for projects Advise on planning, Health & Safety, and Building Regulation requirements Procurement - traditionally procured projects, Design & Build projects, Part V Projects, Turnkey projects, Specialist Services (Q.S., Mech/Elec, Energy Efficiency, Site Investigation, Civil/Structural, Archaeoogists, etc.). Construction contract administration Advise on, and supervision of maintenance, management and refurbishment Site Surveys Land acquisition Advising, inspecting, and reporting in relation to projects from in connection with the various Voluntary Housing Bodies To assist with inspecting, tender documentation in relation to Voids, including extensions thereto, etc. Analysis of the Councils existing lands, including preparation of draft schemes/layouts for possible future schemes and assisting in securing funding from the Department where necessary. Preparation of submissions to the Department and dealing with related queries.

The Housing Capital Section also provide services in relation to : The Job Urban design for forward planning Architectural advise for development control Project management Architectural conservation Architectural services in relation to the up-keep of the Council s building stock Structural engineering inspections and advise The Senior Executive Architect works as part of a multi disciplinary team within the Housing Capital Section and provides advice and leadership to the team. Reporting to the Senior Executive Officer, or such designated person(s) who may be assigned from time to time, the holder of post will deliver a programme of architectural work and provide advice to the County Council on all architectural matters. Duties The duties of the office are to give to the local authority and (a) to such other local authorities or bodies for which the Manager, for the purpose of the City and County Management Acts, is Manager, and (b) to any other local authority or body with which an agreement has been made by the local authority or by any of the authorities or bodies mentioned in sub-paragraph (a) of this paragraph. Under the general direction and control of the Manager or of such officer as the Manager may from time to time determine, such appropriate professional/technical and ancillary services of an advisory, supervisory or executive nature as may be required by any local authority or body hereinbefore mentioned in the exercise and performance of any of its powers, functions and duties, including the duty of servicing all committees that may be established by any such local authority or body. The holder of the office will if required act for an office of a higher level. (c) The holder of the office shall have responsibility for amongst other duties: Leading and delivering the County Council s Social Housing Programme Assisting in the management, coordination and development of the Housing Section s services to ensure that they are carried out effectively and efficiently. Leading, motivating, mentoring and developing staff and promoting high standards of performance. Leading and delivering projects and managing design teams to ensure performance quality, timeliness and cost-efficiency in project delivery.

6 Working cooperatively with other County Council Departments/Sections and other agencies to produce collaborative solutions. Ensuring effective communications take place so that stakeholders are regularly and fully informed on projects development, programme and costs. Ensuring that projects are progressed in compliance with all relevant professional practise standards, policies, and Tipperary County Council policies. Ensuring that information is managed and maintained appropriately and consistent with office and County Council procedures. Managing, motivating, empowering and encouraging staff under his/her control to achieve maximum performance by supporting the Performance Management and Development System, (PMDS). Carrying out such other duties as may be assigned from time to time. On the date of appointment the successful candidate must possess a current unendorsed full driving licence (Category A1, and/or B) or have access to a car.
