2 LIBRARIAN GRADE 5 PERMANENT POST QUALIFICATIONS 1. CHARACTER: Candidates shall be of good character. 2. HEALTH: Candidates must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. For the purpose of satisfying the requirement as to health, it will be necessary for each successful candidate, before he/she is appointed, to undergo at his/her expense, a medical examination by a qualified medical practitioner to be nominated by the Local Authority. 3. EDUCATION, TRAINING, EXPERIENCE, ETC. Each candidate must, on the latest date for receipt of completed application forms: (i) Hold a degree (level 8 on the National Framework of Qualifications) in the area of Library and Information Studies
3 LIBRARIAN GRADE 5 PERMANENT POST PARTICULARS OF OFFICE 1. The office is whole-time, permanent and pensionable. Persons who become pensionable employees of a Local Authority who are liable to pay the Class A rate of PRSI contribution will be required in respect of their superannuation to contribute to the Local Authority at the rate of 1.5% of their pensionable remuneration plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). Persons who become pensionable employees of a Local Authority who are liable to pay the Class D rate of PRSI contribution will be required in respect of their superannuation to contribute to the Local Authority at the rate of 5% of their pensionable remuneration. All persons who become pensionable employees of a Local Authority will be required in respect of the Local Government (Spouses and Children s Contributory Pension) Scheme to contribute to the Local Authority at the rate of 1.5% of their pensionable remuneration in accordance with the terms of the scheme. Persons who retire or resign with less than 2 years service would not be entitled to a pension and lump sum and, if they are not in a position to transfer their service to another Local Authority or approved body, would have their superannuation contributions returned to them [less tax]. Persons who retire or resign with 2 or more years service and who are not transferring their service to another Local Authority or approved body shall have their service and benefits preserved until age 60 (or age 65 in the case of new entrants). Persons who retire on grounds of permanent infirmity of body or mind with less than 5 years service would receive a short service gratuity. A death gratuity would be payable to the Legal Personal Representative of a person who dies in service. 2. SALARY: 40,213-41,524-42,835-44,148-45,458-46,977 1 st LSI - 48,495 2 nd LSI The salary shall be fully inclusive and shall be determined from time to time. Holders of the office shall pay to the Local Authority any fees or other monies (other than his/her inclusive salary) payable to or received by him/her by virtue of his/her office or in respect of services which he/she is required by or under any enactment to perform.

PROBATION: Where a person who is not already a permanent employee of a local authority and is appointed to a permanent office, the following provisions shall apply, that is to say:- (a) There shall be a period after such appointment take effect during which such person shall hold such office on probation; (b) Such period shall be one year but the Chief Executive may at his/her discretion extend such period; (c) Such person shall cease to hold such employment at end of the period of probation unless during such period the Chief Executive has certified that the service of such persons is satisfactory; (d) The period at (a) above may be terminated on giving one week s notice as per the Minimum Notice and Terms of Employment Acts; (e) There will be assessments during the probationary period. 4. DUTIES: It is the responsibility of the Librarian to carry out such duties as may be assigned by the Local Authority or its appropriate Senior Officer from time to time, to implement library policy as initiated by the County Librarian and to deputise for Senior Librarians when required. Duties will include: - branch management and development, - customer service, - the use of information technology, e-services, - the delivery of cultural, user education and outreach programmes, - library work with schools and children, book/stock selection, - classification and cataloguing, - historical and bibliographic research, - administration, - the supervision and training of Staff - and any other duty as assigned by the County Librarian. 5. HOURS Your normal hours of work will be 37 hours per week over a 6 day liability. Hours worked will include weekends on a rota basis and late evenings as required by the Library Service. Hours may vary from time to time but will not exceed the normal working week.

RETIREMENT: The Public Service Superannuation (Miscellaneous Provisions), Act, 2004 was passed on 25 th March The Act introduces new superannuation and retirement provisions for new entrants to the public service appointed on or after 1 st April For new entrants there is no compulsory retirement age and 65 is the earliest age at which retirement benefits can be paid. In all other cases, 60 years is the minimum retirement age, with 65 years being the maximum retirement age. Pensionable public servants (new joiners) recruited to the Public Service for the first time on or after 1 January 2013 (the commencement date of the Single Scheme) will be members of the Public Service Pensions (Single Scheme and Other Provisions) Act Pension age Minimum pension age of 66 (rising to 67 and 68 in line with State Pension age changes). In all other cases, staff recruited on or after 1 January 2013 who were employed in the Public Service on 31 December 2012 or within a period prior to 31 December 2012 not exceeding 26 weeks will retain their existing pension scheme terms and conditions. 7. RESIDENCE: Holders of the office shall reside in the district in which their duties are to be performed or within a reasonable distance thereof. 8. GARDA VETTING A person who is being considered for appointment will be required to complete a Garda Vetting Application, the results of which will be considered before an offer of employment is made.
6 RECRUITMENT Selection shall be by means of a competition based on an interview conducted by or on behalf of the local authority. A panel may be formed on the basis of such interviews. Carlow County Council reserves the right to shortlist candidates in the manner it deems most appropriate. Shortlisting may be on the basis of information supplied on the application form and the likely number of vacancies to be filled. It is therefore in your own interest to provide a detailed and accurate account of your qualifications/experience on the application form. The candidates shortlisted will be invited to attend for interview. The Council will not be responsible for any expenses incurred by candidates in attending for interview. Candidates whose names are on a Panel and who satisfy the local authority that they possess the qualifications declared for the office and that they are otherwise suitable for appointment may, within the life of the Panel, be appointed as appropriate vacancies arise. Carlow County Council will require the person to whom appointment is offered to take up the appointment within a period of not more than one month and if the person fails to take up the appointment within such period or such longer period as Carlow County Council in its absolute discretion may determine, Carlow County Council will not appoint him/her. It should be noted that the terms of Paragraph 13 of Circular Letter EL 02/09 - Incentivised Scheme of Early Retirement may need to be considered in some instances. It is a condition of this scheme as set out in the Department of Finance Circular 12/2009 that retirees, under that Scheme, are debarred from applying for another position in the same employment or the same sector. Furthermore, persons who have availed of a Redundancy Payment Scheme should not that is a condition of the Collective Agreement that persons availing of the agreement will not be eligible for re-employment in the public service by any public service body (as defined by the Financial Emergency Measures in the Public Interest Acts ) for a period of 2 years from termination of the employment. Thereafter the consent of the Minister for Public Expenditure and Reform will be required prior to re-employment. Applicants will be required to declare whether they have previously availed of either of the above schemes.
