Sealed Tenders are invited from Manufacturers and their authorized suppliers having minimum annual turn over of Rs.2.00 crore, to supply Skimmed Milk Powder & Whole Milk Powder (Spray Dried) of I.S. specification to our Units located at different places within Orissa i.e. (1) Bhubaneswar Dairy, Chandrasekharpur, Bhubaneswar (2) Rourkela Dairy, Near Air Strip. Luhakera, Rourkela (3) Sambalpur Dairy, Godabhaga, Kalamati,(Near Goshala), Sambalpur (4) Balasore Dairy, Janujanga, Remuna, Balasore (5) Keonjhar Dairy, Salapada, Anandpur, Keonjhar (6) Berhampur Dairy,Ankushpur, Berhampur (7) Dhenkanal Dairy, Paikadahikora, Govindpur, Dhenkanal for the period from to (B). It shall be free from off flavours (may have slightly cooked but not the burnt flavour). 1.3 MARKING: The following particulars shall be marked or labeled on each bag : - (a) Name and Type of the Material: (b) Name of the manufacturer: Batch or Code number with date of production (d) Net mass: (e) Process of manufacture: (f) Approximate gross mass: (g) The contents of this bag on reconstitution as per direction have _ liters double toned milk. (h) (i) Any other requirements under the standards of weights and Measures(packaged commodities_ Rules 1977 and the prevention of Food Adulteration Act, 1954 and rules framed there under. The container may also be marked with the ISI certification.

QUANTITY (VARIABLE) : Skimmed Milk Powder: 500MT Must be produced after Validity of Offer :Up to Whole Milk Powder: 100MT Must be produced after Period of Supply :During October - November,2014 ( C ). 01. GENERAL TERMS & CONDITIONS: Time for submission and opening of offer. 1.1 Tender documents can be downloaded from the website & filled in document in sealed condition should be submitted on or before 22nd October,2014 by A.M. and the tender documents will be opened in the presence of interested bidders or their authorized representative at Noon on the same day. 1.2 Tender documents should be submitted along with copy of the license to manufacture I.S. Specification Skimmed Milk Powder/Whole Milk Powder. Copy of documents confirming the validity on BIS Certification/ License for manufacturer under Food and Safety Standard Act, 2006 and ancillary rules and regulations must be enclosed. Also specify the present production of SMP /WMP per Day. 1.3 Valid Sales Tax and Income Tax clearance certificate and G.M.P certificate should be attached. All the documents should be self attested and sealed. 1.3 Tender documents should also contain warranty in respect of quality of Skimmed Milk Powder / Whole Milk Powder containing brand name, date of manufacturer, batch number and lot etc. 1.4 Sealed offer mentioning name of the item should be mentioned on the top of the envelop. Both, Technical & Commercial bid in separate Envelope should be mentioned on top of the envelopes. PAYMENT TERMS: Within 21days of the date of Certificate of Material Receipt 01.1 The Tender documents shall be sealed and addressed to the Chairman-cum--Managing Director, The Orissa State Cooperative Milk Producers Federation Ltd., D-2, Sahid Nagar, Bhubaneswar in block capital clearly indicating the rate offer documents reference and date of opening at the top of the envelope. Rate must be quoted in the space provided in the Tender Documents supplied by the Federation only.

5 01.2 Bidder shall have to furnish copies of the annual returns filed for the last financial year with I.T authority, copy of PAN and copy of the registration certificate with Sales Tax authority where the Plant is located The Bidder must enclose the list of clients to whom they have supplied SMP during last one year The Bidder should state their address to which the orders, notices and correspondences relating to the tender and agreement are to be sent. Any change of address should be notified to the Chairman-cum- Managing Director, The Orissa State Cooperative Milk Producers Federation Ltd The Bidder shall not be allowed to use his own discretion in any respect once the order placed and agreed for execution For price comparison, applicable VAT or Entry Tax will be taken into consideration. Preference in price will be given to the parties registered with sales tax department of Govt. of Odisha for items attracting VAT to the extent of VAT value applicable. Items attracting the Entry Tax, the effective price for comparison will be determined by adding entry tax to be paid by us On finalization of the rate and quantity order shall be issued to the supplier to supply the materials as per specification. The quantity & period of delivery may be increased/decreased as per the discretion of the Chairman-cum-Managing Director, OMFED. The acceptance copy of the order must be sealed and signed by the bidder as token of his confirmation to supply. If the order is revoked by the supplier in any case the EMD is liable to be forfeited. 1.8 The bidder shall deposit fresh earnest money 1% of the total quoted value in the shape of Demand Draft drawn in favour of OMFED payable on Bhubaneswar which will be convertible as Security Deposit incase of successful bidders and same shall be refunded after executing the supply as per Purchase Order. Any tender not accompanied by EMD shall be liable for rejection. 1.9 C0-Operatives, Govt. bodies are exempted from submitting required EMD The EMD of successful bidder will be converted into Security Deposit The EMD of the unsuccessful bidder will be refunded on receipt of written request letter within 30days by A/C payee cheque only.

6 1.12 The Chairman-cum- Managing Director, OMFED reserves the right to accept/reject any or all the bids without assigning any reason thereof OMFED reserves the right to select one or more firms for supply of tendered item(s) for operational flexibility, Consistent and regular supplies etc. Normally this shall be done at the rates of the qualified lowest. OMFED also Reserves the right to allocate quantities in the ratio it deems appropriate with higher weightage to the qualified Lowest tenderer. Such ratio could be 65:35 higher/greater part being that for the lowest. OMFED may decide To allot lower quantities to tenderers whose supplies as approved suppliers have not been consistently found to be conforming to the quality/service and specifications during the past contracts. 1.14In case of any doubt of dispute relating to the interpretations of any clause of this Tender Document, the decision of the Chairman-cum-Managing Director, OMFED shall be final and binding on both the parties. I/we declare that i/we have gone through the above mentioned terms before filling up our final rates and submission of the tender documents. 7 TENDER NOTICE OMFED invites Sealed Technical & Commercial offer in separate envelope from reputed manufacturers and their authorized suppliers only for supply of 500MT & 100 MT of ISI marked Skimmed Milk Powder & Whole Milk Powder respectively to our dairies located within Odisha during October - November,2014. Tender documents can be had from our web site. Interested manufacturers and their authorized suppliers may visit our web site time to time for details regarding any addendum, corrigendum etc. as it will only appear in the web site and not in any other media including news papers.. 8 PART 2 : PRICE BID The rate quoted should be inclusive of all taxes, duties except Octroi duty/entry tax FOR destinations cited in the document. Individual rates for Standard Grade conforming to IS:13334(Part.1):1998 for Skimmed Milk Powder & IS 1165:2002 for Whole Milk Powder may be quoted only.
