1 Page1 STATE BOARD OF TECHNICAL EDUCATION,RANCHI, JHARKHAND SHORT TENDER NOTICE - SBTE/01/2016 Sealed tenders are invited for printing and supply of approximately 4 Lakh Bar Coded Answer Books (with OMR sheet as Cover Page) for State Board of Technical Education (SBTE) Examinations from reputed firms/authorized partner of reputed firms having experience of manufacturing and printing of such large number of Answer Books for Technical Board Examination work or examination work of similar statutory bodies or universities. Tender form having terms & conditions, technical aspects and other details of work may be obtained on payment of Rs. 5000/- cash or through demand draft from office of the Secretary, SBTE, Ranchi during office hours. It can also be downloaded from SBTE website and applied along with D.D. of Rs 5000/- in fovour of Secretary, SBTE-Jharkhand, Ranchi payable at Ranchi. Completed tender forms may be deposited in SBTE,Jharkhand Ranchi till 31/03/2016 up to hrs. 4 Page4 TENDERER SHOULD READ THESE CONDITIONS CAREFULLY AND COMPLY STRICTLY WHILE SENDING THEIR TENDERS. IF A TENDERER HAS ANY DOUBT REGARDING THE TERMS & CONDITIONS AND SPECIFICATIONS, MENTIONED IN THE TENDER NOTICE OR IN CASE ANY CLARIFICATION IS REQUIRED, THE TENDERER MAY SEEK IT FROM SECRETARY, SBTE, JHARKHAND,RANCHI, BEFORE SUBMITTING THE TENDER. THE DECISION OF THE SECRETARY,SBTE,JHARKHAND,RANCHI, SHALL BE FINAL AND BINDING ON THE TENDERER. 1. This tender is issued for the printing and supply of 4 Lacs Bar coded Answer books (with OMR sheet as cover page) as per quality and specifications given below:-. Size : 21 x 29.7 cm Upright 32 Pages Paper: Maplitho Paper. 70 gsm Presswork: Black on front Black on back Cover, 4 pages Paper: Maplitho Paper. 100 gsm Presswork: 1 colour process on front,1-colour process on back. Finishing : VDP on front & back side Finishing : Side stitching Delivery : Within Seven days after issuing the order and destination at SBTE, Ranchi 2. This tender is valid for a period of six month from the date of finalization of tender. 3. Printing Firm should have experience of printing of at least two lakh complete answer books with annual turnover of at least Rs. 1 crore in last three financial years , , and Sealed tender envelope should be subscribed Tender for Printing and supplying of Bar Coded Answer Books (With OMR Sheet as cover page) Containing three separate sealed envelopes ENVELOPE No.A, ENVELOPE No.B as prescribed herein after should be submitted to the secretary, SBTE, Jharkhand, Ranchi up to prescribed time. 5. ENVELOPE No. A should be addressed to the Secretary, SBTE-Jharkhand, Ranchi and should be subscribed as Technical bid and containing following documents:- (i) (ii) This envelope will consist of the Earnest Money Deposit (EMD) of Rs. 50,000 in the form of DD in favour of the Secretary, SBTE-Jharkhand, Ranchi. The cost of tender document Rs.5,000/-should also be included in this envelope by DD in favour of the Secretary, SBTE-Jharkhand, Ranchi. (Applicable for those tenders only who have downloaded the tender form from SBTE website.)

5 Page5 (iii) Duly filled technical bid form in prescribed format given in Annexure A, duly signed by the tenderer with seal of the firm on each page. (iv) The tenderer shall attached list of customer/organizations for whom they have done printing/manufacturing of bar coded answer books (with OMR sheet as cover page) along with a certified copy of supply orders from the organizations for support of the same. (v) AS the job is based on OMR technology, the tenderer should be the owner of at least 5 OMR scanner with the capacity of 5000 OMR sheets per hour or more for last 3 years and should submit a certified photocopy of relevant document in support of the same. (vi) Information about technical infrastructure of the firm in prescribed format given in Annexure-A. (vii) Enclose certified copy of PAN/TAN Card/Certificate of the firm. (viii) Enclose audited Balance Sheet of the firm for the last three financial years. (ix) Enclose Sample of bar coded answer books with OMR sheet as cover page to prove the technical capacity of the firm to undertake the work. (x) Enclose sample of the 100 GSM Maplitho paper for OMR sheet(cover page). (xi) Enclose sample of the 70 GSM Maplitho paper for answer book. ( Signatory authority of tender should sign all enclosure in cover A and each page of term and conditions including Annexure-A). Note:- (A). All self attested documents must be submitted in Hindi or English Language. (B). All above mentioned documents should be under the name & address of premises where the quoted items are actually manufactured. (C). TENDER WILL BE LIABLE FOR OUTRIGHT REJECTION IF: (i). ANY RATE ARE DISCLOSED IN COVER A. (ii) ANY DISCOUNT/SPECIAL OFFERS ARE MADE IN COVER A. 6. Financial Bid duly filled in Annexure B giving the rates for quoted items in individual envelope should be send separate sealed cover hereinafter called ENVELOPE B. ENVELOPE B should be superscribed FINANCIAL BID, signatory authority of tender should be signed each page of Financial Bid. 7. ENVELOPE B will be opened only for those tenders who satisfy the standards laid down by the detail furnished be the tendered in ENVELOPE A, in compliance of term & conditions of tender.

6 Page6 8. EARNEST MONEY - (i) Tender shall be accompanied by an earnest money of Rs. 50,000/- without which tender will not be considered. The amount should be deposited by demand draft in favour of Secretary, SBTE-Jharkhand, Ranchi. (ii) The earnest money of unsuccessful tenderer shall be refunded soon after finalization of Tender. 9. Forfeiture of earnest money :- The earnest money will be forfeited in the following cases:- (i) When the tenderer withdraws or modifies the offer after opening of tender but before acceptance of tender. (ii) When the tenderer does not execute the offer agreement prescribed within the specified time. (iii) When the tenderer does not deposit the security deposit/bank Guarantee within specified time after the order is given. (iv) When he fails to supply the answer books as per the order within the time prescribed. 10. Tender form shall be filled in ink or typed. No tender filled in pencil shall be considered. The tenderer shall sign the tender form on each page and at the end in token of acceptance of all the terms and conditions of the tender. 11. In case, it is noticed at any stage that answer books supplied by the approved firm does not confirm to the required standard, the payment there of, if received by the supplier shall have to be refunded to the Secretary, SBTE-Jharkhand, Ranchi. The supplier will not have any rightful claim to the payment of cost of substandard supplies which are consumed either in part or whole pending receipt of laboratory test. It may be noted that supply of goods less in weight and volume than those mentioned of the label of the container is an offence and the same will be dealt with in the manner prescribed under rules.

7 Page7 12. RATES Only net rates should be quoted. No Separate free goods or cash discounts should be offered after considering the following :- (i) VAT will be payable only to Govt. of Jharkhand (ii) Delivery should be made to SBTE-Jharkhand, Ranchi. The SBTE, Ranchi will pay no cartage or transportation charges and the rates must be quoted accordingly. (ii) Net rates must be offered only against the specified column of the items. The net rate must be inclusive of all charges by way of packing, forwarding, incidental of transit charge including transit insurance, octroi and any other levies, duties, charges etc. charge on the product except Sales Tax (VAT/CST). (iii) Excise duty or surcharge prevailing on the date of submission of the rate must be included in the net rate (Annexure B). Prevailing rates of sales tax (VAT/CST) etc. should be mentioned explicitly. Taxes not mentioned will not be paid/ reimbursed by the SBTE, Jharkhand. In the event of any subsequent variation (increase or decrease) in excise duty and sale tax (VAT/CST) by the Government (State or Central) the same will be modified accordingly. (iv) Other statuary increase or decrease shall be agreed upon mutually between SBTE and tenderer and revised rate shall be applicable to order received by the tenderer on or subsequent to the date of such increase in the government duty. (v) The rates must be written both in words and figures in financial bid (ANNEXURE-B), in case of discrepancy between the prices quoted in words and in figures, lower of the two shall be considered. There should not be errors and/or overwriting. Corrections if any should be made clearly and signed by the tenderer with date. (vi) (A) No paper should be detached from the tenderer form. (B) The tenderer shall sign with seal on every page of the tender form including Terms & Conditions on token of his acceptance of all the Terms & Condition of the tender and return the same along with tender. In case of, non receipt of terms and conditions duly signed with the tender form, the tender will be rejected.

SECURITY DEPOSIT & AGREEMENT (i) Firm whose offer is accepted will have to deposit a Security Deposit in form of a bank guarantee equal to 5% (Five Present) of the total value of approximate quantity of answer books as per given order issued by a nationalized bank in favour of Secretary, SBTE-Jharkhand, Ranchi. The security amount shall in no case be less than earnest money. The earnest money of successful Tenderer will be adjusted towards security deposit and bank guarantee of balance security deposit amount should be submitted by the successful Tenderer in prescribed time limit. 14. SUPPLY ORDERS All the supply orders will be placed to the approved tenderer (and not Agents/Suppliers/Distributers etc.) through registered post only and the date of registration at the post office will be treated as the date of order for calculating the period of execution. The tenderer shall have to execute all orders within specified time. 15. All the answerbooks supplied shall be of the best quality and confirming to the specifications laid down in the tender document and the schedule attached to agreement and in strict accordance with and equal to the approved standard samples. The decision of Secretary, SBTE-Jharkhand, Ranchi regarding the quality of answerbooks shall be final and binding upon the Tenderer. In case any of the answerbooks supplied are not found as per specification or declared substandard/spurious, they shall be liable to be rejected and any expenses of loss caused to the printer as a result of rejection of supplies shall be entirely at his account. 16. The Tenderer must remove rejected answerbooks from the destination where they lie within 30 days from the date of information of rejection. The officials will take reasonable care of such materials but will not be responsible for any loss or damage that may occur to while it is on their premises. 17. The Tenderer shall be responsible for the proper packing and delivery of the answerbooks to the SBTE, Ranchi. In the event of any loss, damage, or breakage or shortage, the tenderer shall make good the loss and shortage found at the checking of the answerbooks by the SBTE-Jharkhand. No extra cost on such account shall be admissible. 18. Direct or indirect canvassing on the part of tenderers or their representative shall disqualify their tenders. 19. The Secretary, SBTE-Jharkhand, Ranchi will have the right to accept or rejection of all or any of the tenderer without giving any reason for the same. 20. Extra stipulation or any other condition contrary to above tender conditions are not

9 Page9 acceptable and may render the tender liable to rejection. 21. Legal proceeding if any arising out of the tender shall have to be lodged in courts situated in Ranchi City only. 22. Submission of the Tender Document The tender shall be submitted under TWO BID system in two different sealed envelopes. (i) ENVELOPE No. A should be addressed to the Secretary, SBTE- Jharkhand, Ranchi and should be subscribed as Technical bid (ii) ENVELOPE No. B (i) FINANCIAL BID shall be in the second envelope containing the filled up schedule of rates duly sealed. (ii) This envelope should be superscribed as Envelope No. B FINANCIALBID and should be addressed to the Secretary, SBTE-Jharkhand, Ranchi. B. All the above two envelopes are to be inserted in a larger envelope and duly sealed before submitting the tender document. This envelope should be addressed to the Secretary,SBTE, Ranchi-Jharkhand and superscribed as ~TENDER FOR PRINTING & SUPPLY OF COMPLETE ANSWER BOOKS (With Paper)~ Note :- (A) All self attested documents must be submitted in Hindi or English Language. If the documents are not in Hindi or English, they should be translated in Hindi or English and must be submitted along with the copy of original document. (B) All above mentioned documents should be under the name & address of premises where the quoted items are actually manufactured. (C) TENDER WILL BE LIABLE FOR OUTRIGHT REJECTION IF:- (I) ANY RATES ARE DISCLOSED IN TECHNICAL BID. (II) ANY DISCOUNTS/SPECIAL OFFERS ARE MADE IN TECHNICAL BID. (iii). The contract shall generally be awarded to the lowest tenderer as per the Bid Evaluation Criteria. However the Secretary, SBTE-Jharkhand, Ranchi does not bind itself to accept the lowest or any other offer and reserves the right to accept or reject any or all the offers either in full or in part without assigning any reason. The Secretary, SBTE- Jharkhand, Ranchi also reserves the right to reject any bid which in his opinion is violating any of the conditions without any liability to any loss whatsoever it may cause to the tenderer in the process.

10 Page10 (iv). It is expected and assumed that all documents, certificates declarations made are true and correct the basis of which technical evaluation will be made. If the above information is not correct and subsequently has come to the knowledge of SBTE, Ranchi then the awarded contract may be liable for cancellation at the discretion of SBTE, Ranchi and EMD/ Security Deposit will be forfeited. Secretary, SBTE, Ranchi I/We have read the above terms and conditions and I/We agree to abide by the same.
