3 3 1.0 BID NOTICE: 1.0 Executive Engineer(c), Engineering Division-2, Gujarat Maritime Board, Sector-10 A, Gandhinagar invites bids for pre-qualification & Empanelment of consultants for Consultancy services for structural design for marine and other civil engineering works to be carried out at various GMB ports from the reputed Consultancy firms having adequate experience in structural design of Ports and Harbour related structures. (i). Bid Document Fee (Nonrefundable) Rs. 5000/- (Rupees Five Thousand Only) (ii) Earnest Money Deposit Rs. 25,000/- (Rupees Twenty Five Thousand only) (iii) Bid Document to be 04/12/2015 downloaded from GMB website ( (iv) Pre bid meeting 16/12/2015 (v) Last date of submission of 29/12/2015 bid document in sealed cover (vi) Bid opening 30/12/2015 Detailed terms & conditions and other related information is given in the Bid Document. For more details, please visit GMB website or contact the concern officer of GMB. 1.1 Those Consultancy firms / Individual designer (having registered advance software) who wish to submit the bid document as a joint venture (JV) shall have to produce Memorandum of understanding (MOU) along with application while submitting the bid documents. 1.2 The bid document can be downloaded from the website The pre-qualification/empanelment bid along tender fee of Rs. 5000/- in form of DD/bankers cheque and Earnest money Deposit of Rs.25000/- (Rupees Twenty Five Thousand only) in the form of FDR with validity of 180 days minimum in favour of the Executive Engineer(C), Engineering Division-2, payable at Gandhinagar should reach the office of the Executive Engineer(C), Engineering Division-2, Gujarat Maritime Board, Gandhinagar payable at Gandhinagar on or before 29/12/2015 by RPAD/ Speed Post only.

4 4 Against EMD, bank guarantee or exemption Certificate from other department shall not be accepted. The offer without tender fee/emd shall be considered non-responsive and shall be outright rejected. 1.4 The offers received after the above-mentioned last date and time shall not be accepted. Delay in submission due to postal or any other reasons shall not be entertained, under any circumstances. 1.5 If possible, the pre-qualification/empanelment bid shall be opened on the next day in the presence of the bidders/representatives, who chose to remain present. 1.6 Evaluation of Bids The pre-qualification/empanelment bid will be evaluated for assessment of technical capability followed by financial capability, relevant experience (including past performance) An Evaluation Committee as appointed by the GMB will evaluate the proposals. The details given by the applicants in the application form will be evaluated by scoring method The Committee reserves the right to restrict the list, of Consultants to be enlisted to any number deemed suitable by it. Committee's decision shall be final and binding to all bidders. 1.7 Issue and Receipt of Bid Document The Bid Document shall be available by down loading from GMB's Website ( and the same shall have to be submitted duly filled in along with required tender fees/emd as mentioned in the above table It may be noted that the printed hard copy of the bid documents shall not be issued. The bidders are required to down load the same from GMB website The bidders shall submit completed bid document by Registered Post AD / Speed Post so as to reach the Executive Engineer (C), Engineering Division - - 2, Gujarat Maritime Board, Gandhinagar on or before 29/12/2015 up to 6 pm i.e the last date of submission of the bid The offer shall be valid for 180 (one hundred eight) days from the date of opening of the technical bid Bid document fee of Rs. 5,000/- (non-refundable) shall have to be furnished in form of DD/bankers cheque issued by Scheduled bank drawn in favour of

6 6 2.0 QUALIFICATION CRITERIA & SELECTION PROCEDURE In the overall selection process, the bidders should get overall 70% marks in technical evaluation. The bids shall be assessed and evaluated based on the qualification criteria and selection procedure prescribed hereunder. However, the required minimum overall score shall be 70% (percent) of the total maximum score. This means that an applicant, apart from meeting the minimum score of 60% (percent) in each group, will need to have achieved an overall score of 70% (percent) (i.e. 70 points) or more to qualify.

7 7 3.0 INSTRUCTIONS TO BIDDERS: 1. Any expenditure incurred by the applicant towards preparing the offer in providing clarification or attending discussions / conference, making presentations etc., shall not be reimbursed by Gujarat Maritime Board. 2. Details shall be furnished in prescribed format. Incomplete bid shall be liable for rejection. 3. Language for submission of the bid shall be English. 4. Enclosed schedules shall be filled in completely and all questions shall be answered. If any particular query is not relevant it shall be stated as Not Applicable. 5. Financial data, project cost, value of work etc. shall be given in Indian rupees. 6. For any clarification, this office may be contacted on any working day during office hours. 7. The pre-qualification & Empanelment bid shall contain EMD and D.D. Applicant shall sign all the documents. The applicant shall countersign all additions, corrections and erasures in the bid documents, if any. 4.0 INTRODUCTION: 4.1 The Gujarat Maritime Board (GMB) was set up in 1982 under the Gujarat Maritime Board Act, 1981, in order to develop, maintain, operate, manage, minor and regulate the State's ports in professional manner.

8 8 4.2 The GMB regulates private ports, captive jetties, private jetties, GMB jetties, wharf, breakwater and other Off-Shore marine structure and On-Shore structures to facilitate port working yard to cater to trade demand along with ship-breaking yards. Moreover, GMB develops and maintains minor fishery harbors / fishing centers in Gujarat and also undertake construction of marine structures for other organization like Coastguard, Indian Navy etc., on executing agency basis. 4.3 GMB undertake construction and maintenance of various types of infrastructures such as R.C.C. Jetties, Wharves, Break waters, Quays, Dolphins, Roads, Bridges, Shore protection works, platforms, Godowns, Transit sheds, Residential buildings (Quarters), Office buildings, water supply related works like ESR, U.G Sump, Storm water drainage, Drainage & Sewage line, etc. 4.4 For further details of the activities of GMB website may be referred. 4.5 GMB desires to avail consultancy services for carrying out detailed structural design and analysis for the aforesaid types of works to be executed at various GMB Ports only Consultancy firms / Individual designer (having registered advance software). 5.0 SCOPE OF THE CONSULTANCY SERVICES: 5.1 GMB shall provide available input data/ information such as layout plan, marine information, hydrographic survey details etc., 5.2 Consultancy firms / Individual designer (having registered advance software) shall have to verify the data and if any doubt/ambiguity observed shall be verified mutually. If required, site visit shall be made for confirmation. 5.3 Consultancy firms / Individual designer (having registered advance software) shall have to prepare economical structural design in conformity with the provisions of all relevant prevailing Indian Standards, IRC etc., from several alternatives using data supplied. Specific marine condition shall be considered while designing the marine structure. The structural design shall be carried out by using latest version of software, etc.

9 9 5.4 Consultancy firms / Individual designer (having registered advance software) shall prepare preliminary design of the structure and submit to GMB. Any, suggestions mutually agreed shall be incorporated. 5.5 Consultancy firms / Individual designer (having registered advance software) shall have to clarify/explain design & drawing details / concept adopted to GMB engineers and at the time of execution consultant should have explain to site Engineer. 5.6 Consultancy firms / Individual designer (having registered advance software) shall be accountable for structural design of said structure of particular project site as per GMB / Govt. rules or law of land from time to time. 5.7 The structural designs and drawings shall be property of GMB and shall utilize the same. 5.8 If GMB desire to cross check / scrutinized the prepared design by any other expert / technical institute as a proof checker who shall be appointed by the GMB, than Consultancy firms / Individual designer (having registered advance software) shall responsible for the approval of the structural design from the proof checker without any extra cost. Consultancy firms / Individual designer shall attend meeting with such expert/proof checker appointed and will comply the remarks. 5.9 Consultancy firms / Individual designer shall also check the structural design of various structures which was carried out by other client of GMB. 6.0 GENERAL TERMS AND CONDITIONS 6.1 Consultant shall provide consultancy services as described above. The Consultant shall be required to perform any other services which may be required whether or not expressly mentioned for structural design to the entire requirement and satisfaction of GMB. 6.2 Consultant/Consortia of Firms shall be of National/International repute with a demonstrable track record of rendering Consultancy Services for structural design and analysis for a Project of the magnitude envisaged. 6.3 Consultancy firms / Individual designer (having registered advance software) shall have to furnish following documents duly self-attested: a) Copy of company Registration Certificates of the only Consultancy firms / Individual designer (having registered advance software), Memorandum of

10 10 Agreement in case of a Joint Venture. Detail of company profile, organization structure, personnel profile and key managerial members etc. in Schedule-A. b) Financial status shall be furnished in Schedule-B c) Details of key personnel shall be given as per Schedule-C. d) A list of works in progress of similar nature in Schedule-D. Copies of work orders from clients may be attached. e) A list of similar nature of jobs under taken during last five years in Schedule-E. Copies of experience certificates/ documents in support shall be attached. f) Details of litigation, if any, during last five years shall be furnished in Schedule-F. g) Copy of Tax registration certificates (Sales Tax/Service Tax/PAN etc.) h) Any other documentary evidence-supporting fulfillment of qualifying criteria. i) Certificate of membership of professional bodies relating to the expertise in the profession. 6.4 Effectiveness of Pre-qualification & Empanelment 1. Pre-qualification/Empanelment shall come into force on the date of the client's letter to the consultant informing them about approval of their name as a successful pre- qualified bidder. This letter will be issued by the authorized representative of the GMB, Gandhinagar. 2. This Pre-qualification/Empanelment will remain effective for a period of three years. During this period, offers shall be invited from the prequalified/empanelled consultant for Structural Design services on the individual civil projects to be taken up by the GMB. 3. Validity of Pre-qualification & Empanelment can be extended for further period of one year if so agreed both by the GMB and the Pre-qualified bidders/empanelled firm. 4. EMD of Rs. 25,000/- taken from the successful bidders shall be released after validity period of Pre-qualification/Empanelment i.e. 3 years or successful completion of the assignment whichever is later.
