Ltd., SBU:T&V,, New Delhi, invite On-line bids through Company s e-procurement mode from resourceful and reputed bidders meeting the prescribed eligibility criteria for empanelment of insurance companies for overseas medical insurance coverage, Scope of Job The qualified bidders who meet the prescribed eligibility criteria would have to quote as per the following Tender Fee: To quote competitive insurance premium rates for overseas medical insurance coverage services for covering comprehensive risk chargeable as per the prevailing IRDA Rules & Regulations Duration of insurance coverage Credit period The Tender documents will be issued on payment of Rs.500/- [ Rupees Five Hundred only ] by Demand Draft / Pay Order which should be drawn in favor of Balmer Lawrie & Co. Ltd., payable at New Delhii. Cash / any other mode of payment will not be acceptable on the above. In the event of downloading the document from our Company s Website, the bidder should pay an additional amount of Rs.500/- by Demand Draft / Pay Order towards the tender Fee, failure to do so would render the bid document invalid. 3 PRICE BID Bidders successfully meeting the prescribed eligibility criteria would have to submit on-line Price bid through the Company s e-procurement mode and in the portal of M/s. C1 India Pvt. The company reserves the right not to entertain any representation / claim of any unsuccessful bidder. 2. Earnest Money Deposit [EMD] The prospective bidders, on having met the prescribed eligibility criteria will be required to furnish EMD of Rs (Rs. Fifty thousand only) to participate in the Price Bid. No interest is payable on this deposit. Earnest Money Deposit of Rs (Rs. Fifty thousand only) to be paid by Demand Draft payable at New Delhi in favour of Balmer Lawrie & Co. Ltd. Cheque and any other form of payment are not acceptable towards EMD. In case the prospective insurance company is registered with SSI/NSIC office as on date of enquiry, please attach a photocopy of the same to avail the benefit of getting exempted from deposit of required Earnest money amount. The bidders, registered with the IRDA, are not required to deposit prescribed EMD amount. The EMD of unsuccessful bidders would be refunded only after finalization and acceptance of order by the successful bidders. However, the successful bidder, may adjust EMD amount against required Security Deposit(SD) amount of Rs.50, (Rs. Fifty thousand only). In case of failure to comply with enquiry terms, the Company reserves the right to cancel order/forfeit EMD amount. EMD/SD will carry no interest. Linking with earlier transactions/adjustments with pending bills or any other amount payable by the Company is not allowed. EMD is liable to forfeiture in the event of a) Withdrawal of offers during validity period of the order. b) Non acceptance of the order c) Non Confirmation of acceptance of order within the stipulated time after placement. d) Any unilateral revision made by the bidder during the validity period of the offer. e) Non execution of the documents after acceptance of the contract due to any dispute of the bidder or any reason whatsoever. 3. The offer submitted by bidder should be valid for the company s acceptance for a period of 90 days from the due date of opening of price bid. 4. Deleted 5. Premiums rates quoted are valid for the period of the contract. b. There is no violation of any rule stipulated by IRDA. c. Acceptance of all the terms & conditions mentioned in the tender documents. d. Insurance Company has completed at least three years after being registered with IRDA. 6] The Company reserves the right to consider or not to consider any quote at its discretion. 7] The bidders are requested to offer insurance policies covering the following features, preferably Emergency Accidental Hospitalization Accidental OPD Expenses Emergency Evacuation Personal Accident (death) & Disablement Loss of baggage (checked) Missed Connections Bounced airline bookings Deductibles (in percentage) Trip cancellation due to hospitalization/death/curfew Trip Delay, other features, if any 8] The Company reserves the right to select more than one insurance company / companies for providing the above services. As such, the business may be distributed among the selected bidders. During the contract period, if the company come across with any other new prospective insurance company or insurance broker who offers commission at the accepted / agreed rates of commission or at par or more percentage of commission, the company reserves the right to empanel such insurance company or broker for giving business. Each of the successful bidders would be required to make a non-refundable deposit of Rs.1.00 Lac to the Company per month, in advance.

5 9] In order to maintain secrecy and transparency, the prospective bidders should ensure submission of on-line price bids, on or before the due date positively. A copy of physical bid along with the other relevant documents and the DD towards required EMD amount may be submitted at above office in person or by post. TERMS AND CONDITIONS 1] The detailed terms and conditions will be decided after mutual discussions, with the successful bidders. 2] The insurance companies are specifically advised to note that the Company normally would not carry out any negotiations except with such bidders who quote highest commission / discount, originally. As such, it would be in the interest of the bidder to quote the highest possible commission / Discount rates. 3] In case a conflict of interest is arisen between the bidder and the Company at any stage during finalization of order processing, the Company reserves the right to reject the bids of the concerned bidder. 4] In case of any dispute during validity of contract, the same will fall under the jurisdiction of Delhi Court. 5] In case any clarification is required by any of the prospective insurance companies / agencies, they may contact Mr. Devender Tiwari, at phone No OR ID tiwari.d@balmerlawrie.com. 6] Procedure of Arbitration: Any dispute or difference arising out of this Contract shall be referred for adjudication at Kolkata to a sole arbitrator to be appointed by the Chairman &Managing Director of Balmer Lawrie & Co Ltd. 6 CONDITIONS FOR ON-LINE BID SUBMISSION Procedure For Bid Submission The bidder shall submit his response through bid submission to the tender on eprocurement platform at by following the procedure given in the Catalogue given in the system. Land Line : EXT sandeep.tomar@c1india.com Website: Digital Certificate authentication: The bidder shall authenticate the bid with his Digital Certificate (Class II) for submitting the bid electronically on eprocurement platform and the bids not authenticated by digital certificate of the bidder will not be accepted on the eprocurement platform. All the bidders who do not have Digital Certificates need to obtain Digital Certificate for signatures and encryption. They may contact Help Desk of C1 India Pvt Ltd. Submission of Hard copies: After submission of bid on-line, the bidders are requested to submit the manual sealed/closed bids, to the Tender Inviting Authority before opening of Price bid at our Scope Office along with the demand draft of required EMD amount.. Balmer Lawrie shall not take any responsibility for any delay or non-receipt of said documents. If any of the documents furnished by the bidder is found to be false / fabricated, the bidder is liable for black listing, cancellation of work and criminal prosecution. The bidder is requested to get a confirmed acknowledgement from the Tender Inviting Authority as proof of submission of hardcopies.

7 Corrigendum to tender: The bidder has to keep track of any changes by viewing the addendum / Corrigendum's issued by the Tender Inviting Authority on time-to- time basis in the E-Procurement platform. The Company calling for tenders shall not be responsible for any claims/problems arising out of this. Bid Submission Acknowledgement: The user should complete all the processes and steps required for bid submission. The successful bid submission can be ascertained once acknowledgement is given by the system through bid submission number after completing all the processes and steps. Tender Inviting Authority and C1 India Pvt. Ltd. will not be responsible for incomplete bid submission by users. Users may also note that the incomplete bids will not be saved by the system and are not available for the Tender Inviting Authority for processing. Before uploading scanned documents, the bidders shall sign on all the statements, documents, certificates uploaded by him, owning responsibility for their correctness / authenticity.
