1 MEETING OF THE PADSTOW HARBOUR COMMISSIONERS 02/12 HELD AT THE PADSTOW HARBOUR OFFICE ON THURSDAY 23 rd FEBRUARY 2012 AT 7.00PM Present: Apologies In Attendance: To Take Information and Comments from Any Members of the Public Present: Invoices and Payments for the period ending 15/02/12 Approval of Minutes 01/12 Matters Arising from Meeting 01/12 Mr W Frisby (Chairman), Mr M England, Mr W Chown, Mr B Smith, Mr M McCarthy, Mr D R Martin, Mr S Summers, Mr W Jago, Mr M Hewitt, Capt R Atkinson (Harbour Master). None Mr N Billing (Deputy Harbourmaster), Mr A Smith and Mr M Stacey (Rock Boat Services), Mrs P Hicks (Secretary), Mr Mark Stacey asked the Commissioners if the Rock Sailing Club Juniors (used to be known as CEYS) could put their boats down on the dinghy the day before it opens. All the Commissioners were happy with this. Invoices totalling 101, had been paid for the period 17 th January to 15 th February DM questioned the payment for the portable credit card machine. HM explained that the machine was more expensive than the static one but that the office staff were using is as a trial to see if it will make life easier and safer for the Berthing Masters and the Rock Beach Masters. The minutes circulated to the Commissioners prior to this meeting were then adopted as a true and accurate record of meeting 01/12. Angling HM had spoken to Ed Schiliffke - the local angling club had no objections to the fishing permits. The permits were produced with basic rules printed on the back. All permits and paper work were ready for the new season, signs had been ordered. Also BF had received an from Mr Gowan thanking him for his comments. Dog Waste The dog waste din had been installed at Rock. 22/03/2012 1

2 South Quay Car Park Keith Clems was coming to assess the car park spaces and let the Commissioners know how many spaces they would lose by remarking wider. WJ asked if we knew how many this might be, HM thought it might be approx 8 10 spaces. The Commissioners would discuss again at the next meeting after Keith Clems findings. Financial Briefing Correspondence HM told the Commissioners that with no opening balances, Mrs Dyer could not do a financial report, but that Bennett Jones would have a draft report for the Commissioners at their March meeting. Max Spence would then attend the April meeting to explain the accounts and answer questions. Mr J Murray writes regarding the Rock Moorings and the system of the waiting list. HM stated that a 50 fee for being on the waiting list was on the cards as Tony Mott (IT) was looking into better software for the moorings allocation, waiting lists and management. Once the new software was ready this would be the best time to charge a 50 non refundable deposit to remain on the waiting list. Letters would be sent to everyone on the current list informing them of the one off payment and only those who replied would be entered onto the new list. Anyone paying the deposit would have the 50 deducted from their first year s fees when they were allocated a mooring. The Commissioners discussed other points regarding the definition of local, but could not arrive at a better system than by allocating on a first come first served basis. BF said that the 50 charge and the new list looked like the best way to go. Mrs T Evans writes to the Commissioners to thank them for their help with the 2011 Christmas Festival, also to let them know the dates for the 2012 festival. They request the use of the North Quay Car Park from 5 th to 10 th December The reason for the longer period of time was for the erection of the marquees. MM asked if the arm of the South Quay car park could be coned off for the NQCP permit holders. Agreed, HM to inform. Mrs S Derry writes from the Egloshayle Pre-school to ask the Commissioners if they could donate a prize for their fund raising event and bingo night. The Commissioners agreed to offer a one week family pass for the ferry. 02/12/01 Mr M Holmes writes to ask the Commissioners if he can place a sign on the wooden car park shed to advertise the costal footpath and tea rooms at Hawkers Cove. BF said that we should treat this as any other 22/03/2012 2

3 advertising sign. Approved, HM to inform him of the price and the size for advertising signs. Mr & Mrs P Sanders write re moorings at Hawkers Cove. New moorings had been laid very close to their mooring resulting in the boats colliding and causing damage to both boats. As Hawkers Cover was within the port limits, permission from PHC should have been sought before the laying of any moorings. HM and NB to investigate the moorings all the registered ones will be left alone and a note left on the other moorings to say that they will be pulled if not removed. HM stated that not only do they need permission from PHC but also from the land owner as well. BF asked with the cove being so small should there be a limit on moorings for safety reasons. Cornwall Council re planning permission for the Quayside Cafe. HM instructed to object as it will spoil the look of the harbour. Mr P Blewett writes to ask if he can use his boat Doris for charters under the mantle of Rock Boat Charters, and to ask permission to use the pontoon to pick up passengers. The Commissioners have no objections and were in agreement provided that Mr Blewett gives PHC details of the type and length of trip and gets the correct coding, insurance and boatman s licence. 02/12/02 Duchy of Cornwall write regarding the licence for the Wadebridge Pontoon, PHC have agreed to pay the yearly licence fee. Mr P Banks from Padstow School writes to ask for sponsorship for sailing lessons for the children. Proposed by MM and seconded by WJ all Commissioners in agreement. 02/12/03 Port Administrators Business Mannin Had come off the slipway at Toms, and had been dredging at Teignmouth, followed by a couple of loads at Fowey and a small job for Falmouth. She had been left at Falmouth awaiting the go ahead for the Port Pendennis contract, once completed she would come back to Padstow to do dome dredging before returning to Teignmouth. Black Tor II Has been passed by MCA and was now back in service. Staff would give it a few days before taking Black Tor I out for annual servicing. Black Tor I had experienced a head gasket failure and the Water Taxi had stepped in to cover for the ferry and thanks to BS. 22/03/2012 3

4 Angling all ready covered Car Park Machines at Rock Both were now up and running. New Ice Plant After talking to specialists and fishermen, HM suggested that PHC should go for the largest capacity Ice Making possible, with the current power supply, this could be up to 8-10 tonnes per day. Increasing to slightly larger storage (perhaps 30 hoppers) should mean that ice would be fresh and would run out easily. HM suggested that the plant should not be fully mechanical - with a sloping floor, fresh ice would run easily out through side trap doors onto a weighing conveyor and then out to the vessel via a vertical chute. HM suggested that PHC seek planning permission. WC felt very strongly that Padstow was a fishing port and that ports did not need permission as they were exempt. HM stated that ports did indeed have some delegated powers to carry out works essential for the functioning of the harbour, but he was concerned that this could be a contentious issue and due to the large sums of money involved, he felt it sensible to ensure that the project had all the correct approvals before progressing. On balance, the meeting decided that PHC should appoint the specialist consultant (who had submitted a quotation which the Commissioners accepted) and progress the project PHC s consultant should then write to the planners and inform them that PHC were intending to erect the ice plant under their delegated powers. 02/12/04 Slipway at Rock Celtic Construction have finished the slipway, and next week PHC staff will sort out the hand rails and signs. Hopefully Mr B Lane will finish the sea defence wall which links into the side of the slipway before summer. MH said once it s all finished the beach needs a clean up. Harbour Office Slipway at Padstow The work had started and although contractors had hoped to finish within the week but the cutting process had taken longer than expected. They would now wait until the next set of spring tides when they would remove the old concrete and recast the new profile requested and approved by the water taxi operators. Commissioners Elections HM welcomed back the unopposed Commissioners from Rock Mr W Jago and from Wadebridge Mr S Summers. Only one election in Padstow between Mr M England and Mr B Murt. The election will held at the Harbour Office on Saturday 25 th February 2012 between the times /03/2012 4

5 Items for Discussion Pontoons (MM) The day fishing boats were struggling to moor on the berth by the lock gate which was often used on neap tides. MM suggested extending the trip boat pontoon along this wall further to accommodate them. HM said that he would look into it and also suggested installing a pontoon along the wall outside the Harbour Office one end of this could the be used for the harbour vessels and the other for leisure vessels to pick up, drop off and stay short term (perhaps also somewhere to leave tenders). MM said that traditionally, large sailing vessels had berthed here, but suggested other areas for them to lie could be found. HM to draw up plans PHC could then ask for comments. Car Park (HM) There had been complaints from the car park attendants regarding the Seafood Restaurant staff parking in the evenings without a ticket. One car had been issued with seven parking tickets which AS parking were now pursuing. HM asked the Commissioners if they wished to consider allowing AS to patrol the car park in the evenings after PHC staff had finished work. The Commissioners were in agreement HM to inform AS Parking that they could do evening checks in the car park between the hours of 8.00p.m. and 5.00 a.m. 02/12/05 Tide Tables (DM) DM was concerned that PHC could not get 2013 tide tables with low water information from Douglas Press. HM explained that this was because Proudman Laboratories who supplied Douglas Press the data had installed new software and now said that they couldn t provide low water information. HM had contacted UKHO and arranged for the data to come directly from them to Douglas press, so the problem should be resolved.
