1 The Minutes of the Meeting of Guilsborough Parish Council held on Wednesday, 12 June 2017 at 7.15 pm Present: Cllr A Hart (Chairman), Cllr G Metcalfe, Cllr D Wooldridge, Cllr K Fulcher, Cllr I Miller, Cllr D O Neil and Mrs C James (Clerk) Public Forum There were no members of the public present Resolution to accept apologies for absence Apologies were received and accepted from Cllr Jaggard and Cllr Evans Resignation of Councillor Pett The Clerk stated that following the recent resignation of Cllr Pett due to personal commitments, she had posted the required notice of Casual Vacancy on the Lantern on 7 June 2017 and would now wait to hear from the Elections Office as to whether an election would be required before putting up an expression of interest notice. Clerk to liaise with Cllr Fulcher regarding advertising the vacancy in the Village Link Declarations of interest for items on the agenda Cllr Metcalfe declared a personal interest in item 9.1 (planning application for the Red House). Cllr Miller declared a personal interest in item 8.4 (storage lock-up) Resolution to consider written requests for dispensations on agenda items None received Resolution to sign and approve the minutes from the previous meeting held on 8 May 2017 The minutes were circulated prior to the meeting. The Chairman asked if there were any amendments required. It was then resolved to approve the minutes and the Chairman signed them as a true record.

2 Matters arising (for information only) /1 Update on provision of tennis facilities for public at Guilsborough Academy The Clerk stated that she had been chasing the Academy to find out whether the Governors had yet held a meeting to discuss the proposal put forward by Cllrs Metcalfe and Fulcher at their meeting with the Business Manager in April but that she had not yet received a response Village and Other Matters /1 Parking problems outside Elm Tree House The Council considered the information that had been forwarded to them by Cllr Wooldridge following a site meeting he had had with Ian Boyes of Highways in an attempt to try to solve the problem of inconsiderate parking outside Elm Tree House. After discussion, it was unanimously agreed that bollards were not appropriate but the Highways would be requested to re-paint the white lines marking out the area in which it was acceptable to park vehicles and also to use chevrons at the narrowest section to encourage the parking of a vehicle parallel to the road at this point. It was unanimously agreed that if this action did not have the desired effect, then parishioners wishing to complain in respect of vehicles obstructing the footpath should be advised to contact the Police who were responsible for dealing with such matters /2 Update on re-location of Dog Poo Bin on Teeton Road Cllr Wooldridge stated that whilst an arrangement had been made with Amey to meet their operative at the site to move the bin, he had been let down. The Clerk stated that she would continue to chase as the bin would require moving prior to the Hollowell Steam Rally weekend. In Cllr Wooldridge s forthcoming absence, Cllr Miller agreed to take over responsibility for the task /3 Update on provision of Skateboard facilities on Small Playing Field The Clerk stated that Cllr Jaggard had contacted the landowner of the playing field about the request made at the last meeting. He had stated that due to previous problems encountered by him and residents in the area when there had been a skateboard ramp on the site, he was reluctant to agree to another ramp being installed. It was also stated that a number of residents had spoken to Councillors having seen the item on the Agenda and expressed

3 their concern that another ramp was being considered. In the circumstances, it was agreed that the parishioner requesting the ramp be directed to the GPFA to see if they could assist /4 Consideration of requests received to rent vacant storage lock-up on Village Green The Clerk stated that she had received two requests to rent the lock-up. After discussion, it was resolved to offer the lock-up to Mr McGlasson in the first instance at a rent of 250 (for the period to 31 March 2017) payable in advance. Clerk to advise Mr McGlasson Planning /1 New applications DA/2017/0176 The Red House, The Green, Guilsborough conversion of ground floor to self-contained flat. The Council made the following observations: The principle of a self-contained flat is in line with the draft Neighbourhood Plan in increasing the number of smaller homes in the village. However, the Parish Council objects to this application on the basis of the lack of detail on the front access which the Council feels needs to be sensitively handled in relation to the property's very prominent position and its Listing. The Parish Council would also ask Highways to assess the issue of parking as this is an additional dwelling /2 Completions DA/2017/ Church Mount, Guilsborough single storey side extension Permission granted /3 Neighbourhood Plan Cllr Metcalfe reported that the consultation period had been extended twice, firstly to accommodate the 35 mandatory consultees and, secondly, for the Steering Group to complete its round of meetings with landowners whose land had been nominated by the GNDP for designation as Local Green Space or has been earmarked by the landowners for future development. The consultation period now closes on 13 June Cllr Metcalfe reported that more than 60 residents had attended the GNDP exhibition in the Village Hall over the weekend of 13/14 May.

4 He stated that he and Cllr O Neil had met with DDC on 1 June to discuss GNDP Policy 10, Valued Heritage Assets in view of the comments received from the DDC Conservation Officer, Rachel Booth, that as drafted it was, in her opinion, too restrictive and possibly counterproductive. Cllr Metcalfe stated that the discussion was helpful and that on 13 June the GNDP should be in receipt of DDC s formal response to the draft. Cllr Metcalfe outlined the costs to date for the pre-submission process of 1,383. Going forward he stated that the Steering Group would consider the written responses to the pre-submission consultation from both residents and the statutory consultees in order to complete states 6 and 7. The 2 nd draft of the NHP should take place over the coming 2 or 3 months with the Final NHP being reached in September for vetting by DDC and the statutory consultees prior to independent examination Finance /1 Receipts The Clerk stated that 175 for the half yearly rental of the Cob Barn and 20 for book sales had been received /2 Payments It was resolved to approve and sign the following cheque payments. 5 /3 Bank reconciliation The Clerk presented the bank reconciliation for the period ended 31 May 2017 showing a balance at bank of 17, which was signed by the Chairman Playground Cllr Hart stated that he had nothing to report this month although he confirmed he would be replacing some of the pigeon spikes on the swings in the near future. Councillors raised concerns about the use of the playground by older teenagers from the Academy who were frequenting it after their exams, setting fire to exam papers and generally causing a nuisance with litter, etc. It was agreed that the Clerk would contact the Academy to advise them of this Highways Cllr Wooldridge stated he thought that the Council should look at the possibility of resurfacing the approach area in front of the Village Hall. It was agreed that the matter should be put on the Agenda for the next meeting but in the meantime Cllr Wooldridge should obtain some quotations for the work to be done Street Lights The Clerk stated that she had received no reports of faulty lights since the last meeting Parish Assets Inspection Report Cllr Miller confirmed that Cllr Pett had provided him with all the information that he had prepared in respect of the village assets and he would now be in a position to take over the role as Councillor responsible for reporting on them Any Other Business (for information only) The Chairman stated that he had had a complaint from a landowner in respect of people climbing a private five bar gate into a field rather than using the stile for the public footpath further down Cold Ashby Road. It was agreed that this was a private matter and it was for the landowner to take whatever steps they felt necessary to prevent people from climbing the gate. Cllr Miller stated he would report this matter when completing the Highways questionnaire on Rights of Way later in the month. The Chairman asked for clarification as to who decides what could be inscribed on the headstones in the Burial Ground. After discussion it was agreed that although the Parish
