MINUTE ITEM NO. 91/17 Attendance Register ACTION 92/17 Apologies Cllrs Spooner (BS) Clark (TC), Newsham (WS), Seviour (DS), Worrall (LW), Daw (JD), Parish Clerk () + 2 members of the public Cllr Daw was welcomed to her first meeting as newly-elected Parish Councillor. The declaration papers had been completed. Councillors Worrall (LW) and Dejardin (JD) 93/17 Declarations of Interests There had been none received. Cllr Daw noted her membership of the Wing Neighbourhood Planning Sub-group. 94/17 Minutes of the Parish Council Meeting 27 th September 2017 Minutes approved as a true record of this meeting. [Note amendment required to numbering of section 86/17]. 95/17 95/ / / / /17.5 Clerk and Councillors reports 80/17.6 (Re. 61/17) No information had yet been obtained from RCC on the costs or appearance of a replacement bin. 84/17.1 No quote yet been received for payment to undertake the painting of the phone box. DS agreed to check on this proposed work and quote. 84/17.2 and 84/.17.3 Clarification provided on issuing cheques for (LRALC) and for (Grant Thornton) 84/17.5 Payroll services for the Clerks salary are in negotiation. 85/17 Information had been clarified that the PC could make an application to LRALC under the Transparency Fund a previous application had been made for the laptop. will complete details with BS and obtain 2 quotes for websites. DS / BS

2 155 95/ / / /17 96/ / /17 97/ /17.1 No information had been received from Highways regarding tree growth around the lamppost on Glaston Road 86/17/4 Quotes regarding firms to undertake a parish tree survey will be brought to the January meeting.87/17.4 printed copies of draft Local Plan had been requested. 80/17.5 Bins outside 10 Top Street. The meeting noted that there had been more communication between the resident and the County Council on this matter, and some details had been copied to members of the Parish Council. All Councillors were asked to refer such future correspondence with the Council through the Clerk, in order that business discussions can be conducted without complications. It was noted that no clear information seems available on the current status of problems with water, flooding and drainage at this address. Neither was it clear why the bins remaining by the roadside cannot be accommodated elsewhere within the perimeter of this address. It was agreed that the PC write again to RCC and request clarity on whether or not there are outstanding problems remaining at this address due to the public drainage system. Following this, the matter of where the bins are placed can then be finalised. Democratic ten minutes Two members of the public were in attendance at the meeting. A discussion was requested on the village concern that rainwater is still freely flowing down Church Street. Anxiety remains that this will lead to accidents and other problems. It was acknowledged that this situation has persisted for over 18 months, and despite RCC officers being on site to address problems on numerous occasions. It is believed a local spring has been interrupted, and that the placement of a drain by the grass bank to catch water-runoff does not appear to have been placed in the best location. It was agreed that the PC contact RCC again and request urgent investigation of this ongoing matter. Statement of Accounts A verbal bank reconciliation was provided, noting that the only changes to the bank accounts were the two cheques authorised at the September PC meeting.25 September 2017.

3 156 97/17.2 It was noted that recorded expenditure at the bank to date does not yet contain salary costs for the new Parish Clerk or one-off payments for items like parish grass-cutting. 98/17 98/17.1 Procedures to reclaim VAT noted the information received at the recent training on the Role of PC Clerk regarding best practice regarding when it is permissible for Parish Council s to reclaim VAT. A discussion was had regarding the relationship between PCs and local Charitable Trusts regarding VAT claims for expenditure on or by local Village Halls. It was agreed to share the statement in the Wing Charitable Trust with LRALC and request advice on its legitimacy for the PC to reclaim VAT on Wing Village Hall expenditure to contact LRALC 99/17 99/ / / /17 100/ /17 101/17.1 Draft of Parish Precept Preliminary information had been provided on the use of funds to date, and the implication for what fuds are required during It was agreed that all councillors consider the draft figures circulated for the period. Payments & Invoices It was confirmed that sum of the cheque for the audit report from Grant Thornton, as agreed at the last meeting, needed to be for 120 this needed to include the VAT charge on top of the 100 fee stated in the minutes. Matters relating to the village environment It was noted that the roof on the stone-built bus shelter (owned by the PC) on Top St. is leaking. It was agreed to get 2 quotes for inspecting the shelter, and for either repairing or replacing the roof structure. All to obtain

4 /17 102/17.1 Deed of Variation to Scheme governing the Charity It was noted that there continues to be a comfortable level of funds in the account of the Charity (Wing Community Centre) that provides resources to maintain the operations of the village hall. It was agreed to consult the village community on support for using surplus funds acquired in the future for wider charitable purposes of benefit to the village, prior to then applying to have the formal objectives of the Trust amended. 102/ /17 103/ / / / /17.5 A village meeting would be arranged mid-january to invite the community to discuss this proposal. The preferred date would be 17 th January (or the 24 th if the hall is not free on the 17 th ). It was also agreed that a Trustees meeting should be convened for 31 st January (i.e. prior to the next Parish Council meeting) in order to consider the report on the next maintenance plan. Update on Wing Neighbourhood Plan A discussion was had on confirming the procedural relationship between the Parish Council and the N P Steering Group. It was noted that the Steering Group is not a formal Committee of the Council, so an equivalent public scrutiny of minutes and agendas is not required. Clarity was requested on the PC s previous decision to provide up to 500 to cover operating expenses of the Steering Group. It was agreed that this did not require any specific grant application, however scrutiny of appropriate use would be required. The Chair and the Clerk were given delegated authority under the PC s Standing Orders to agree the procedure for dealing with invoiced claims for this sum, up to a maximum of 500. The Wing N P Steering Group will hold its next meeting on 13 December A major 2-day community information event is being prepared in the village for February A further Neighbourhood Planning event is being held by Uppingham First on 7 th Dec. it was agreed to book two places for Wing PC and check on Councillor availability accordingly. BS / to book

5 /17 104/ / /17 105/ / /17.3 Planning applications received Ref. 2017/0912/LBA : Sundial House, 20 Church Street insert new internal doorway in listed building. It was noted that there were no objections to this application. The PC had been contacted regarding views on the outstanding proposal for two properties to replace the existing one at Glaston Road. A standing objection from the PC to this proposal had been repeated. Correspondence information had already been circulated on: - the changed responsibility for street lighting now with RCC - local volunteering with the Forestry Commission - designs for regeneration of Oakham Town Centre - papers and maintenance plan from the Village Hall Committee Signs on Morcott Road - a question has been sent to RCC regarding whether or not the large new signs by the Treatment works required planning permission.
