3 2. Village Issues Hedge Cutting along Recreation Ground and A3057 border. I would like to the Parish Council to consider trimming back the hedge, as it is three years since it was last cut and is getting quite tall. I note that the hedgerow between Staff Road and Hill View Road along the A3057 has now been trimmed back by HCC. The Council has also received correspondence from a local parishioner concerned about the overgrown fir trees encroaching on the footpath along the A3057. Zurich Insurance Policy amendment quotation The additional annual premium to add the pavilion and store will be plus insurance premium tax. TVBC Community Asset Funding I am waiting to hear the outcome of our CAF application for a contribution towards the cricket net cage project. Churchyard Maintenance Grants The Parish Council has received a request from St. Mary s and St. Andrew s Church for a grant towards churchyard maintenance. Playground Maintenance The rubber matting under the swing and trampoline needs to be jet washed. I would like to ask TVBC to provide a quotation for the work.

4 Preschool Covered Storage Area During an informal conversation, a member of the Preschool staff suggested that the Preschool would benefit from having the outside storage area (below) covered over to protect the play equipment from becoming damaged by the weather. I stated that the Preschool would need to obtain agreement from the Jubilee Hall Committee before formally approaching the Parish Council. 3. Firework Policy MICHELMERSH AND TIMSBURY PARISH COUNCIL POLICY FOR FIREWORK/PYROTECHNIC DISPLAYS/CHINESE LANTERNS ON MICHELMERSH AND TIMSBURY PARISH COUNCIL LAND INCLUDING MANNYNGHAM WAY RECREATION GROUND The event organiser will be required to satisfy the Parish council, in writing, that all the following stipulations have been met at least 2 weeks in advance of the event date. 1. Only quiet firework display shall be allowed. Quiet displays are as advised by a qualified pyrotechnician and the use of certain fireworks will not be allowed. 2. A full statement on the type of fireworks to be used shall be submitted to the Parish Council at least 2 weeks prior to the event date. 3. A qualified pyrotechnician shall be appointed to oversee and advise on the firework displays. 4. The event organiser or appointed pyrotechnician shall be required to carry Public Liability Insurance for not less than 5,000,000. A copy of the Public Liability Policy shall be submitted to the Parish Council not less than 2 weeks in advance of the event. 5. The event organiser shall be required to inform the following: Hampshire Fire Service Hampshire Police Service Mannyngham Way residents Jubilee Hall Committee (and seek its written approval) 6. The event organiser or appointed pyrotechnician shall be required to show evidence that suitable safety/first aid measures for spectators and the general public have been put in place. 7. The event organiser or appointed pyrotechnician shall be required to undertake a written risk assessment on the event. 8. No unauthorised vehicles shall be allowed onto the playing fields prior to or during the event. 9. Immediately following the event and before 9am the following day, the event organiser shall fully inspect the playing field and remove any debris from site. 10. Chinese lanterns shall NOT be allowed under any condition. 11. All firework displays shall last no longer than 30 minutes and shall be completed no later than 10pm, except at New Year, Chinese New Year, Diwali and 5 th November when the current law will apply. 12. Michelmersh & Timsbury Parish Council shall retain the right to cancel any event it consider to be inadequately organised or may cause a health and safety hazard up to one week prior to the event date. 13. The event organiser shall be required to submit written details that the above conditions have been met and will also be required to sign a declaration to that effect. 14. Michelmersh & Timsbury Parish Council shall retain the right to refuse any request for a firework/pyrotechnic display without giving a reason.

7 MICHELMERSH & TIMSBURY PARISH COUNCIL Minutes of the Parish Council Meeting held on Tuesday 23 rd January 2018 at 7.30 p.m. at the Jubilee Hall, Timsbury. Present: Parish Councillors: Cllr. Bob Davis, Cllr. Peter Clarke, Cllr. Rory Fitzgerald and Parish Clerk, Mrs. K. Hardy 1. Apologies Cllr. Helen Palmer, Cllr. Mike Lucas, Cllr. Donald Cowling, Cllr. John Rhodes, HCC Cllr. Roy Perry, TVBC Cllr. Tony Ward. 2. Declarations of interest. Cllr. Rory Fitzgerald declared an interest in any matter relating to the Sports Club or recreation ground as he lives adjacent to the recreation ground. Open Period No comments Open Period Closed 4. Confirmation of Minutes Due to only two of the three Councillors in attendance at this meeting having attended the November meeting, it was agreed that the approval of the minutes of the Parish Council Meeting 22 nd November 2017 be deferred until February s meeting. 5. Clerk s Report Playground Maintenance It was agreed that the Clerk request a quote from TVBC to clean the algae off the rubber matting in the playground at Mannyngham Way. 6. Village Issues 6.1 Sports Club issues Insurance The Council considered the letters from the Sports Club outlined in the Clerk s Report. It was agreed that Cllr. Bob Davis seek further advice from solicitors and insurance specialists legal advice on behalf of the Parish Council regarding this issue. It was also agreed that following receipt of this advice, the Parish Council may contact the Sports Club to request that Parish Councillors (two were suggested) be permitted to attend a meeting of the Sports Club Committee. BD 6.2 Recreation ground firework displays The Parish Council agreed to review the draft Fireworks Policy at February s meeting. 6.3 Recreation Ground/A3057 Hedge cutting It was agreed that the Clerk contact Mr. Clive Jones for a quote to cut the hedge. 6.4 TVBC Community Governance Review Consultation The Parish Council addressed the matters set out in the Terms of Reference for this Review, and at this stage has concluded that there is no necessity to change existing parish arrangements. To date, the Council has not received any representations or suggestions from residents in connection with the Review. The Council is considering whether it would be beneficial to change the style of the parish (perhaps to village ) and may recommend such a change if this is supported by the results of consultation with residents. 7. Planning /00054/FULLS Redevelopment of site to include new business and storage/distribution accommodation and landscaping following removal of existing storage units/containers. 8 Decision: The Parish Council agreed to object to this application, which differed only in detail from previous application 17/01620/FULLS to which the Council s letter to TVBCof 27 July 2017 referred, on essentially the same rounds as were put forward in response to that application, as follows: It was noted that the proposed change to the roof form, compared with the previous design, makes the building appear less bulky, and the landscaping scheme (when mature) will more effectively screen the building from the rear. It was agreed that the degree of visibility of the building from Stockbridge Road would be limited. However, the view remained that a building of this design and size would represent an alien feature in this location, which is in the countryside. The building would not blend with other structures on this site, and on the adjacent site ( Choice Plants ), a mix of buildings, glasshouses and polytunnels typical of sites used for horticulture. The Council s main concern was that the building proposed is effectively a 6-bay storage and distribution facility, with access for large articulated vehicles (which are illustrated on the layout plans). The applicant was not proposing any restriction on hours of use. The site is not remote from housing, and night time operations on the site would lead to noise affecting nearby properties. Intensive use as a distribution centre would lead to increased heavy traffic on the A3057 which would cause additional disturbance in areas close to this road, in Timsbury and also in Romsey and further afield, particularly if the site were to be used at night. The Parish Council agreed that it has no objection, in principle, to this site being developed for commercial use, providing local employment, but the Council believed that a mix of units, providing office and light industrial and storage accommodation to meet the needs of small businesses, would be more appropriate for this location. If permission were to be granted for this development, the Council agreed that it strongly recommends a condition should be imposed restricting activities to normal daytime working hours. 8. Correspondence 8.1 Parishioner correspondence re: overgrown hedgerows on A3057 The Parish Council agreed to send a letter to the landowner requesting the hedge be cut back. 8.2 Churchyard maintenance grant requests see invoices for payment 8.3 Letter from internal Auditor highlighting the GDPA changes set to take place in May Parishioner s correspondence re: road conditions on Mesh Road, Staff Road and School Lane and request that Cllr. Perry be asked to visit. It was agreed to report the issues to HCC Highways in the first instance and consider further action if the problems were not attended to. 9. Financial Matters. 9.1 Financial Summary Agreed 9.2 Invoices for Payment Agreed 9.3 Budget & Precept A draft budget was discussed. Cllr. Fitzgerald proposed that it would be prudent to formally allocate funds to a reserve, earmarked for longer-term projects including replacement and updating of village assets. It was agreed that this approach should be adopted. It was also agreed that for budgetary purposes expenditure on routine items should be increased by 3% in line with current inflation. The draft budget would be amended accordingly. Precept It was noted that it was logical to increase the precept in line with any increase in the tax base (the number of households paying Council Tax), such that the contribution per household remained the same. It was agreed that the change in tax base should be established and the precept adjusted accordingly. (Subsequent action: the tax base for had only increased by two over from 430 to 432), a trivial change, and the recommendation to TVBC is that the precept for 2017=18 remains unchanged at 15,500. /RD Page 313
