1 Twyning Parish Council Minutes of Twyning Parish Council of Meeting on Monday 12 th December 2016 in Twyning Village Hall Present: D. Murray (Chairman), J Horsfall (Vice Chairman), P Ellis, G. Cowper, R Edes, S. Holden, and W O Dell; Cllr T Spencer (TBC); and 9 members of the public. In attendance: R Stone (Parish Clerk) Item Item 240/16 Welcome by Chairman Cllr Murray welcomed everyone to the meeting. 241 Apologies for absence Received from Cllr Hetherington; Cllr Sztymiak (GCC); and D Taverner (RFO). 242 Declarations of interest relating to items on the agenda Cllr Ellis declared a personal interest in Item 246)(iv)(a) as his son was a member of Explorers. 243 Public Participation on agenda items & matters of mutual interest i) Councillors who declare an interest in matters on the agenda may address the Council. Not applicable. ii) County Councillor report to Councillors and residents, and response to questions. Not present. iii) Borough Councillor report to Councillors and residents, and response to questions. Cllr Spencer made a number of comments. Work on the JCS continues. Fly tipping was increasing. A meeting had been arranged with the Police and new Neighbourhood Watch Coordinator in the Village Hall on the following Sunday. The fireworks incident the Fleet was being investigated. The Council requested a copy of the Tewkesbury BC report. v) Members of the public raised the following issues or concerns: Was there police publicity on Facebook? Yes. Andrew Bottomley (CCTV company representative) said images from cameras placed in rubbish bags tipped earlier could catch repeat fly tipping offenders. Was the parish council aware of the artic trailer in the Ripple layby? Yes. A new bridge on the right of way across Brockeridge Common had hand rails which were too high for children. A lower rail needed to be added. v) Sharing ideas on S106 priorities relating to The Mythe development in Tewkesbury with representatives from this proposed development. Postponed following advice from Tewkesbury BC that Gloucestershire CC should be consulted regarding footpath and cycling access. Miller Homes have also undertaken gain advice from GCC. 244 To confirm the minutes of 21 st November 2016 Resolved to approve, and signed by the Chairman. 1
2 245 Matters arising: i) Item 233(iv) Dog bin for The Quay. The Clerk reported he had ordered another dog bin. Tewkesbury BC was content to provide this but in the short term offered more frequent emptying of the current bin to see if this would help. This approach was welcomed by the Council. Action: Clerk to advise TBC ii) Item 234(iii) Letter sent to Gloucestershire CC protesting about possible fracking policy. 246 Finance (& RFO reports) i) The following account balances were received. HSBC Deposit 14, Handelsbanken 15, Nationwide BS 22, HSBC current a/c 15, Total monies held at 30 th November , ii) Resolved to approve the following payments to 12 th December 2016: Cheque Payee For: NET VAT GROSS Robert Stone Clerks Salary Nov David Taverner RFO Salary Nov Twyning VHMC Room Hire Nov Robert Stone David Taverner Clerks expenses Nov RFO Expenses Note: Advice had been received from the RFO that two cheques relating to the Neighbourhood Development Plan of , and had been cancelled. iii) To consider the quote(s) for notice board works Christopher Frey s quote of to replace the noticeboard at the corner of Lynworth Lane was approved. It was also resolved to overlay the surface with Corex plastic wood at an additional cost of If this surface made it easier to pin notices onto the new wooden board the Council would consider resurfacing all the other parish notice boards with the same material. 2
3 iv) To consider grant requests from: (a) Explorers for climbing equipment Following an excellent presentation on the need for 10 sets of climbing equipment the Council resolved to fund these at , and to add another to provide 12 sets to meet current needs. Action: RFO (b) The Roses Theatre Trust in Tewkesbury Resolved not to make a grant. (c) Twyning PCC Resolved to approve the annual request from Twyning PCC for financial help to meet the costs of maintaining the churchyard.. Action: RFO 247 Correspondence i) Brockeridge Common CL265 Gloucestershire Exchange of Land Section 16 Commons Act 2006 lands part of Brockeridge Farm. For information only. A total area of 710 sq m would be the subject of an application to be release its registration as common land, and a further area of 720 square metres to the north would replace it as common. Noted. ii) Shed Grounds Maintenance Ltd Noted offer of assistance with grounds maintenance and other services. 248 Nomination i) Vacancy for a councillor representative on GAPTC's executive committee Resolved to nominate Cllr Murray. Action: Clerk to notify GAPTC 249 Consideration of Village reports i) Neighbourhood Development Plan Cllr O Dell reported that that another 4,500 funding for the Plan had been approved by Locality. Help would be needed from GRCC (Gloucestershire Rural Community Council) and Hunter Page to finalise the Plan. Resolved to approve the consultation version of the plan to permit it to go forward to Tewkesbury Borough Council to gain the first stage of accreditation. ii) iii) iv) Kilmore Field Cllr O Dell said that the village website consultation with parishioners on how they would like to see the parish field next to TRAC used had produced a number of ideas, including: a new village hall; an all weather sports pitch; a permanent home for playgroup; a skate park; a swimming pool; changing rooms; and even a night club! The Chairman was in favour of a sports pitch, saying that S106 funds were available for this. A working group would help take the project forward. He was prepared to Chair the group, and asked Cllr Edes to be a member. Cllr Horsfall was also prepared to join unless AN OTHER from the village (not necessarily a councillor) could be persuaded to volunteer. Minibus latest update Cllr O Dell said he hoped to report on an offer to provide the village with a subsidised vehicle for 5 years at the next Council meeting in January. If so the community needed to have ideas about its future use, how it was to be run, and what the potential benefits to the Parish were. He anticipated that the vehicle would be made available to TRAC, Scouts, Sports Club and other community groups. Service Village Forum No longer applicable. 3
4 250 Consideration of Housing, Environmental & Safety issues affecting Twyning Parish: i) Housing Survey To consider Parts A & B, Part C, and accompanying letter (Annex A). The Council having been asked to check the letter by GRCC, and advise if any of the details were wrong debated the reference to the Neighbourhood Development Plan in paragraph 2. The Chairman undertook to discuss with Martin Hutchins of GRCC with a view to agreeing amendments. Once this was dealt with the plan was to circulate the survey in the next parish newsletter in February, and to gain the permission from the village stores for them to host a metal collection box. Action: Cllr Murray ii) Twyning village green: (a) To consider the revised draft terms & conditions; and fees for use of the green Deferred until January to permit the Village Green Working Group to consider and advise the Council. (b) To ask for volunteers to assist in reviewing statutory constraints on car parking, and to advise the Council on legal options to regularise current use of the parking strip. The Clerk advised that the Council needed to ensure that the car parking on the edge of the green continued to be made available, and perhaps extended in line with local demand although this was contrary to historic village green legislation. Substituting another green strip in the surrounding green verges might be the way forward. Unravelling the history of Twyning s green, and gaining further legal advice when a clearer picture emerged might take some time. Ideally a task and finish group was needed. As a first step it was agreed to try and trace the permission granted by the Secretary of State to permit the village hall to have eight parking spaces on the strip opposite the Village Inn. Action: Chairman & Clerk to investigate the Council s records. (iii) Village crime (a) To receive the camera surveillance system survey; and (b) consider possible installation of village CCTV. The Chairman advised that CCTV systems were expensive. An initial estimate of costs to cover Twyning was 42,000. The representative of the specialist company which had surveyed Twyning explained that CCTV was largely funded by local authorities. The police drew on these systems as part of their investigation of crimes. Cameras would need to be placed at four locations on high poles in the village to record the number plates of vehicles. The police and an authorised local authority would have access to the data. Following discussion it was agreed to look at an example of an existing system and the evidence that it worked, and report back to the Council. Action: Chairman and Cllr Ellis. iv) Grass cutting in the parish in the Clerk said that Twyning had an informal grass cutting arrangement which provided economical grass cutting currently budgeted at 1000 per annum. The green was well maintained but the verges and The Quay had not been cut by the contractor to everyone s satisfaction. A volunteer had since helpfully cut The Quay. Resolved not to change the arrangements to cut the green but to go out to tender on the verges for the 2017 season. Action: Clerk 4
5 251 Planning i) Consideration of applications for Twyning 16/01367/FUL the erection of chalet style dwelling with integral double garage on land to the rear of (east) of TaterDuLand Downfield Lane Twyning Cllr Horsfall, Chairman of the Planning Group, said that he saw no problems in recommending approval. ii) Receipt of TBC planning decisions Planning Decision 16/01135/FUL Harolds Barn High Street, Twyning PERMIT iii) To consider proposals for progressing future planning applications. Resolved to set up a Planning Committee in January 2017 with delegated authority to make recommendations on planning applications and consultations to Tewkesbury Borough Council. Meetings were to be held in public, with a posted agenda, and minutes placed on the village website. Decisions were to be based on material planning considerations, and when applicable Twyning s NDP. 252 Items for future meetings Section 106 contributions for Newlands & Persimmon developments Date of next meeting: Monday 16th January 2017 at 7.30pm in the Village Hall The meeting ended at 9.55pm. 6 Dear Parishioner January 2017 Annex A Welcome to Twyning Parish housing needs survey We are currently developing a Neighbourhood Development Plan for Twyning. We require clear evidence of our community s housing needs to help inform The Plan. To this end Twyning Parish Council is planning for the future of the parish and we need your help! We are undertaking a parish housing needs survey to help establish the needs of our whole community. The Parish Council has requested Gloucestershire Rural Community Council's assistance in undertaking the survey, which includes questions relating to home working arrangements, and the provision of all types of accommodation. We need your help to make this a successful and informative survey that will help to inform how Twyning could be developed in the future. This survey is of residents who live in the parish and wish to continue doing so. We ask you to consider all types of housing either downsizing for retirement or upscaling for the family. Consider large or small, twostory or bungalow, suitable for young families or older people, market price and affordable housing (accommodation made available below market price). New affordable homes in villages like Twyning can be made available with preference to those with an established local connection family, employment etc. If you know anybody with a local connection to Twyning, who has moved away due to the cost of local accommodation and they would like to return, please either request another form from GRCC by tel or martinh@grcc.org.uk or put them in touch directly. This survey is very important and we would encourage every household to take part in order to have your say in the future development of the village. We invite everyone to please complete Parts A & B of the Questionnaire. Please complete Part C of the Questionnaire if anybody in your household plans or needs to move home within the next five years. Please return the completed Questionnaire within the next two weeks of receipt. You can return it in the enclosed FREEPOST envelope (no stamp required).
