1 MEETING OF THE PADSTOW HARBOUR COMMISSIONERS 12/15 HELD AT THE PADSTOW HARBOUR OFFICE ON THURSDAY 17 th DECEMBER 2015 AT 7.00PM Present: Apologies: Mr D Martin, Mr M England, Mr G Saunders, Mr M Hewitt, Capt R Atkinson, Mr B Murt, Mr W Chown, Mr S Summers, Mr W Jago, Mr J Hewitt None In Attendance: To Take Information and Comments from Any Members of the Public Present: Invoices and Payments for the period ending 9 th December Mrs N Dyer (administrator), Mrs P Hicks (Secretary), Mr D Lockwood. No comments for this meeting. Invoices totaling 86, had been paid for the period 14 th November to 9th December DM asked about the cost of the insurance for PHC's telehandler, HM replied that Aston Scott regularly check to see if they can get a more competitive quote but it is usually high because we do not work on our site alone and drive the vehicle on the road. DM enquired about the mini clips for the South Dock pontoon, HM said that the job was almost finished. DM asked about West Cornwall Construction - HM said that there had been some issues but these were currently being resolved. DM commented on the cost of the seat for Black Tor II ferry. BM asked about the running costs for the photocopier, HM said that it was just for the usage as toner and service are included in the price. Approval of Minutes 11/15 The minutes were approved by WC and seconded by SS. 22/01/2016 1
2 Matters Arising from Meeting 11/15 Wadebridge Community Network Panel - DM had attended and given a presentation/talk on PHC. HM commented that Andy Stewart (Police), who regularly attends these meetings has offered to pass on any relevant information to PHC if we were not going to attend regularly and DM said that the minutes were on their website. DM felt it was not appropriate for PHC to attend every meeting, but perhaps once per year. Mr M Fishlock - HM had written to Mr Fishlock to say that he would not be offered a different Rock mooring. Media Training - HM asked DM/BM who had attended the media training if they had found it useful. BM said that it was good to learn what not to say to the media. HM asked if he arranged another training session were the other Commissioners interested on attending? Yes, but availability dependent on timing. Financial Briefing The Commissioners read the report prepared by Mrs Dyer. Harbour Dues and Moorings - These were below budget for November. The dredger had not been on hire for November. Harbour Costs - The adverse variance for November was attributed to chain purchased in order to upgrade the inshore Rock moorings, new exhaust and clamps for the telehandler and also for the replacement winch on the Mowgli. Ferry - Income was below budget for November, also the income for the eleven months was 2% down on last year, but probably due to the bad weather we were experiencing. Car Parks - Income was up for November but overall for the 11 months car parks are up by about 2.5%. DM commented that the deposit account was looking healthy, and the profit for the eleven months would allow PHC to achieve the projects they had planned for. DM commented that the debtors were up - ND said that this was down to the Rock moorings that had just been invoiced for Correspondence Mr R Buscombe, Padstow Memorial Hall - had written to the HM to agree that the memorial hall could be used as an Emergency Rest Centre 22/01/2016 2
3 Mr P Haddock, Health & Safety - Risk assessment of the Christmas Festival - to be covered in Items for Discussion Mr R Lloyd - writes to express his concerns on entering Padstow harbour and the estuary at night with regard to fisherman s pots. The commissioners could see Mr Lloyd s point but had concerns over how PHC could practically police the issue. HM said that he regularly inspected the area between Stepper Point and Greenaway and had occasionally had store pots moved, but the fishing pots within port limits were further out, regularly moved and appeared with no notice. Although this was within harbour limits it was effectively open water and just how much time could PHC give to this one particular issue? Once out of harbour limits the pots are everywhere and HM felt it was a little unfair that Padstow in particular was being singled out the approaches to many ports were obstructed with pot buoys. DM asked if there were any IFCA byelaws concerning fishing gear but WC / BM said they did not think so HM to find out from IFCA. Mr Lloyd suggested creating a clear corridor for boats to access the main channel, however if was agreed that this was not practically workable and even if such a corridor was created, what was to stop desirable ground near the end of the corridor being targeted. If this were the case, the safe corridor would effectively lead mariners directly into the gear as soon as they left the harbour limits. After discussing the matter it was agreed that HM should encourage better marking of the dhan buoys with reflective tape and also to find out if there were any specific byelaws over marking the gear. HM suggested that as PHC were over hauling their bylaws should this matter be included? Mr M Chown - writes to give up fisherman s store 11 as he was taking over Daymer Bay from Mr W Chown. Mrs T Evans, PATA Ltd - writes to thank the Commissioners and staff regarding to their help over the 2015 Christmas festival and also to ask if they can use the car park for the 2016 event - the dates are 1st, 2nd, 3rd, and 4th of December This would be discussed in Items for Discussion. Port Administrators Business Black Tor II - The work on the ferry by Chapman and Hewitt had been completed and the MCA were coming for the running trial next Tuesday. Once she was back in service BT I would probably go to Chapman and Hewitt's yard for her refit / maintenance as space on the quay was limited. Rock Quarry Car Park - the Duchy had replied regarding the footpath along the dinghy park and planning permission could now be resubmitted. With all the delays regarding permissions 22/01/2016 3
4 it will be too late to start the bulk of the work this year, however it was hoped that some of the site clearance could be commenced in the new year with the bulk of the work starting in October PMSC HM had been alerted by the public that a small dog was cut off on the beach at Gun Point. The ferry was unable to recover the dog. HM asked Falmouth Coastguard for the Rock ILB to be paged, then he decided to go out there in the harbour dinghy. When the HM arrived at the scene a local member of the gig crew was waist deep in water holding the dog. HM was able to get the rower and dog back on to the gig and landed the dog at St Georges Well to the owner (a local man). Falmouth Coastguard had not called the Rock Inshore Lifeboat, HM said that in future he would contact them himself. Overloading of herring - HM had sent a letter to Mr B Bate regarding the dangers of overloading his fishing boat with herring. PMSC Audit was due - Mr P Haddock will do this in January 2016 Items for Discussion MH - Planning Matters at Rock - MH informed the Commissioners of planning projects at Rock. A new property was being built near the sewage pumping site and they had taken down part of the wall to allow access to the beach. The Commissioners wondered if they should get in touch with the Duchy regarding the sea wall. G Ramsey had got permission to knock down and rebuild the property he had purchased. The plans seemed to have been passed by the local council. The plans show that the bottom part of the boat house would have a slipway and he would need a licence from the MMO. DM/MH suggested writing to the MMO to see if he had applied for a licence. Also MH said that the Cockle Bar site was now up for sale with planning permission. ME - Christmas Festival ME wanted to say that firstly, the event took over the whole car park and there was no parking for annual permit holders - PTC charge (so PHC have said they would refund any permit holder if they brought their parking tickets into the harbour office). Secondly, from a personal view the harbour seemed to be under siege while the event was on - BM/DM said that they had encounter problems when attending the harbour office for the media training. P Haddock had submitted a report and risk assessment on the festival, DM read the report and commented that the success 22/01/2016 4
5 of the festival seemed to have grown the event the point where it had outgrown the size of our car park. DM/ME think that PTC should take on one of the marquees. Also the committee did not liaise with P Haddock with regard to Health & Safety, and the marquee people had fired fixings into the car park surface - this cannot be allowed once the resurfacing of the car park had been completed. ME/WC said that these points need to be raised at the January meeting and DM said that a letter to Tina Evans needs to be sent before this meeting. The Padstow Commissioners felt that only one marquee for the festival should be in the South Quay car park. HM said that this event was very popular and brought a lot of people to Padstow and he felt it would now be difficult to make any changes. DM - Training for Commissioners - DM wanted to arrange a day s training by ISG Maritime for the Commissioners. DM had got a copy of a programme for a recent course in Torbay. Ideally the training was a long day but he wanted it to be more for the Commissioners rather than the course notes used for harbour masters. After discussing the matter DM would see if he could arrange and afternoon session (1pm to 6pm) towards the end of February or on a Saturday between 9am and 2pm. This training should give the Commissioners a brief on understanding legislation, PMSC, roles of duty holders, etc. Date of Next Meeting The next meeting will be held on Thursday 21 st January 2016 at 7.00 pm in the Padstow Harbour Office.
