1 MEETING OF THE PADSTOW HARBOUR COMMISSIONERS 06/11 HELD AT THE PADSTOW HARBOUR OFFICE ON THURSDAY 23 RD JUNE 2011 AT 7.00PM Present: Apologies In Attendance: To Take Information and Comments from Any Members of the Public Present: Mr B Frisby, Mr D Martin, Mr M McCarthy, Mr W Chown, Mr M England, Mr W Jago, Mr G B Smith, Mr S Summers, Capt R Atkinson (Harbour Master). Mr M Hewitt. Mr N Billing (Deputy Harbourmaster), Mrs P Hicks (Secretary). None at this meeting Invoices and Payments for the period ending Approval of Minutes 05/11 Matters Arising from Meeting 05/11 Invoices totalling 136, had been paid during this period DM asked if the payment to M & P was for repairing the damaged davit and also questioned the electricity bill for the fuel berth - HM explained it also covers the ice plant and all lights etc on the South Quay. The minutes circulated to the Commissioners prior to this meeting were then adopted as a true and accurate record of meeting 05/11. Finding Sanctuary: HM had written to them with concerns regarding the MCZ overlapping the dumping grounds, loss of revenue from fishing grounds and the fact that the MCZ within the river had been extended beyond the area that the Commissioners had agreed on during a meeting with two of FS s representatives. No answer to date. Metcalfs Solicitors: HM has not heard from them as yet regarding the personal injury claim. Josh Humphris: In Correspondence Mrs Hibbert: HM has not yet had a response to his letter regarding Rock Mooring N4. 24/07/2011 1

2 WJ at this point raised that he had attended a meeting of the Wild Fowlers. They had found that five years notice was required and would have to put the proposals to the Duke of Cornwall before anything could be done. Financial Briefing The Commissioners read the financial briefing prepared by Nicky Dyer. HM stated that the loans were coming down and WJ asked if the Commissioners got tax relief on the loans. HM confirmed that we do get tax relief on interest payments for loans, but that Bennett Jones had advised that it was often best to pay for items if you could afford it, rather than to take out loans. Correspondence Padstow Museum Write to thank the Commissioners for their donation. The Royal National Mission to Deep Sea Fisherman Write to thank the Commissioners for their donation. Steve Furnival: Writes to the Commissioners to ask if they can donate the car park at Commissioners Quay, Wadebridge for the Charity Triathlon held on 4 th September The Commissioners agreed to them having free use of the car park and would waive any fees due on the canoes. HM to inform him of this decision. 06/11/01 Padstow Sea Cadets: Write to thank the Commissioners for their donation. Shipwrecked Fishermans & Mariners: Write to thank the Commissioners for their donation. Chris Lowe: Writes to the Commissioners asking for permission to operate his boat for fishing and diving trips from the new pontoon. He already works from Newquay and is a regular in the harbour. The Commissioners had no objections and agreed for him to operate in Padstow. 06/11/02 Josh Humphris: Had written in reply to HM s letter he apologised for his actions around the quay, and noted all the comments made. He also enclosed a cheque for his harbour dues. Richard Taylor: Had sent an in reply to the HM s answer regarding compensation for damage to his boat on the Rock Moorings. Mr Taylor was a little surprised by the Commissioners decision not to pay compensation. DM asked if Mr Taylor knew the name and address of the boat owner who caused the damage. BF said that this matter was now closed as he should have informed 24/07/2011 2

3 us when the incident happened and claimed from the other boat owner. HM stated that the Rock moorings seemed to have moved or migrated with the sand over a number of years. Although there was still swinging room, some of the moorings had got out of line and were becoming too close together. HM said that harbour staff were looking at re-laying whole trots of moorings this winter in order to space all out correctly. Rock Rowing Club: Write about the upcoming gig race on Sunday 26 th June 2011 and the course for the race. HM had requested that they keep the gigs out of the channel as much as possible organisers had agreed to try a different course. After further discussion it was agreed that the HM would patrol the river and watch the racing first hand. Charlie Toogood: Sent an asking: 1. If the Camel Ski School could use the new pontoon in Padstow the Commissioners agreed. 06/11/03 2. Could there be a greater presence of patrols in the ski area the funds raised through ski permits were supposed to pay for the patrols, but they didn t appear to be happening. HM stated that the harbour RIB patrolled on weekend high waters during the peak season, and looked at the ski area regularly PHC only received 10% of the money from selling permits from the harbour office and the Rock beach master. The Commissioners agreed that as RSWSC was receiving the majority of the funds, they should be patrolling the ski area on a regular basis. HM to inform RSWSC that more patrols were required if they were not willing to carry them out, PHC should look at managing the ski permits themselves and using the funds to pay for more regular patrols in the harbour RHIB. Port Administrators Business Ferry Slipway at Rock: HM said that the ferry slip way at Rock needed to be widened and the gradient reduced. An area of the sea wall had been left unfinished to accommodate the widening and this winter would be a good time to carry out the works. HM suggested that PHC should go back to John Grimes Partnership for them to draw up plans and deal with obtaining the appropriate licences from the MMO. BS enquired if Bronco Lane could be used as the contractor because of his years of experience with building walls and slipways on that beach. Commissioners agreed that B Lane had worked very well with them in the past and that he would be their preferred contractor. It was proposed by MM and 24/07/2011 3

4 seconded by ME that HM contact John Grimes Partnership with regard to the alterations. 06/11/04 Car Park Machines at Rock: New car park machines were badly needed at Rock as the old ones were beginning to breakdown regularly. MM said that the sand is a problem at Rock and could some sort of plastic shelter be erected over the top of them. The Commissioners were happy to let the HM carry on with this project. Mannin: The Mannin would be going into dry dock as soon as possible after the 4 th July HM had also been to Exmouth to look at a dredging job which, if PHC were successful, would take about 40 days and would be scheduled for Sept/Oct. Website: The webcam on PHC s new website keeps crashing as the numbers of people wanting to view it were beyond the capacity of the system. Tony Mott was looking into a new streaming supply to enable more people to visit the site. Lone Workers: The tidal watch is very often late at night and the staff are working alone. HM had ordered some seasafe coats with a lifejacket built in, but also wanted to provide some sort of a personal alarm system. A system had been identified and would cost circa 5K to install it could be manually activated or would automatically alarm if immersed in water. Commissioners agreed that the alarm system should be fitted. 06/11/05 Anonymous Letter: HM had received an anonymous letter making complaints about a Harbour Commissioner. As the letter was anonymous, the Commissioners could not reply to it and decided that they would be within their rights to discuss the matter further in committee. Items for Discussion BF had received a few complaints about the Sea Scouts at Wadebridge - the wash from the boats is eroding the banks. HM to contact and ask them not to use the boats three abreast. MM Rock Rowing Club had been asked to stop the advertising on the gig covers at Rock but he had noticed that they had started doing it again HM to contact them. MM Party in the Park was enjoyed by all who attended even though the weather had been raining in the afternoon and put quite a few off. 24/07/2011 4
