1 MEETING OF THE PADSTOW HARBOUR COMMISSIONERS 04/10 HELD AT THE PADSTOW HARBOUR OFFICE ON THURSDAY 22nd APRIL 2010 AT 7.00PM Present: Apologies In Attendance: Mr B Frisby (Chairman), Mr D Martin, Mr W Jago, Mr S Summers, Mr M Hewitt, Mr J Hewitt, Mr M England, Mr M McCarthy. Mr W Chown Mr N Billing (Assistant Harbour Master), Mr M Spence (Bennett Jones & Co), Mrs N Dyer (Assistant Port Administrator), Mrs P Hicks (Secretary), Mr B and Mr A Smith. Election of Chairman for Year Ending March 2011 NB asked for nomination for Chairman, Commissioner McCarthy proposed Commissioner Frisby, this was seconded by Commissioner England and passed unanimously. Chairman Frisby then asked for nominations for Deputy Chairman, Commissioner M Hewitt was proposed by Commissioner England and seconded by Commissioner McCarthy and passed unanimously. 04/10/01 04/10/02 To Take Information and Comments from Any Members of the Public Present: No comments were received from the public at the meeting. Invoices and Payments for the period ending Invoices totalling 158, had been paid during this period. DM and WJ Advert for Foreman, both commented on the cost. DM The new key system from Woodgate Property Services its one key on a tier system. Approval of Minutes 03/10 The minutes circulated to the Commissioners prior to this meeting were adopted as a true and accurate record of meeting 03/10. Matters Arising from Meeting 03/10 Rock Seawall: The membrane is now completed and a new retaining wall at the back of the dunes has been built. A new electrical supply 16/07/2010 1

2 installed to the beach master s hut and street light. Power Landing Davits: All the quotes had been received and HM has sent in the forms applying for a grant and we are waiting the decision. Waterfront Activity Leases: The final lease has now been completed and invoiced. Environment Agency: EA had written back in reply to HM letter and would be read out in correspondence. Financial Briefing Presentation of Annual Accounts for Year Ending 31 December 2009 Max Spence of Bennett Jones & Co, PHC Accountants, briefed the meeting on the draft accounts for the year ending 31 December Copies of which were circulated. The main highlights of this briefing were:- A modest increase in turnover to the end of December 2009 compared to the previous year. Seemingly, it would appear that profits are slightly lower than the year before. Mr Spence explained that at the end of 2008 most of the assets were re-valued and in the year you revalue you don t actually depreciate. Furthermore, the profit on Ordinary Activities for the current year included depreciation of the newly revalued assets which totalled c. 186,000 and when this is added back in and compared on a like for like basis you can clearly see how strong the performance was for the year Expenditure is less than last year and this is this mainly attributable to timing of certain projects that have overrun into the 2010 financial year. WJ asked Mr Spence if he was pleased with the Commissioners overall financial performance. In response, Mr Spence stated that in his opinion the Commissioners were in a good financial position. Mr Spence informed the meeting that there would be a high tax bill and although the contingency funds were developing well there is a penalty for retaining reserves. Furthermore, he informed the meeting that a lot of planning went into targeted expenditure to improve and manage the port before year end. DM questioned if PHC s accountants had engaged Clive Burge Associates to value the assets as PHC had used Cole Raymond & White in the past. In response, DM was informed that PHC had instructed Clive Burge 16/07/2010 2

3 Associates who had been recommended by Cole Raymond & White. (Clive Burge Associates based in Lemon Street, Truro) MH questioned that the harbour on its own was not viable. In response, Mr Spence agreed that the harbour was the biggest drain on costs but explained that as an entity the harbour complements the other divisions within the business and essentially is the main focal point for many visitors. MM questioned why the Port Administrators remuneration was not in the accounts preamble. He recalled that when he had been employed by the Commissioners and a board member his remuneration had been disclosed in the accounts. Mr Spence explained that some of the company disclosure requirements had been relaxed and he did not think it was a legal requirement, however, he would check that we are compliant. MM informed Mr Spence that his profession is Property Landlord and not Shopkeeper as stated in the accounts. To be amended. MM said the staff were to be congratulated on the efforts they had put in over the year to be able to produce such an excellent set of accounts. The Chairman thanked Mr Spence for such a comprehensive presentation. Nicky Dyers s financial briefing was read by the Commissioners A budget report for the three months ending March 2010 together with a current bank situation was distributed. DM asked Mr Spence if there had been any changes to the budget since it was first initiated. Mr Spence confirmed that there were no major changes and asked the Commissioners for their views on the notes to the budgets. The general consensus was that the notes provided a discussion point and when a significant variance occurred it was useful to have explanations to refer back to. The Commissioners were informed that PHC s new website had been launched on Radio Cornwall on Monday, 21 April by Capt Platt who did an excellent job in promoting it. Tony Mott, IT Consultant was also to be commended on an excellent job. On the first day the website received 7,111 hits ( MM proposed that a letter of thanks be sent to Mr Mott stating how pleased the Commissioners were with the new website. 4 Correspondence Metropole Hotel Sent in a design for an advertising sign on the Harbour railing, the Commissioners agreed on the sign under the same proviso as the other recent signs. NB to write and inform them to go ahead with the sign. Cornwall Council Write in with the planning application for Wadebridge Boat Club, BF, SS, DM declared and interest in this and BF informed the Commissioners that the EA had raised objections. Jananin Schliffke Asked permission of the Commissioners for a site to sell handmade jewellery. The Commissioners said no as they already had problems with street traders. MM declared an interest and NB to write informing that the Commissioners had declined her request. Wadebridge Boat Club Wrote to inform the Commissioners regarding the AGM and to thank them for agreeing to install pontoons at Wadebridge.. Environment Agency NB read the EA s reply to HM letter and the Commissioners said that if any use of explosives were needed again they would inform the EA. Abi Miskowicz - Wrote in to ask the Commissioners for permission to have a catering van at Rock. The Commissioners refused permission and NB to write and inform of the Commissioners decision. Charlie Toogood - received regarding activities at Rock Camel Ski School would like to use the area of land next to the Ski School. The Commissioners felt that as this is a public area with the ramp used as a disabled access it should not be obstructed by boat trailers. Harbour RHIB Camel Ski School offered to patrol the river using their own staff in the Harbour RHIB. The Commissioners appreciated the offer but felt that either PHC staff or the Police should carry out the patrols. Wakeboard Slider Camel Ski School asked if a wakeboard ramp could be used within the ski area. This would only be used by Camel Ski School customers and removed at the end of the session. The Commissioners stated that the ski area gets very congested now and the ramp could raise Health & Safety issues so declined the request. Paddleboards Camel Ski School would like to offer this activity at low water. The Commissioners want a better detailed plan for the next meeting. 04/10/04 04/10/05 04/10/06 16/07/2010 4

5 Jackie Stanley Sent in a design for an advertising sign, the Commissioners agreed the sign and NB to write and inform them. 04/10/07 Kernowrat Write to ask the Commissioners for 2-4 signs, There was only one remaining place on the harbour railings but there was still space at Rock. The Commissioners did not like the design. NB to look on their website as they were asking for the marine related cost. NB to write and inform them that the Commissioners had reserved the last place for them but need a better design for the sign. Dave Lockwood HM had written to Mr Lockwood to say his apprentice driver had to have a qualified boatman with him at all time. Padstow Sea Cadets HM had surveyed the RHIB and written giving his views and recommendation. Port Administrators Business Position of Foreman A shortlist of four candidates was drawn up for the interviews for the position of Foreman. After the interviews Mr Alan Tarby was chosen as most suitable for the position as he already knew the staff and local community and in addition to his considerable marine experiences also had excellent knowledge of the river and surrounding areas. Black Tor 1 PHC had received a letter from the MCA regarding the Black Tor I stated that they had accepted the volume of buoyancy and also received a copy of Black Tor II stability and buoyancy calculations. Mannin Work on the refurbishment to the winches on the Mannin was now completed. She had done four days dredging at Padstow before leaving for Teignmouth on Tuesday. The work there will take between 10 and 15 days. On the way back from Teignmouth the Mannin will call at Fowey to do a few days work and then to Falmouth for a small job for Submarine Services. She would then return to Padstow for some more local dredging. PHC had an enquiry for some work at Exmouth marina but their dumping consent has expired and it will take several weeks for the owners of the marina to obtain a new one. Tim Charlesworth, HM at Cattedown, had also made and enquiry for work at Victoria Wharf, Plymouth. Mowgli An enquiry had been made to install a tide gauge at Port Isaac. Car Park, South Quay One of the new car park machines was 16/07/2010 5

6 up and running and the second machine will be installed on Monday. Wadebridge Pontoon The new pontoons had arrived and will be installed once the May Day celebrations are over. NQCP We are hoping to install the automatic barrier before the season, which will stop illegal parking. We are in the process of moving the electric and water bollard, which will give us an extra parking space.
