1 MEETING OF THE PADSTOW HARBOUR COMMISSIONERS 03/12 HELD AT THE PADSTOW HARBOUR OFFICE ON THURSDAY 22 nd MARCH 2012 AT 7.00PM Present: Mr W Frisby (Chairman), Mr W Chown, Mr B Smith, Mr M McCarthy, Mr D R Martin, Mr S Summers, Mr W Jago, Mr M Hewitt, Capt R Atkinson (Harbour Master). Apologies In Attendance: To Take Information and Comments from Any Members of the Public Present: Invoices and Payments for the period ending 14/03/12 Mr M England Lifeboat duties had kept him from attending. Mr N Billing (Deputy Harbourmaster), Mr A Smith (Rock Boat Service), Mr B Murt, Mrs P Hicks (Secretary) Mr S Huthchinson (Harlyn Dive School) None at this point, but Mr Hutchinson arrived later and asked the Commissioners if the dredger could be used to try and reduce the sand bank over at Rock. At low water the sand bank had visibly built up to over a metre reducing the time for access. HM informed Mr Hutchinson that this had been done last year by the Sandsnipe doing around 20 trips into the area. Mr A Smith said that it didn t last long but was a help. HM to ask DGW Sand Co if they will have another attempt at this sand bank again this year. Invoices totalling 177, had been paid for the period 16 th February to 14 th March DM questioned the payment for anodes from Hamilton Jet, BS suggested that perhaps next time they were needed to get a quote from him, HM said that he would get a quote from both. WC asked if the expense for the Mannin was covered by the insurance HM confirmed this. DM also asked about the charges from Pitney Bowes, Project Link and John Piper. HM informed him that the rental to Pitney Bowes included servicing of the franking machine, also the consulting fee to Project Link was for tenders, planning and drawings to submit to the MMO to try and obtain grant funding. The invoice from John Piper was for unblocking the Rock toilets which were unfortunately always being misused this problem was likely to be ongoing. 30/04/2012 1

2 Approval of Minutes 02/12 Matters Arising from Meeting 02/12 Financial Briefing Correspondence MM wanted the minute clarified that the request from Mr P Blewett re Doris was just to permit this operation and to reiterate that the Commissioners could not give permission over the names the companies should operate under this being none of the commissioners business. Although HM had written to Mr P Blewett informing him of this it was not clear in the minutes. The amendment was proposed by MM and seconded by BS. The Minutes were then passed as a true and accurate record of the meeting 02/12. Angling Permits All in place and the signs should arrive shortly. South Quay Car Park in correspondence. Mr J Murray HM replied to him and that the Commissioners would keep to the for the new Rock waiting list. Mrs T Evans HM had sent a letter to North Quay Car Park permit holders (even if it s a little early) to gauge the response re 2012 Christmas Festival. Quayside Cafe HM had objected to the planning application on behalf of PHC. Commissioners Elections HM informed the Commissioners that the election in Padstow had been very close and Mr B Murt had won by 2 votes. HM thanked Mr M England for his contribution to the Commissioners meetings over the past 12 years and looked forward to Mr B Murt attending at the April meeting. AS Parking HM informed the Commissioners that the night patrols in the South Quay Car Park by AS Parking had caught a few non paying parkers. A draft copy of the annual accounts from Bennett Jones & Co was passed around to the Commissioners, and they will attend the next meeting to give a presentation. WJ asked would the questions be answered at the next meeting, HM confirmed that if the Commissioners had any questions or queries either Nicky Dyer or HM would pass them on so they could be addressed at the next meeting. Mr M Robbins writes to the Commissioners regarding the barriers along Rock seafront. He asks if these barriers need to stay now there is a 20 mph speed limit and speed bumps in place, as all residents would like the 03/12/01 30/04/2012 2

3 barriers removed. MH said that there had in the past been an accident where a car went too fast over the speed ramps, careered through a fence and down the bank. BS said they are there to serve a purpose and to prevent accidents. The Commissioners decided that the barriers would stay on safety grounds. Mr K Clemes writes regarding the re-marking of the South Quay Car Park. After checking the size of the car park spaces Mr Clemes reports that most of the spaces are 2.4 metres (the industry average) but the last 56 spaces (18 on each row) are a little smaller. To change the spaces to 2.4m we would lose 3 spaces and if changed to 2.5m we would lose 6 spaces. MM suggested that if PHC make the spaces bigger we could put up the charges. SS commented that the angle of the spaces makes a big difference, and all have to be at the optimum angle for the most spaces HM replied that Keith Clemes had confirmed that the spaces were already at the optimum angle. BF said that as there have been little or no complaints that any re marking, if approved, would have to be left until after the busy period. Mr R Symons writes regarding a mooring at Little Petherick Creek. He would like to lay a mooring and the Commissioners have no problem with this as long as he pays the fee for the private mooring. 03/12/02 Cornwall Council write a letter to say they are reviewing the business rates for the public conveniences at Rock. Latitude 50 write regarding an advertising sign. They already have one at Rock (DB Holidays) but would like one at Padstow when a space is available. Commissioners agree on the same proviso as the others, that if a marine related sign comes along it will take preference. 03/12/03 Port Administrators Business Mannin she has just finished 51 loads out of Exmouth docks and will hopefully get repeat business because she had done a good job. Next heading to Falmouth for work at Port Pendennis and Truro, then back home. After a brief spell in Padstow she will be heading for Teignmouth in late April. Harbour Office Slipway all the modifications are finished and E A Grey are coming back to finish off the rendering on the outside of the North Quay wall by the ferry slipway before easter. 4 top of the slipway was all finished, and the next major payment to Celtic Construction had been paid, only thing left now is the retention fee this will be paid after the final sign off by John Grimes Partnership on behalf of PHC. The last thing to sort is the variation on the lease. HM had a phone call from Chris Matthews (Duchy of Cornwall) to say that our solicitors were dragging their heels, but had to back track when Doug Sidebottom (Ralph & Co) produced a copy letter agreeing to the terms and asking them to proceed. Black Tor I was out of the water but nearly ready to go back in. The engine had been overhauled and put back, jets had been serviced, just waiting for the new bow door rams to be delivered back from Danser and she would be back in the water next week. Ice Plant - the consultants had been talking to the fisherman and measured vessels (Berlewen and Charisma) to determine heights required for the chutes etc. He had drawn up some rough plans for the Commissioners to see, it would be quite high but not as high as the old ice plant. He was now on the process of drawing up plans and specs for the MMO and tenders. He had also approached the council planning department informing them that PHC intend to build this structure and hopefully to get confirmation from them that this is allowed under permitted development rights. Items for Discussion Red Brick Building Leases (WJ) to be discussed in committee Harbour Railing (WJ) WJ asked about the corrosion on the new harbour railings - HM informed him that PHC have a 5 year guarantee but despite trying three times to get the manufacturers to come and survey the railings no one had yet been. Commissioners feel that HM will probably have to put this in the hands of PHC s solicitor, but HM felt it would be wise to wait until the corrosion had got even worse so that a quick patch up solution would not be possible.
