Apologies Mat Spencer World Fuel Services MSp 2. Approval of minutes from previous meeting FEMSC meeting 13 December 2016 and Advisory Group meeting 15 December 2016 The minutes of the FEMSC meeting were accepted as an accurate record of the meeting. The minute of the Advisory Group meeting had one small alteration on page 3 and were then accepted as an accurate record of the meeting. 3. Matters arising a) A&P to request that Pendennis Shipyard provide a document explaining their control measures. Completed. b) DP to arrange a meeting to confirm what was discussed at the Pilotage Standards meeting. Pilotage Directions need to be discussed. Outstanding. ACTION: Get a date for this meeting. c) Non-native towage form to be completed by end Dec 16 and ed to relevant parties for comment. LW said he has been using the form for a year as has DP and MK. Completed. ACTION: Distribute using Special Category list as a distribution list. d) DP to circulate risk assessment for embarking pilots at the docks. There was a discussion of the options; LW and TG will review it. Queens Page 1 of 5
2 South has safe access. Completed. e) DP to re-send draft visibility guidelines. Completed. f) Boatmen s licences to be reviewed at end of next FEMSC meeting. MK has some practical issues and he has raised these with Andy Brigden. Letters have gone out, and he encouraged all to spot-check. He said that he can distribute a list of licence holders, but it changes every day. MK said he will be discussing this at the District Safety Committee meeting, and he could circulate the list at the end of March and the end of April. It was noted that some boats are MECAL coded. Ongoing. ACTION: Produce a monthly spreadsheet. g) DP to arrange a meeting of CHAs to sign off the proposal to keep the wet dock requirement as is, ie 75m. As b). Ongoing. h) MSt to make further alterations to the ToRs. Completed. i) DP to mention the white phosphorus incident at the Advisory Group meeting, and the need to be vigilant. Completed. j) Mention carbon monoxide detectors at Advisory meeting. Completed. k) Marking of Fishing Gear to all parties / Put out Notice to Mariners to draw attention to the fact that Marking of Fishing Gear is now on FHC s website / DJ to mention this at the Advisory Group meeting. DP said that this is now on the website, but is not a Notice to Mariners. TG said that there are still issues with gear, in channel around Castle and Black Rock Buoy. MB added that there is one particular individual who leaves their gear in the fairway. Ongoing. ACTION: Make Marking of Fishing Gear a Notice to Mariners. l) Cornwall Council, in liaison with DP and MK, to distribute Emergency Plan document for all to respond with tracked changes. This has been issued; there have been no responses, and it will be available on website when completed. Ongoing. m) Send website login to Martin Rawling, and list of logins to DP. ACTION: All to check their logins. Ongoing. Page 2 of 5
3 n) DP to review and risk assess the East Narrows buoy. TG said the pilots have asked for a brighter light. DP asked for this to be ed to him, so that he can bring it up at the next FHC Marine Ops meeting. Ongoing. ACTION: TG to request to DP, for consideration. 4. Incident reports Truro had two: 1. Uttum was grounded in soft mud, as the vessel didn t make the turn. There was a discussion of the incident. MK said they will be reviewing their surveys. 2. Jerome H thought it had caught a few turns of wire on their port anchor, but on inspection it was discovered that they had many metres of small gauge wire; they were very lucky not to have done damage. St Mawes reported a US yacht had to be moved. Martyn Rosevear advised they would go aground, which they did. FHC reported that their workboat Pendennis, had filled up. A&P have added observation to reporting. They had the following three incidents to report: 1. Queens South diving ops. The Pilot Boat was coming round the corner, and the A flag was not observed due to the flag arrangement. This was discussed and lack of communications was found to be the issue. A&P issued a directive and produced a Port Notice to Mariners. 2. Small coaster berthing on County. All was going ok but there was an easterly wind so they had workboat on standby. They have reviewed the towage guidelines with pilots in view of this. DP and Dave Pickston will be conducting a review tomorrow, with an independent ex- Devonport pilot. Control measures and risk mitigations were discussed. The members also talked about anemometers; this information is on the website. TG said he had received good information from the Dockmaster s office. 3. Vessels moving in Docks waters. Percuil and Deep Diver were moving, with the Whitnavigator in the way. Also, M/Y Barbara gave no communication at all. They are in the process of putting measures in place to cover this; and have spoken to the Marina manager. MK mentioned that a review of ALRS plus Pilotage Directions is planned. Pilots mentioned that Kings and Empire lights are dim. Two replacements have been ordered, he was told. DP mentioned that the navigation advisory panel have noticed that bulbs have been removed and then replaced. LW said that they are going to put blank number plates along the side of County and Duchy wharves. Page 3 of 5
4 The members discussed contacting James Instance to get put on the incident reports list. MK said he could send them on. Pendennis Shipyard no incidents to report. 5. MAIB report The members noted that a scallop dredger was in collision with a freight ferry and cutter in poor visibility due to thick fog. 6. Development proposals MK mentioned a café up the river, which will need to have a formal safety assessment. He also mentioned that Sea Sanctuary are planning an art project, which is a moored installation of some sort. DP spoke about the pontoons planned for Custom House Quay basin. LW mentioned the ongoing development of the Lifeboat Station. He also mentioned the continuing works on the Eastern jetty. 7. Crime and disorder MK said that PoW pier has been targeted by undesirables, some of whom have ASBOs, the new Piermaster, Chris King, has reported. He also mentioned the misuse of VHF channels, which is being discussed at the Regional Safety Committee. DP said there have been a couple of small thefts. MB said there have been a fishing gang from Plymouth, laying nets. He advised everyone to be aware that they are about, targeting bass. 8. Any other business a) Review of ALRS Vol 6 contents Discussed. b) Port Towage allocation tables Discussed. c) FDEC Harbour directions 1 and 2 of 2017 LW said that HD 1 deals with an 8-knot speed limit, and HD 2 involves small craft interfering with Docks movements. They talked about an exclusion zone for anything in excess of 75m, due to the amount of blind corners, to give channel clearances more clout. 100m around the ship Page 4 of 5
5 was suggested, and this was discussed. MB said that FDEC should make sure everyone is aware of this, including PoFSA. DP said that it will be a Notice to Mariners. d) RNLI Life-Saving Manager FLW said that the new RNLI Life-Saving Manager is called James Millage. ACTION: Invite him to the next FEMSC meeting. MK spoke about the Sea Safety campaign. e) St Mawes PGD on 6 April St Mawes is getting Powers of General Direction on 6 April. MK said that Cornwall Council is undertaking a Harbour Revision Order, which will automatically give them PGD. Truro Harbour board will be discussing this. f) Yellow pellet marker TG said that a bigger light on top of the fuel berth yellow pellet marker would be useful; DP said that it is not big enough to take a bigger light. TG also mentioned the East Narrows Buoy. DP asked for him to his concerns. ACTION: TG to DP with lighting of buoys concerns. g) Church St Car Park DP mentioned the Church St Car Park ferry operations. He said that FHC have concerns, as the ferry can t go through moorings this is a Byelaw offence. h) Election of Chairman DJ stepped down as Chairman, as he had done his term, and MK was nominated and seconded. He accepted the nomination. 9. Date of next meeting The next meeting will be Wednesday 21 June, in the A&P Boardroom. The meeting ended at 1140 hrs. Page 5 of 5
