1 Port and Harbors Advisory Board Minutes Wednesday December 14, 2005 Fishermen's Hall The Port and Harbor Advisory Board met on Wednesday December 14, 2005 in the Fishermen's Hall, 403 Marine Way, Kodiak, Alaska. Acting Chairman Nick Szabo welcomed all present, calling the meeting to order at 12:07 PM. I.^Meeting Called to Order The following Advisory Board Members were present and constituted a quorum: City Staff Present: Nick Szabo^Dave Jentry Oliver Holm^John Klemzak Daniel Miller Marty Owen, Harbormaster Lon White, Deputy Harbormaster Judy Mullican, Administrative Assistant Guests: Stosh Anderson, Andy Lundquist II. Approval of Agenda MOTION NO 1: Dan Miller MOVED, seconded by John Klemzak, to approve the agenda as written. The motion was approved unanimously. III. Approval of Minutes MOTION NO 2: Oliver Holm MOVED, seconded by Dan Miller, to adopt the minutes of the meeting on November 3, 2005 as written. The motion was approved unanimously. IV.^Old Business Auxiliary Skiffs Oliver Holm, chairman of the Auxiliary Skiff Committee, had nothing to report because the Committee has not met. Dan Miller, one of the members, apologized as he has been out of town for two months and said now that he is back in 1

2 town he hopes there will be a meeting before the end of January. Owen reminded the PHAB that herring and salmon season starts soon and it takes time for the City Council to enact a change recommended by the Board. The Auxiliary Skiff Committee members agreed to meet after the PHAB meeting. V. New Business Yachts: Harbormaster Owen approached the PHAB with a new business opportunity: Kodiak's future as a yacht destination. He said he has put a letter together for the City Manager to share with the Council. The concept was approved by several PHAB members. Dave Jentry liked the idea stating we have great facilities here in Kodiak. Oliver Holm feels independent travelers are more apt to spend their money in Kodiak on shore side services, which is good for the economy. Rate: Harbormaster Owen provided the PHAB with a dockage and wharfage rate comparison sheet. Owen gave a brief rundown of current rates for cruise ships and cargo operations. He said currently we do not have wharfage rates for inner harbor docks, so he has calculated rates based on what we charge at our other cargo docks. He has added in two other categories: rock and hazardous/ contaminated materials. Owen said the City would have to rely on vessel manifest and tonnage reports in order for us to know how much to charge. He informed the PHAB that he has asked the Council to adopt the proposed rates. Nick Szabo asked Owen if he needed a motion from the PHAB for support of the rates. Owen said although not required, support would be good. MOTION NO 3: John Klemzak MOVED, seconded by Oliver Holm, to endorse the rate structure proposed by Harbormaster Owen. The motion was approved unanimously. VI. Harbormaster's Update Ferry Dock: The ferry dock project is on hold until the Alaska Marine Highway System decides what to do with the appropriations it has received. The first step will be site selection; hopefully, it will be accomplished this year. Pier 2: Ruskin Construction Ltd. has completed work for the year; the cold snap in November led to delays. Owen said utility trenches left open would be temporarily filled in. Once the ground thaws in the spring the trenches will be dug up, and paving the main dock and building a utility shed will begin. Pier 3: The pier is in good shape. A minor project to reinforce bracing to improve the lateral loading will begin next summer. The project should be enough to extend Pier 3's life for another ten years. Replacement of St. Herman Harbor (SHH) M & P floats: The City Council has not approved engineering work, but there is money to do so. It looks as if Peratrovich Nottingham & Drage (PND) will be awarded the contract. 2

3 NOAA is leasing a portion of the Pier 2 warehouse. The Oscar Dyson is currently in the yard in Bellingham for shaft repairs. Owen said June 2008 marks the 50 th anniversary of Alaska's statehood. He said the American Sail Training Association has proposed to bring six tall ships to Kodiak, and he is working with the Alaska State Harbormaster's Association on the plans. Owen said the only information he had at this time is the sponsor would be required to host a reception, provide transportation, berthing, laundry and daily amenities. Szabo wanted to know if hosting a tall ship to Kodiak would be a revenuemaking proposition. Dan Miller didn't feel the City would make money; however, he felt it would be nice for the community. Several PHAB had input on who should help sponsor the event. Owen took note and said he would include the Kodiak Chamber of Commerce, Kodiak Island Convention and Visitors Bureau (KICVB) and the U. S. Coast Guard in the planning process. VII. Members Comments Oliver Holm asked about the fencing and barricades down at Pier 2. He wanted to know if there was unlimited entry to the pier and whether net and gear work could still be done when cruise ships were in. Deputy Harbormaster White said that MARSEC level would determine the appropriate security measures to be taken, and at this time there was unlimited access to the pier. He said it is a fishermen's pier and a multi-use facility. He also said the fencing came from security grant money so the City would be compliant with federal security measures. Dan Miller commented on the City sales tax cap of $45. He feels the city is losing revenue. His opinion stemmed from a visit to Kodiak Oil Sales this summer. He observed a large vessel fueling, noting it had reached the $45.00 tax cap yet had thousands of gallons to go. He suggesting upping the tax cap or imposing some sort of additional fee to larger vessels. Dave Jentry felt imposing any more fees on larger vessels would not benefit the City's economy since adding fees to marginal fishing operations might cause boats not to fish at all. John Klemzak asked about the rock removal process in St. Herman Harbor. Owen said most of the rock was moving out as fast as it was being excavated. Owen also added a survey of land would need to be done, but it could be another two years before the project is complete. He added the City would have to wait that long to start building the pier and upland facility in SHH. VIII. Audience Comments Stosh Anderson asked why the launch ramp on the road adjacent to the Coast Guard Base was closed to public access. Owen said he had asked about the 3

4 closure, but didn't receive a real answer from the Coast Guard. He said there is another ramp on the Coast Guard Base that the public can use. Andy Lundquist inquired about the status of the large boat travel lift facility. He was concerned about the effect rationalization would have on the number of boats available to use the travel lift. He was informed that the City had obtained state and federal grants for the construction and that it was still in the City's planning process. IX. Date of Next Meeting The PHAB will be polled for a date in late January. IX. Adjournment MOTION NO 4: Oliver Holm MOVED, seconded by Dave Jentry, to adjourn the meeting.
