2 NOTE This booklet has been prepared for the use of the boaters that berth at the marinas and for anyone else who has an interest in how the marinas are managed. All policies implemented for the operation of the marinas were developed by the former Harbour Committees and approved by the Municipal Council. Not all the current policies are printed in this booklet, only those that have a direct impact on the boaters that use our marinas. Since the management of the marina is an on-going process, the policies included in this edition are the policies that are currently in effect.

7 Marina Mission Statement All of our activities shall be directed towards the development and management of the Harbour areas contained within the leased land and water lots plus the Municipal lands and facilities adjacent to the harbour. We shall conduct our activities pursuant to the provisions and regulations contained in the lease agreement between the Municipality and Federal Government and all applicable Federal, Provincial and Municipal legislation and directives. We shall conduct all our activities in a business like and professional manner. We will continue to develop the harbour to foster enjoyable four season activities for the residents, their guests and visitors to our community. We will promote, develop, and manage the harbour facilities in such a way as to make the harbour area a friendly and enjoyable destination for both boaters and the tourists who wish to come to the Bruce Peninsula. We will conduct our activities in such a manner as to maintain the long range protection of the environment and fish habitat found in the harbour areas. We will facilitate the research, documentation and promotion of the history of the Lion s Head Harbour and Little Tub Harbour. We will facilitate the development and operation of the various activities of the residents and community organizations of our Municipality. We will facilitate the transfer of ownership of the Lion s Head Marina, Little Tub Harbour and the Federal water lots from the Dept. of Fisheries and Oceans Small Craft Harbours to the Corporation of the Municipality of Northern Bruce Peninsula. We will develop monetary procedures that will generate revenue that may be transferred to the Municipality to assist Council in the operation of our Municipality. 4

16 Seasonal Recreational Wharfage Policy 1. All slip allocations shall be the responsibility of the Harbour Master and Facility Supervisor. 2. 21 2. The operation of the Marina Fueling Centres shall be in accordance with the Gasoline Handling Act and Code of Ontario 3. Whereas Section 2 of the Fishing and Recreational harbours regulations states: Where the harbour manager has reasonable grounds to believe that the safety of the harbour or the public may be endangered by the proposed location of any dangerous explosive or combustible goods on harbour property or by the manner in which such goods are to be handled or dealt with on harbour property, he or she shall prohibit the goods from being brought onto the harbour property or being so handled or dealt with, as the case may be. and whereas Section 24 states: No person shall supply to, receive into or discharge from a vessel or vehicle on a harbour property any gasoline or other fuel or oil except at such location, in such manner, and at such time as is authorized by the harbour manager. No person shall be permitted to transfer fuel from a portable fuel container to a vessel within the Municipal Harbours at any location other than the Fueling Centre. 18
