1 KENTVILLE POLICE COMMISSION MINUTES MAY 11, 2015 PRESENT CALL TO ORDER AND ROLL CALL APPROVAL OF AGENDA Chairman Cooper, Commissioner Pearl, Commissioner Candow (late), Commissioner Doubleday (late), Commissioner White, Commissioner Folker-Hill, CAO Phillips, A/Chief Ken Reade and Recording Secretary Dawn Fitch. Chairman Cooper called the meeting to order at 11:14 pm. It was moved by Commissioner White and seconded by Commissioner Pearl that the agenda be approved. APPROVAL OF MINUTES OF March 12, 2015 Commissioner White that the minutes be approved. APPROVAL OF MINUTES OF January 9, 2015 Commissioner White that the minutes be approved. BUSINESS ARISING FROM THE MINUTES (a) Strategy Questionnaire Most, if not all of the questionnaires have been submitted to CAO Phillips. This subject is sidelined until after the budget process. (b) Strategic Review CAO Phillips advised this also is sidelined until after the budget process. (c) Budget Update ( ) report attached 1

2 CAO Phillips provided an overview noting that the police protection budget finished at 98.2%, 1.8% below budget. Some accounts were up but others were down. There was a marked decrease in custodial due to contracting out instead of having our own employee. Capital is also in under budget. Commissioner Doubleday arrived at 11:20 am (d) Alarm Protocol A/Chief Reade advised he did a study of the false alarms noting there was a total of 336 alarms in 2013/14 and 18 different alarm companies. Most of the repeat offenders were between 1 and 4 alarms, six addresses had 5 alarms and one had 18 alarms. Some discussion ensued. Our by-law states that the alarm company is not to call police until it has been determined that it is not a false alarm. The alarm company should be held responsible. It is an operational matter for the police to pick a number of false alarms after which an invoice will be sent. Commissioner Candow arrived at 11:45 am. A/Chief Reade will draft a letter to the alarm companies and businesses with a copy to CAO Phillips advising of the bylaw and his concerns. (e) Kentville Police Service Review This item is sidelined until after the budget as well. (f) Fleet update A/Chief Reade advised he has ordered a 2015 Dodge Ram Special Response Police Package. It is a May production so he hopes to have it in approximately 8 weeks. The cost is below what was budgeted. With a cost of $4,000 - $5,000 for outfitting it, the cost should be between $37,000- $38,000. The budgeted amount is $45,000. Quotes were received on a Yukon, Ford Explorer, Dodge Durango and the Dodge Ram. This type of vehicle is becoming more popular. NEW BUSINESS (a) Social Media Use Commissioner Pearl noted that several police departments are using social media to help out in day to day operations, i.e. 10 most wanted, etc. A/Chief Reade 2

3 advised he spoke to Truro about this and they advised it is very time consuming requiring a full time person. There is an issue with using a person s picture without their consent. There is a strict process to follow. Some discussion ensued. It was suggested to look at some entry level, business card type stuff. Chairman Cooper suggested A/Chief Reade contact the Departments to see how they approached it and it bring it back to the Board. (b) Staff Complement Review (Insp/Investigator) A/Chief Reade advised that doing double duty (administrative and operational) is becoming very demanding and time consuming. He suggests the GIS person also look after the operational side and move someone into the temporary inspector s position. GIS would maintain investigating the more serious incidents, with the lesser ones going to the shift members. This would all be contingent on union approval with a member coming out of the union temporarily and resuming seniority and their prior position afterwards (secondment). It would be a conflict of interest for that person to remain in the union while in a management position. Some discussion ensued. Chairman Cooper suggested A/Chief Reade post the position with required qualifications. REPORTS (a) Chief s Report (April) A/Chief Reade highlighted his report advising of the 183 regular shifts, 34 were lost due to sickness and leave time. There were 974 ¾ hours of mobile patrols. There were 211 vehicles checked with 211 warnings issued and 28 charges laid for various motor vehicle infractions. There were several calls for issues on the block, foot patrols were 161 hours between 9 5 Monday Friday. Some discussion ensued on loitering. The solution needs to be fair and equitable across the board. The officers will keep moving them along. Charges will be laid against the chronic offenders if need be. It was suggested that the issue be brought to (Town Departments) senior management for suggestions on resources. It is an operational matter. GIS/CIS/SCEU are working to full capacity. A/Chief Reade was at two meetings recently and these members are doing a fantastic job. The TMR radios will hopefully be in at the end of the month. (b) Chair s Report 3

4 Chairman Cooper advised that the police review meetings will commence after the budget process within the next 3-4 weeks. (c) 2015/16 Operating and Capital Budget proposals CAO Phillips highlighted the proposals. There is a large reduction in salaries as personnel went from and a reduction in administration as well. There is an increase for the review. It is basically a status quo budget for core operations with a 2.7% reduction. Sales/service is up 16.8% and remuneration is up proportionately. We have a core of 14 plus 2 (CISNS & SCEU) plus 100 days for Chief Mander. The national conference is in Toronto this year. Normally the Chairman would go and Commissioner Folker-Hill as the provincial representative. Also included is the provincial conference, to be held in Truro in September. It was suggested that A/Chief Reade look into building energy cost/efficiency, i.e. check into heat pumps. We also have 2 less vehicles. Commissioner Folker-Hill questions how the budget can be status quo and have a 2.7% reduction. Chairman Cooper left at 12:55 pm and Vice Chair Doubleday took over the meeting. Council has not expressed any major concerns with the proposed budget but it needs to be approved by the Board. Commissioner Candow that the Police Commission approve the operating/capital budget 2015/16 as presented here today Commissioner Folker-Hill will not support the motion as she is not comfortable with it; needs more time to look at it. 1 nay vote. The above discussion did not include capital, so a separate motion is required. The capital budget includes the purchase of a vehicle and the buyout of a Honda CRV. 4

5 It was moved by Commissioner White and seconded by Commissioner Candow that the Police Commission approve the 2015/16 capital budget CORRESPONDENCE (a) Guy Hiltz Acting Chief Reade advised he received an from Guy Hiltz regarding a disturbance/loitering on Webster St. which was addressed in a previous conversation. The members were extremely busy, having 13 calls including a sudden death, serious fight and assault all in the same time frame. The members were on the block at the time the window got broken. Commissioner White to receive the correspondence with no further action required. IN CAMERA It was moved by Commissioner Folker-Hill and seconded by Commissioner White at 1:10 pm. to enter an in camera session on personnel issues, collective bargaining. It was moved by Commissioner Folker-Hill and seconded by Commissioner Pearl at 1:20 pm to come out of In Camera ADJOURNMENT Commissioner Folker-Hill provided her notes from the last CAPG Meeting to be handed out to the Board. The next meeting is to be held in July 2015, date to be set. There being no further business to discuss, the 5
