HOSPITAL: SECTOR-24 : NOIDA ESIC website TENDER NOTICE Sealed tenders are invited from reputed parties/experienced parties for running canteen on licence basis at Directorate(Medical)Noida, ESI Hospital, Sec.24, Noida for a period of one year. Tender form can be obtained from Estt.Branch am to 1.00 pm(monday to Friday) from the date of publication to on the payment of Rs.100/-(Rupees One Hundred only)for each tender form as fee in the form of Demand Draft/Banker cheque in favour of ESIC Fund Account No.1 payable at Noida. Sealed tender form alongwith Demand Draf/Banker cheque for Rs. 5,000/= (Rupees five thousand only) in favour of ESIC Fund Account no.1 as earnest money will be accepted from 9.00 am to 1.00 pm on and tender will be opened on the same day at 2.30 pm. Tender forms can also be downloaded from ESIC website and same can also be submitted alongwith payment of Rs.100/=as form fee and Rs.5000/=as EMD in the form of Demand draft/banker cheque in favour of ESIC Fund Account no.1 payable at Noida. any reason. 2 DIRECTORATE (MEDICAL) NOIDA E. S. I. HOSPITAL:SEC.-24: NOIDA Sub : Tender for running of Staff Canteen in Directorate(Medical)Noida Office,ESIHospital, Sec.24, Noida Sealed tenders addressed to Director(Medical)Noida are invited for awarding the contract for running of Staff Canteen for a period of one year in ESI Hospital, Sector-24, Noida. Tenders in prescribed form (Annexure-I,II) duly fiiled be submitted in a sealed cover superscribed Quotations for running of Staff Canteen should be deposited in the tender box by 1.00 PM on and this shall be opened on the same day at 2.30 PM in the presence of available tenderes or their representatives. The contract for running of staff canteen at the premises of ESI Hospital, Sec.24, Noida will be governed by the following terms & conditions:- 1. EMD:- Tenderer must deposit the Earnest Money of Rs. 5,000/= in the form of Demand Draft/Bankers cheque of Nationalized/scheduled Bank payable at Noida in favour of ESIC Fund A/c. no Experience:- Having minimum 2 years experience of providing Canteen services in Govt./semi Govt./Hospitals /Banks/Institutions /School/degree college or reputed private establishments.. 3. That the licensee shall serve and supply tea, coffee and other items as mentioned in the Annexure-II(or any other articles which may be subsequently added at the mutually agreed rates as specified/approved by Directorate(Medical)Noida 4. The licensee shall also provide room service to the staff of the Directorate. 5. Rs.5,000/= shall be deposited before commencement of contract by successful bidder as Security Money by way of Demand Draft/Pay order in favour of ESIC Fund A/c no.1 payable at Noida and shall be kept up to 60 days after the satisfactory completion of Contract.
3 -2-6. That the licensee shall be responsible for compliance under various statutory enactments i.e. labour laws,wages Act, Sales Tax etc. as applicable from time to time. 7. That the furniture and fixtures i.e. chairs & Tables, premises, water, electricity for lighting shall be provided by the Directorate(Medical) Noida office free of charges to the Licensee, which will be returned to licensor in good condition at the time of vacation of premises at the expiry/termination of the contract. If any loss is found to any inventory, the licensee shall make good of such loss as best as possible failing which cost of the same shall be recovered from the security deposit. 8. That the licensee shall bear all the expenses for running the said canteen and that the office shall not in any manner be liable or reimburse the expenses Directorate(Medical)Noida so incurred. 9. That the licensee shall himself provide the crockery and cutlery of standard quality for use in the Canteen. 10. That the licensee shall charge for the various items of refreshment, snacks etc. at the rates quoted by the them in the annexure II and as approved by the Directorate (Medical)Noida office. 11. That the licensee shall run the canteen only for the benefit and use of the employees, patients, attendants and bonafide visitors of D(M)N office exclusively in the aforesaid premises. 12. That the licensee shall not use the premises provided by the D(M)N office for any purpose or business other than the running the Canteen. 13. That the licensee shall not use the name of the Directorate(Medical)Noida office in business dealing with other persons/traders, with whom he may have business relations for providing various items of the canteen. 14. That the licensee shall engage the requisite number of employees required for catering services. Engagement of children less than 14years shall not be permissible. The employees of the canteen shall at all time maintain high order at sanitation and wear smart and clean uniforms and free from infectious diseases. The food handler will be fully protected with TAB and other vaccinations as per requirement at the sole cost and responsibility of the contractor.
4 15. That the licensee shall use standard raw material i.e. conforming to Agmark, F.P.O. etc., as applicable for preparation of eatables as mentioned in the Annexure-II. Such material shall be open to inspection by the D(M)N Authority from time to time. 16. That the licensee shall open the canteen from 7.30 a.m. to 9.30 p.m. and provide services on all the working days. 17. That, the Directorate(Medical)Noida office shall not be responsible for any dues of such parties and for any labour or other charges whatsoever as may be incurred by the licensee in running and maintaining the canteen. 18. That, the contractor will execute and indemnity Bond on the non- judicial stamp paper, worth Rs. 10/- for signing the contract agreement and expenses on this will be borne by him. 19. That, the licensee shall run the canteen on lease and licence basis. In the event of services found unsatisfactory by the Directorate(Medical)Noida office, the licence will be terminated by giving 30 days notice and the same shall be final. 20. Water, electricity and furniture will be provided free of cost. However, no Heater for cooking purposes or otherwise will be allowed to be used. 21. That, the licensee shall display the approved rate-list of eatables at the prominent visible place and shall charge only such rates as approved and displayed. In any instance of over charging a penalty of Rs. 500/- shall be levied for every instance. 22. That the earmarked space in the Staff Canteen will be reserved for the exclusive use of staff and a separate space be provided for attendants and other visitors to the office. 23. This will be a contract for services for all practical purposes and disputes, if any, shall be adjudicated by appointing of Arbitrator by Director (Medical) Noida, ESI Hospital Noida The rights obtained under the licensee can t be assigned to any other person/body by subletting or any other means by the Contractor. 24. The contractor shall maintain hygienic conditions in Kitchen. Sufficient number of covered dustbins shall be provided by the licensor. If unhygienic conditions are observed in the kitchen premises or dining Hall, a penalty of Rs.500/-can be imposed by the licensor on each occasion. 25 All the above terms and conditions are subject to the jurisdiction of Noida only. 26. The period of contract may be extended beyond one year by Directorate(Medical)Noida by mutual consent of both parties on the existing terms and conditions. 27. Any officer authorized by the licensor will make surprise visit of canteen at any time to check the quality of eatable items & cleanliness if not found upto the mark then licensor has the right to impose a penalty upto 5% of the Security money each time. 28. The tender without Earnest money will not be accepted. The Earnest money of unsuccessful tenderers will be refunded to them at earliest without any interest. The bidder shall sign pre-receipt as per Annexure-III to facilitate it.
5 29. The licensee will vacate the canteen and hand over the possession of the premises on the expiry of this contract. If canteen is closed due to any reason under the order of Licensor, the licensee will have to vacate the premises within 48 hours after receiving the notice threof. If license fails to vacate the canteen premises on stipulated date or on direction then damage charges for overstay at the rate of Rs.500/-per day will be recovered from license out of the security money. If security deposit is insufficient to recover damage charges then the same will be recovered through the court of law. 30. A penalty of Rs.100/=will be imposed for closing of canteen for each day. If canteen remains closed for a week continuously, in addition to penalty the agreement is liable to be cancelled and the security money will be forfeited. 31. The Director(Medical)Noida will not be bound to award the contract to the lowest bidder considering the cost factor. 32. The decision of the Director(Medical)Noida shall be final. 33. The contractor shall supply his two passport size photographs and one attested photocopy of the voter identity card or other proof of residential address. 34. The ESIC will not be responsible for any injury or loss of life of personnel deputed by the contractor which may take place in course of their employment. 35 If any personnel engaged by the licensee is found to have indulged/indulging in illegal and intolerable activities he is to be handed over to the police or any other administrative action as deemed fit against the licensee will be taken including termination of the contract with immediate effect. 36. The Director(Medical)Noida reserves the right to accept or reject any or all tenders without assigning any reasons thereof. Joint Director(Admn.)
