From: The General Manager, Central Tool Room & Training Centre, To PART- I INVITATION TO TENDER Tender for Operating Staff Canteen of Central Tool Room & Training Centre, The Tender documents containing detailed Notice inviting tender, Condition of tender, Form of tender, general conditions of contract, Schedule of quantities, Mode of service, Terms of Payment etc. are laid hereunder. The Tenders shall be received in our office up to hours on and shall be opened immediately thereafter in the presence of intending tenderers. In case of date of opening the tender happens to be an unscheduled holiday, then the tenders will be opened on the next working day at the same time and venue. You are advised to study Tender documents before submitting your Tender. The submission of Tender by a tenderer shall be deemed to imply and shall be taken so indicating that he has read and abides by the condition stated in the Tender documents and that he has studied the specification prepared for this purpose in detail. Detailed Notice Inviting Tender 1. Sealed Tenders in prescribed Tender forms are invited from reputed and experienced caterer for supply of the food as per specification given in Part-III and will be received by the General Manager, Central Tool Room & Training Centre, Kolkata up to the time specified hereunder: a) Name of the food to be provided : Meal, Tea/Coffee, Snacks etc. b) Name and address of the centre : Central Tool Room & Training Centre, c) Approx no, of Persons : 250 Nos. d) Approx no, of Hostel students : 150 Nos. e) Earnest Money : Rs.20000/- f) Last date of receiving Tender documents : Upto hours on g) Canteen space : At the premises of the Centre. h) Electricity, Water & Furniture/Utensils : To be provided by the centre. i) Reimbursement of establishment expenses: The centre will contribute Rs.15000/- per month towards establishment cost which will be paid to the contractor by 15 th of next month. The Tender should be accompanied by an Earnest money of Rupees twenty thousand only(rs.20000/-) in the form of Demand Draft of any branch of a scheduled bank payable to Kolkata, favouring Central Tool Room & Training Centre, Kolkata. No other terms of payment is accepted. Tenders without Earnest Money will not be considered. 3. The period of contract shall be for duration of 12 months from the date of starting of canteen, period between awards of contract & starting the canteen should not be more than 10 days. Centre reserves the right to terminate the contract after giving 15 day s notice in case of any deficiency or if the performance is not found satisfactory. 4. The tenderers whose tender is accepted shall, within 15 days on receipt of our intimation to that effect, deposit an additional amount of Rupees ten thousand only (Rs.10000/-) which together with Earnest money already deposited shall be converted into Security deposit i.e. Total Rs.30000/- (Rupees thirty thousand only). Failure in depositing this amount within the specified time shall render the Tender and acceptance of Tender liable to cancellation without reference to the tenderer and in such case the deposited Earnest money shall stand forfeited to The General Manager, Central Tool Room & Training Centre, 5. For other relevant particulars, interested parties may contact with The Secretary, Central Tool Room & Training Centre, Kolkata , during 9.00 A.M. to 5.00 P.M on any working day. 6. Intending tenderers are requested to please fill in column (4) of Part-III showing the units and rates at which they offer to supply. Tender documents may be purchased by eligible tenderers after satisfying the Authorized official, Central Tool Room & Training Centre, Kolkata , about their reputability in dealing with the similar nature of work. 7. Complete tender documents are to be placed in a cover duly sealed with the name and address of the tenderer super scribed Tender Enquiry number on the cover addressed to the General Manager and not an officer by name, should reach before the specified date and time. 8. All amendments/ alternations must be initialled by the tenderers before submitting the same to this centre. 9. The acceptance of the tender will rest with The General Manager, Central Tool Room & Training Centre, Kolkata , who reserves to himself the right to reject any or all the tenders received without assigning any reason thereof. The supplies/ services will be subject to approval by The General Manager or a committee before they are finally accepted and should you on receipt of orders to that effect fail to make any supplies/services in accordance with the conditions of contract and the acceptance of Tender as laid down in the general condition of contract necessary action may be taken as the management deem fit including forfeiture of security deposit. 3 PART-II To The General Manager, Central Tool Room & Training Centre, TENDER I/We agree to furnish if required supplies/services as detailed in the schedule or requirements or such portions thereof as you may specify in the acceptance of tender at the prices given Part-III in accordance with the above conditions and the General Conditions governing the contract enclosed hereto on receipt of order for the same. The Centre works in 3 shifts at present and timings for various shifts are as follows: a) Morning shift (A shift): 6.00 A.M to 2.00 P.M b) General Shift (G shift) : 9.00 A.M to 5.00 P.M c) Evening shift (B shift) : 2.00 P.M to P.M The facilities for canteen would be required to cater to the requirement of personnel detailed in shifts as per contains below: Tea/Coffee, Snacks, etc. Tea/Coffee, Snacks etc. to be served at working place i.e. Workshop, Administration block and Training departments. At P.M to personnel working in B shift (Chapati & curry, Snacks, and Tea etc.) In cases it is required services should be made even after close of working hours and holiday also, Timing etc. can be altered to suit administrative convenience at the direction of the management, time to time. Per cup GENERAL CONDITIONS OF CONTRACT 1. The supplies of the food are subject to inspection by the canteen committee any time at their choice. 2. The sale of food article shall be made on cash coupon basis at the risk and responsibility of canteen contractor. 3. Tenderer should keep their offers valid for acceptance for 60 days from the date of opening. 4. The amount of Earnest Money shown in PART-I (Sl. No. - 2) must accompany the tender. The Earnest money must be in the form of Demand Draft. 5. Rates must be quoted in units called for in the Tender. The rate is meant as the selling price to the consumers. 6. If the tenderer not quoted for any time which is in the tender, in such cases for the purpose of comparative statement, the highest rate quoted by any other tenderer will be taken. 7. The contractor shall submit a certificate stating therein the fact for utilization of the establishment cost receivable from the centre for the purposes of establishment expenses. 8. Any claim of accident by the canteen staff employed by the canteen contractor will be the sole liability of the contractor and CTTC will not bear any claim of damage or compensation. Page 4 of 5
5 9. All canteen staff will be bound to adhere to the CTTC rules and regulations scrupulously and contractor shall also be liable for payment to staff engaged by him and other statutory deduction. 10. The contractor shall at all time keep full documents of all orders received by him in connection with the supply of Tea, Snacks, etc. to the visiting officials under instruction of the authorised officers of the Centre and in particular will forward to the centre daily duly certified by the concerned officers from whom he was secured the order. 11. The Contractor shall be liable to deposit the property (utensil, furniture and other equipments) to be full satisfaction of the representative of the centre as and when demanded by them. In case of failure of the contractor to deposit the same on demand or in case of loss, pilferage, theft or damage of the property due to negligence / carelessness or for any other reason for which the contractor is liable, the value of the property shall be payable by the contractor. 12. Either party may at any time, terminate the agreement by giving the other three calendar month s notice in writing and the centre may in case find gross negligence of duties by the contractor then, at its option to terminate the same without notice. 13. The contractor shall be responsible for cleanliness of the canteen hall, kitchen, store room and all utensil, furniture and fixtures provided. Also canteen premises should be periodically disinfected. All disinfectants, detergents etc. shall have to be provided by the canteen contractor. 14. Medical check-up of cooks and other canteen staffs should be done each & every 3 months by the canteen contractor. 15. Food may be supply to special guest as and when required. 16. Employees of the contractor should be good health and should be free from any diseases. 17. Contractor should be responsible for engaging trained / semi trained man powers of the canteen. No child labours will be accepted. 18. Contractors are responsible for discipline among the canteen workers. Ensure that no unlawful activities take place inside the campus. 19. Contractor will be responsible for all the vessel, cookeries, plates and gas etc. 20. Cook and service man will be maintaining a dress code during their duty hours. It should be properly cleaned and ironed always. 21. All canteen staff must have E.S.I and P.F.
