2 HINDUSTAN PREFAB LIMITED JANGPURA, NEW DELHI NOTICE INVITING TENDER HPL/DGM(C)/Canteen/ /60 Dated : Sealed tenders are invited on behalf of Hindustan Prefab Limited (HPL) for RUNNING OF HPL CANTEEN FOR STAFF/OFFICERS & WORKERS ON SUBSIDIZED RATES & AGAINST PAYMENT OF MONTHLY SUBSIDY AT HINDUSTAN PREFAB LIMITED, JANGPURA, NEW DELHI upto 3.00 p.m. on Tenders shall be opened on the same day at 3.30 p.m. in the presence of the representatives of tenderers who may wish to be present in the Office of Manager (Factory) of the -, Hindustan Prefab Limited, Jangpura, New Delhi The tender forms can be had from the Office of the Monitoring and Tendering Cell on any working day between a.m. to 4.00 p.m. from to on payment of Rs. 200/- (Rupees Two hundred only (Non refundable) S.No. Name of work Validity of Contract period Earnest Offer Money 1. 3 HINDUSTAN PREFAB LIMITED JANGPURA, NEW DELHI TERMS & CONDITIONS FOR RUNNING HPL CANTEENS ON CONTRACT BASIS 1. The tenderers shall have to deposit Earnest Money as indicated above along with the tender in the shape of Demand Draft/pay order drawn in favour of HINDUSTAN PREFAB LIMITED, Jangpura, New Delhi or by cash to be deposited with the cashier, HPL, receipt of which shall be enclosed with the tender documents. The tenders received without Earnest Money in the prescribed manner are liable to be rejected. 2. In case the offer is withdrawn within the validity period, the Earnest Money so deposited shall be forfeited. 3. In case the date of opening of tender happens to be a holiday, then the tenders would be received and opened on next working day at the same time. 4. HPL reserves the right to accept or reject all tenders and split up the work among more than one party without assigning any reason whatsoever. 5. The tenderer whose tender is accepted shall be required to deposit in cash or a demand draft of Rs. 50,000/- (Rupees Fifty thousand only) as a non interest bearing security deposit with HPL in addition to the Earnest Money of Rs. 20,000/- (Rupees Twenty thousand only). The Security Deposit and Earnest Money shall be refunded after satisfactory completion of the contract. 6. The amount of the subsidy will not be increased during the contract period except as specifically provided hereinafter. The subsidy shall be paid to the tenderer in first week of subsequent month. Subject to the satisfactory running of the Canteen by the Contractor during the previous month duly certified by the Administration Deptt. He will be responsible to his worker in regard to the payment of wages, ESI and PF contributions. The Tenderer shall have to comply with all the statutory and legal requirement of various laws for self and his employees and will maintain statutory record and register as per rules which can be inspected by the Govt. Officials on demand. 7. The workers of the Tenderer will be subject to medical test by the Medical Officer appointed by HPL and the expenses thereof shall be borne by the Tenderer. 8. The workers will be paid minimum wages promulgated by the Delhi Administration from time to time according to their status/designation/category, besides the Tenderer share towards ESI, Provident Fund will also be made by him as per rules. The tenderer should be qualified in Hotel Management (3 years Diploma) and the certificate to this effect shall be submitted alongwith the tender or three years experience of running the reputated organization s canteen. 10. HPL will provide rent free furnished building fitted with fans, light points with bulbs and tube lights and exhaust fans, fused bulbs, tube lights shall be replaced by HPL. At the time of completion of contract, the tender shall hand over all these electric fixtures, including bulbs and tube lights, etc. to HPL. 11. Any damage caused to the equipments like water coolers, fixtures, utensils fittings and furniture, etc. by the negligent operation on the part of the Tenderer or his Staff shall be made good by the Tenderer. In case the Tenderer fails to get the same done, recoveries, as may be assessed by HPL, shall be done from the dues of the Tenderer. 12. The crockery to be used on the canteen by the Tenderer shall be of standard type as approved by the Canteen Managing Committee. 13. Municipal water shall be supplied free of cost by HPL in the Canteen and water coolers shall be provided by the HPL during summer seasons. 14. The Tenderer will employ adequate number of workers (18 years and above of age), so as to run the canteen smoothly, as required. Every person so appointed shall have his appointment letter, identity and leave cards as provided under the rules. They will wear neat and clean uniforms while on duty. 15. The Tenderer shall submit a list of the employees alongwith their previous employment record. It shall be the discretion of HPL not to allow entry to any of the employee of the Tenderer, if so warranted by the circumstances. He will settle all the statutory dues of such a worker. 16. The canteen shall be kept open on all working day. In case factory is open on any holiday or is required to work during night shift as per the instructions issued by HPL from time to time proportionate additional subsidy lump sum amount will be paid for running the canteen for extra working hours. During the time when canteen is open, items for sale as per approved list are to be displayed for information of employees. The contractor shall arrange to distribute tea and snacks at the prescribed timings. The canteen will remain open as per the following timings: i) Main canteen (Factory): 7.30 AM to 5.00 PM ii) Staff canteen (Admin. Block) 9.30 AM to 8.00PM iii) Tea & snacks will be served to the staff & Officers as per telephonic order by the uniformed waiters in Factory, Administration and other Blocks. 5 17. The corporation also reserves the right to ask canteen contractor to arrange lunch/ Khana etc. on occasion /functions at mutually agreed rates. 18. The Tenderer shall supply all subsidized and non-subsidized items of the prescribed quality, quantity, size and other specifications as may be approved by the Canteen Managing Committee and no alteration shall be made without prior approval of the Management. The Tenderer shall not use the canteen premises for any other activities except the purpose for which it has been provided for. 19. Employees of the Tenderer shall be liable for search at the Main Gate of the Factory for proper identification & Security cheeks. The Tenderer shall issue suitable identity Card to each of them. 20. The Tenderer shall provide sufficient sets of uniforms to his employees and shall ensure proper cleanliness as per Municipal/Local Government Rules/Directives. 21. The Tender shall use LPG. The necessary equipment which Viz empty gas Cylinders/ burners will be supplied by HPL. All LPG cylinders duly refilled shall be maintained under his custody. The refills will have to be procured by the contractor at his own cost from the Gas Agency at the prevailing rates. During the currency of contract any increase/decrease in the cost of refilling will be borne by the contractor. 22. The Tenderer shall keep a minimum of one week stock of all eatables, raw materials like wheat, flour, sugar, tea, bason, oil, potatoes, onions, etc. but green vegetables and milk shall be procured fresh every day. i) Milk of Mother Dairy or DMS will be used for preparing tea. The Tenderer shall also keep in ready stock condensed powder milk of (Brand Everyday) to meet any emergency. ii) iii) Tea leaves of TATA make or Brook Bond Red Label of Taj shall be used or as approved by CMC. Ghee shall be Agmark quality namely Rath/Gagan/Fortune/sun flower brand or as approved by CMC. Seal & Signature of the tenderer 4 DGM (C)-TC, HPL

6 iv) All pulses (Dals), Besans, etc. of Agmark quality should be used or as approved by CMC and purchased from Kandriya Bhandar or NCCF /NAFED stores only. v) Agmark oil of standard make or as agreed to by the Canteen Managing Committee. vi) vii) Rice of Lal Mahal Permal Brand & flour Brand of Rajdhani shall be used. All the raw martial will be inspected before use by representative of HPL. 23. The work shall be awarded to the Contractor who shall stand lowest and quote the lowest subsidy. 24. All material purchased by contractor must be entered at our Main Security Gate and will be produced photocopy of the bill at the time of monthly bill. 25. The Tenderer shall not be allowed to sublet the work. He can, however appoint a Manager on authority or Power of attorney to supervise the work and day to day affairs of the Canteen with the permission of the Management. 26. The Tenderer shall make available for inspection to Canteen Managing Committee and/or any authorized officer or officials of the company, the quality of raw materials in stock as well as finished products/items made ready for sale. 27. In the event of breach of any of the terms of contract by the Tenderer, HPL shall be at liberty to levy penalty. The quantum of penalty shall depend on nature of the breach of the conditions of the contract and shall be as under. i) In the event of non-availability of any subsidized items approved and notified to be made available in the canteen, a penalty of Rs. 1000/- (Rupees one thousand only) per day would be imposed on the contractor for each necessary items from the open market and supply to the workers, the entire cost thereof alongwith the cost of procurement and wages allowances, overtime, etc. paid to HPL staff shall be recovered from the Tenderer in addition. ii) iii) In the event of lack of prompt service during tea break and lunch timings, he may be imposed a minimum penalty of Rs. 500/- (Rupees five hundred only). Fine of Rs. 50/- (Rupees fifty only) for dirty and improper uniform worn by service boys/waiters including non-wearing of proper white uniform will be imposed. In the event of failure on the part of Tenderer to run the canteen satisfactory, HPL shall be at liberty to cancel the contract by giving fifteen days notice besides forfeited of his Security deposit and Earnest Money Deposit and other dues. 29. HPL will provide utensil free of cost as per factory rules. The contractor shall have to hand over these items on the completion of the contract. 30. Only sugar of standard quality will be used for preparing of sweets and would be strictly in accordance with the provisions of the Pure Food Act. The canteen contractor shall make his own arrangements to maintain service tables and benches in the Dining Hall in clean and hygienic conditions. Daily cleanliness, sanitation and periodical white-wash/ painting of the canteen will be done by HPL. 31. The Tenderer will be invited to attend the meeting as may be deemed necessary from time to time. 32. It shall be the Tenderer responsibility to sell the items either in cash or on credit. HPL shall have no /responsibility of any kind regarding recovery of money due from employees for any items sold on credit by the Tenderer. 33. The Tenderer shall supply the following subsidized items to employees at the price specified below and as per the weekly menu fixed by the Canteen Managing Committee. Jurisdiction : In case of any dispute, the court in Delhi alone will have the jurisdiction to deal with matters arising, there from. 35. While submitting the tender, the following documents are required to be attached. i) Experience Certificate of running Industrial Canteen for 300 employees in last seven years. ii) Earnest money of Rs.20, 000/- (Rupees Twenty thousand only) in favour of HPL (give details of cash receipt/dd). 36. The tenderer should quote keeping in view the guidelines given in Annexure-I the minimum amount of subsidy required per month from HPL to run the Canteen on subsidised basis for one year in the Annexure-II attached with the tender duly signed by him, without overwriting/cutting along with details of earnest money deposited by him i.e. the original receipt (returnable if tender is rejected). One week stock of raw material, Besan, Sugar, Atta, Ghee, Daily Vegetables, Milk, etc. 9. Bank Balance for investment Rs. One Lacs. 10.
