1 THE WMUR GRANITE STATE POLL THE UNIVERSITY OF NEW HAMPSHIRE SURVEY CENTER August 16, 2012 NH DIVIDED ON INCOME TAX AMENDMENT, CONTINUE TO OPPOSE REPEAL OF GAY MARRIAGE By: Andrew E. Smith, Ph.D. Chad S. Novak, M.A. UNH Survey Center 603/ DURHAM, NH New Hampshire voters are divided over a proposed constitutional amendment prohibiting an income tax. Granite Staters continue to oppose efforts to repeal the gay marriage law passed in 2009, and Governor Lynch is on track to end his final term in office with high approval ratings. These findings are based on the latest WMUR Granite State Poll, conducted by the University of New Hampshire Survey Center. Five hundred eighty-one (581) randomly selected New Hampshire adults were interviewed by landline and cellular telephone between August 1 and August 12, The margin of sampling error for the survey is +/- 4.1 percent. Included is a subsample of 555 likely general election voters (margin of sampling error +/- 4.2%). Income Tax Amendment An amendment to the New Hampshire Constitution will be on the ballot this November that would prohibit the implementation of a state income tax. When asked whether or not they would vote for this amendment, Granite Staters were evenly divided. In the most recent Granite State Poll, 40% said they would vote for the amendment, 41% would vote against it, and 18% are unsure. But since this amendment requires a two-thirds majority, passage is doubtful. The proposed amendment gets support from only a slim majority of Republicans (55%), while most Democrats (54%) oppose it. Independents are divided, with 38% supporting the amendment and 41% planning to vote against it. 2 Gay Marriage One of the most controversial issue facing the legislature is the proposed repeal of a 2009 law that legalized same-sex, or gay marriage in New Hampshire. Opposition to a bill that would repeal gay marriage in New Hampshire remains strong only 28% of New Hampshire adults support the repeal of the 2009 law (23% strongly support and 5% support somewhat), 51% strongly oppose repeal, 10% somewhat oppose repeal, and 10% are neutral or don t know. These figures have remained unchanged over the past 18 months. '11 Oppose, Feb. '12 Oppose, Aug. '12 Opposition to repealing gay marriage in New Hampshire remains much firm than support. When opponents of repeal are asked if they would be upset if it were gay marriage were repealed, more than half (52%) say they would be very upset, 26% would be somewhat upset, 8% would be not too upset, 13% would not be upset at all, and 1% are unsure. By comparison, when proponents of repeal are asked how upset they would be if gay marriage were not repealed, only 24% said they would be very upset, 29% would be somewhat upset, 27% would be not too upset, 18% would not be upset at all, and 1% are unsure. Gubernatorial Approval In his final year as New Hampshire governor, John Lynch continues to be extremely popular. In the most recent Granite State Poll, 67% of New Hampshire adults say they approve of the way he is handling his job as governor, 19% disapprove, and 14% are neutral or don t know. Lynch has strong support among Democrats (83% approve) and also receives majority support from Independents (65%) and Republicans (53%).

In the latest Granite State Poll, 68% of New Hampshire adults say they have a favorable opinion of Lynch, 16% have an unfavorable opinion, 9% are neutral, and 8% say they don t know enough about him to say. Lynch s net favorability rating, the percentage having a favorable opinion minus the percentage having an unfavorable opinion, remains high at +52%. Lynch receives very high net favorability ratings from Democrats (+80%) as well as from Independents (+50%), and even receives high net favorability ratings from Republicans (+29%). 100% 90% 80% 70% 60% 50% 40% 30% 20% 10% 0% Favorability Ratings NH Governor John Lynch Favorable Unfavorable More than a quarter of New Hampshire adults have met Governor Lynch at some point in his four terms in office. Residents of Central / Lakes Region (36%) and adults (34%) are most likely to have personally met Governor Lynch.

4 Most Important Problem Facing New Hampshire Concerns about the state s economy and unemployment remain most important problem facing the state, mentioned by 42% of respondents. Other important concerns are the state budget (7%), Republicans in the legislature (6%), taxes (6%), education funding (6%), health care (5%), and high quality of education (5%). While New Hampshire residents think how the state as a whole is doing, most believe the state is headed in the right direction. Currently, 56% of New Hampshire adults feel the state is heading in the right direction, 35% think the state is seriously off on the wrong track, and 9% are unsure. 5 Approval of NH Legislature Republicans gained large majorities in the New Hampshire House of Representatives and Senate in 2012 after four years of control by Democrats. The state is split in how good of a job the Legislature is doing - 45% approve, 37% disapprove, and 18% are neutral or don t know enough to say. '12 Approve Disapprove Favorability Ratings of Legislative Leaders The leaders of the two Chambers of the New Hampshire legislature are largely unknown to New Hampshire adults, and perceptions of them are based strongly on partisanship. Only 18% of New Hampshire adults have a favorable opinion of House Speaker Bill O Brien, 26% have an unfavorable opinion of him, 7% are neutral and 50% don t know enough about him to say. 6 Senate President Peter Bragdon is even less well known than Speaker O Brien. Only 10% of New Hampshire adults have a favorable opinion of Bragdon, 9% have an unfavorable opinion of him, 6% are neutral, and 74% don t know enough about him to say. 8 Granite State Poll Methodology These findings are based on the latest WMUR Granite State Poll, conducted by the University of New Hampshire Survey Center. Five hundred eighty-one (581) randomly selected New Hampshire adults were interviewed by landline and cellular telephone between August 1 and August 12, The margin of sampling error for the survey is +/- 4.1 percent. Included is a subsample of 555 likely general election voters (margin of sampling error +/- 4.2%). The data have been weighted to adjust for numbers of adults and telephone lines within households, respondent sex, and region of the state. In addition to potential sampling error, all surveys have other potential sources of non-sampling error including question order effects, question wording effects, and non-response.
