The interviews were conducted at the Center for Opinion Research at Franklin & Marshall College under the direction of the Poll s Director, G. Terry Madonna, the Poll s Head Methodologist, Berwood Yost, and the Poll s Project Manager, Jennifer Harding. Telephone numbers for the survey were generated via random digit dialing, and respondents were randomly selected from within each household. The sample error is +/- 4.1 for the total sample. Final survey results were weighted to adjust for different selection probabilities and non-response. This Keystone Poll was done in conjunction with the Harrisburg Patriot- News, Pittsburgh Tribune Review, Philadelphia Daily News, WGAL, and WTAE. It may, however, be used in whole or in part providing any use is attributed to Franklin & Marshall College. 2

3 Key Findings The latest Keystone Poll shows a dead even race for the Republican presidential nomination in Pennsylvania with Rudy Giuliani and John McCain each preferred by about three in ten (29%) registered Republicans. Mitt Romney is a distant third (12%), and one in four (24%) Republicans is still undecided about their preference for a party nominee. At the moment, Giuliani does better among Republican women than McCain, but McCain leads among Republican men (see Table A-1). The race for the Democratic nomination is not very close at the moment. Hillary Clinton (40%) has a considerable advantage over both John Edwards (21%) and Barack Obama (18%). Clinton holds a commanding lead among female and non-white Democrats, while also holding a comfortable lead among Democrats in the lowest income bracket (see Table A-2). 4 The survey shows that Governor Ed Rendell s job performance ratings have declined since February, down from 50% of voters who rated his job performance as excellent or good to 45% today. The performance rating of the state legislature has remained relatively stable since February, now at 26% excellent or good. The survey also finds substantial public support for several of the Governor s budget proposals (see Figure 2). Most Pennsylvanians favor taxing oil company profits (59%), providing health insurance for uninsured Pennsylvanians (64%), and increasing state funding to encourage the development of alternative energy sources (61%). More Pennsylvanians favor than oppose leasing the Pennsylvania Turnpike to a private company (47% favor versus 40% oppose), but about one in seven (13%) are undecided about that initiative. There is more opposition than support for increasing the state sales tax to reduce property taxes; more Pennsylvanians oppose than favor increasing the state sales tax by one percent (44% favor versus 50% oppose). Support for each of these initiatives has changed little since February. 4

The Keystone Poll asked a simple question about whether citizens favor or oppose the complete elimination of property taxes in the state. One third (32%) of residents favor the complete elimination of property taxes, but half (53%) oppose such a measure. 5
