4 COMPENSATION SYSTEM STRUCTURE DESCRIPTION The Superintendent or designee shall annually recommend to the Board for approval pay structures and compensation plans for all District employees. Pay structures shall be designed and administered for the purpose of: Recruiting and retaining highly qualified employees Incentives and Rewards Manage Personnel Cost MINIMUM PAY REQUIREMENTS Certified classroom teachers, librarians, nurses (RNs), and counselors will be paid no less than the minimum monthly salary on the state salary schedule based on years of experience as required by law. For other employees, the Superintendent or designee shall assign positions to pay ranges that define the minimum and maximum base pay for the position. Jobs will be classified on the basis of qualifications and duties as defined by the District. SUPPLEMENTAL DUTIES The Superintendent or designee may assign non-contractual supplemental duties to personnel exempt under the FLSA as needed. These assignments may be discontinued at any time for any reason or no reason, by either party. The assignment of these duties shall not create any expectation of continued assignment to that same duty or any other duty. DIFFERENTIAL PAY Master's Degree: Those employees who are paid on a step scale may be elibible for a master's degree pay differential in the amount of $1, above their base pay. Doctorate: Those employees who are paid on a step scale may be eligible for a doctoral pay differential in the amount of $2,500. Pay Grade: Is a group of jobs that are of similar skill and responsibility or career path. Pay Range: Reflect the minimum, midpoint, and maximum pay limits of the pay grade. Step Scale: Is a pay structure that compensates based upon years of experience in the job. JOB CLASSIFICATION Classification Job classification determines the assigned pay range for a job. Job classification is based on an assessment of job requirements, assigned duties, and market values. Job Classifications The District will maintain position classification and pay range structures for all jobs. Jobs will be grouped into position classification and pay ranges in the following categories: Teacher/Nurse/ Librarian (TNL) Counselor (COUN) Professional (Academic AP or Business BP) Auxiliary (AUX) Paraprofessional (PP) 4/6/2017 4

5 Reclassification of Current Position A job reclassification occurs when the same position is moved to a higher or lower pay grade. An upward or downward job reclassification will result in greater or lesser potential for pay advancement over time. EXEMPT AND NONEXEMPT EMPLOYEES Exempt Employees Exempt employees are paid on a salary basis for the 12 months in their annual employment period. Exempt employees do not receive overtime compensation. Nonexempt Employees Nonexempt employees are paid on an hourly wage basis for all hours worked each week. Employees who are nonexempt will receive overtime compensation as either compensatory time or paid compensation beyond 60 overtime hours. PAYROLL Payroll Period Bi-monthly: paid on 15th and the last day of the month Monthly: paid on the 28th of the month Prorating Pay for Reduced Work Year Wages may be adjusted proportionally for employees who work less than full-time or less than a full year. Time Records Time records will be maintained on all nonexempt personnel. Records will indicate all hours worked each week, including compensatory time earned and used. Overtime Nonexempt employees who work in excess of 40 hours within the defined Hays CISD work week are subject to overtime regulations in accordance with FLSA. Overtime is paid at the rate of 1.5 hours for each hour worked beyond 40 hours in a regular work week and may be paid or accrued as compensatory time. Authorization of Overtime All overtime worked must be approved in advance by the direct Supervisor. It is the responsibility of the Supervisor to ensure an employee understands how the overtime will be compensated, by pay or compensatory time off. Compensatory Time Employees who have accrued compensatory time must use that time before using other accrued leave, unless prior approval has been obtained from supervisor. CALCULATING PAY Teacher/Nurse/Librarian and Counselors Placement on the annual step scale by total creditable years of service as defined by state regulations. The entry level maximum for new hires will be at year 25. Professional Salary calculations are based upon the number of years experience in the same or similar job + 50% of classroom experience. 4/6/2017 5

6 Auxiliary/ Paraprofessional Salary calculations are based upon the number of years experience in the same or similar job. General Pay Increase Calculation Pay Grades General pay increases will be calculated for each employee by applying a percent increase approved by the Board to the District midpoint in each employee s pay range or step scale. Employees in the same pay range will receive the same percent increase of the midpoint of the range. Example: Midpoint x Percent Increase = Pay Increase Midpoint for pay grade PP03 is $13.53 per hour Pay increase budget approved by the Board is 2% Hourly increase for all employees in PP03 = $13.53 x 2% = $0.27 An hourly employee in PP03 is currently earning $12.40 per hour Employee s new hourly rate = $ $0.27 = $12.67 per hour An employee at the maximum of their pay grade/pay scale will not receive an increase without approval by the school board. Step Scales Step scale increases will be calculated for employees on a step pay schedule by applying the percent or flat rate amount increase approved by the Board. The increase will be applied as part of the step, when a step increase is issued. Individual Equity Adjustments The Superintendent or designee may make equity adjustments to an individual employee s pay to correct internal or external pay equity issues. Equity adjustments are made only on an as-needed basis at the direction of the Superintendent or designee. SUPPLEMENTAL PAY Pay for extra duties or assignments outside of the capacity of the employee's job description may be paid through supplemental pay. Examples of supplemental pay would include stipends for services provided outside of the capacity of the job description. DIFFERENTIAL PAY Due to the increase of duties or responsibilities when a position is vacated or a colleague is absent for an extended period, the Superintendent or designee may authorize differential pay. Differential pay is only paid for the duration of the extenuating circumstance to not exceed 60 days. Differential pay will be calculated based on what the employee would have earned if placed into the position permanently. NON DUTY DAYS Employees hired for positions requiring 12 months of service and at least 226 days but less than 248 days of service shall receive vacation days (non-duty days). The calculation for awarding of such days shall be in accordance with Hays CISD policy DED (LOCAL). For hiring purposes, these days shall not be included in employee compensation calculations. These vacation days (non-duty work days), regardless of hire date, shall be awarded in accordance with Hays CISD policy DED (LOCAL) and are earned when an employee satisfies their scheduled duties in accordance with the calendar, under which, they were hired or assigned. Example: A 230 Employee is hired on 7/14/2016. She will work 5/230 days for the school year and accrue 7 nonduty days. 4/6/2017 6
