33 5.3-2 DP To: From: Mayor and Members of Council Development Approval & Planning Policy Department Meeting: Subject: Growth Forecasts Review- Adjustment of 2041 Employment Forecast RECOMMENDATIONS That Report DP regarding Growth Forecasts Review- Adjustment of 2041 Employment Forecast, be received; and That Council support an addition of 5,000 jobs to Caledon's 2041 employment forecast, as endorsed by Council on March 18, 2014; and That a copy of this report be forwarded to the Region of Peel, and the Cities of Brampton and Mississauga for their information. EXECUTIVE SUMMARY On March 18, 2014, Council endorsed the following growth scenario for the Town: 2031: population: 113,000, employment: 49,000; 2041: population: 146,000, employment: 73,000. Since then, there have been further discussions amongst staff from Peel Region and the three Area Municipalities with detailed analyses on intensification and Greenfield density. To allow the Region of Peel to achieve the forecasted growth in the Growth Plan for the Greater Golden Horseshoe (as amended), it requires all the three Area Municipalities to adjust their preferred growth scenarios, including an incre.ase of the Town's 2041 employment forecast by 5,000 jobs. The purpose of this report is to provide Council with an update of the staff-level discussions and present the staff opinion with regard to the suggested increase in the Town's 2041 employment forecast for Council consideration. DISCUSSION Purpose(background) On March 18, 2014, Council endorsed the following growth scenario (DP ) for Caledon: 2031 : population: 11.3,000, employment: 49,000 o 2041 : population: 146,000, employment: 73,000 Page 1 of3
34 @IH セB スG セ The Town-preferred grovjth scenario was provided to Peel Region for a Region-wide growih distribution exercise that will determine the final grovvth forecasts for each Area Municipality for 2031 and Tile Cities of Mississauga and Brampton have also provided their respective growth scenarios to Peel Region for the same purpose. Since then, there have been discussions at the Region with regard to the total growth, as desired by all the Area Municipalities, that either excee.ds or fails to achieve the required growth forecasts for Peel Region in the Growth Plan (as amended). As a result of these discussions and analyses, staff from all the four municipalities supports the Town's growth scenario, as endorsed by Council on March 18, 2014, except that the Town's 2041 employment forecast is increased from 73,000 to 78,000 jobs. This increase of 5,000 jobs by 2041 is required in order to achieve conformity with the Growth Plan 2041 employment forecast for Peel Region. As directed by Council, Caledon staff also asked for a detailed Greenfield density analysis to make sure that the Town's Greenfield development will not be penalized for higher residential density due to its lower employment density. As a result of the analysis, Peel Region will be able to achieve the minimum Greenfield density target of 50 people and jobs combined per hectare, as required by the Growth Plan, if Caledon plans for its future Greenfield residential development at 65 residents per hectare and future Greenfield employment development at 30 jobs per hectare. This analysis includes the additiona15,000 job to the Town's 2041 employmer.t forecast. Staff is satisfied with the results given that the density assumption for Greenfield employment development in Caledon is closer to what was found in the Town's own employment needs study, which suggested a density target qf 29 jobs per hectare, and the density assumption for Greenfield residential development appears to be more reasonable to allow the Town to plan for future communities through creative urban designs to retain its community character. The addition of 5,000 jobs to the Town's 2041 employment forecast will also help the Town to achieve a desirable split between residential and non7residential tax, which wih help to ensure a long term fiscal sustainability. It INill increase the Town's employment activity rate from 50 percent to 53.4 percent by The residential and nonresidential tax split will also change favourably from 71/29 to 68/32. With all these considerations in mind, Town staff is of the opinion ihat the addition of 5,000 jobs to the Town's 2041 employment forecast should be suppo!ted. 35 5.3-4 DP improvement in tax revenues from non-residential properties (relative to residential properties) is consistent with the long-term goals for the Town. Applicable legislation and Requirements Growth Plan for the Greater Golden Horseshoe Amendment 2 Region of Peel Official Plan COMMUNITY BASED STRATEGIC PLAN Strategic Objective 20- Manage Growth and Use Land Wisely. NEXT STEPS Peel Region staff is scheduled to report to Regional Council on the draft Regional Official Plan Amendment on April24, There will be a Public Open House and a Public Information Meeting, as required by the Planning Act, in the following months to seek further input from members of the public. Peel Region staff plans to deliver the final Regional Official Plan Amendment for Regional Council adoption on July 3, After the Regional Council adoption of the Regional Official Plan Amendment, staff will be seeking Town Council direction to initiate a 5-year Official Plan Review, as required by the Planning Act, which will include a process of municipal comprehensive review for settlement area boundary expansions. Details about "where", "what", "when" and "how" development will be taking place within Caledon by 2031 and 2041 will be addressed throughout that process.
