1 REATA PARK AND EVENT CENTER Consideration of the Security/Operations and Maintenance Plan for the Reata Park and Event Center and an Extension to the Memorandum of Understanding with the San Juan Capistrano Open Space Foundation (Capital Improvement Project No.12201) 1

2 Why is the Security/Operations and Maintenance Plan Needed? To ensure the park project compliance with all applicable environmental mitigation and permit requirements (US Fish and Wildlife, California Dept. of Fish and Game) It is a requirement of the City s adopted Mitigation Monitoring and Reporting Program for the park The MOU with the Open Space Foundation requires the City to develop a maintenance budget and security plan 2

3 Operations and Maintenance Plan The Security/Operations and Maintenance Plan has three broad objectives: 1. To establish a framework to guide the City s efforts in maintaining the park improvements; 2. To provide sufficient security to protect the investment reflected in the park improvements and to protect the park s users; 3. To establish an operations plan to assure that the types of allowable uses are consistent with the park s facility improvements and Mitigation Monitoring Plan from the adopted Environmental document. 3

13 OPERATIONS AND MAINTENANCE COSTS Initial O & M costs for Reata Park mostly covered by revenues from the City s current operation of the Riding Park Staff to manage O & M budget to stay within current revenues received Goal is that the Eastern Open Space Area will be self sustaining 13

14 Memorandum of Understanding The Foundation has submitted a letter requesting an extension of time to the Memorandum of Understanding. The current term will expire on December 31, The Foundation is requesting an extension to the term of time to March 31, 2014; however, an extension to June 30, 2014, is proposed to assure completion of all of the requirements. 14

15 RECOMMENDATION By motion, 1. Approve the Reata Park and Event Center Security/Operations and Maintenance Plan; and, 2. Approve an amendment to the Memorandum of Understanding with the San Juan Capistrano Open Space Foundation. 15
