2 POSITIVE RESPONSE: Nebraska811 does not respond to the excavator or mark lines on behalf of any utility. Every utility that receives a locate request must respond to the excavator by either marking or indicating no conflict It is common for a utility to contract with a 3 rd party locating company. to provide the required responses. The 3 rd party company may locate multiple facilities at your dig site Mark the buried facility following best practices marking standards. No Conflict: Inform the excavator within the statutory timeframe. Stand By requests are not scheduled via Nebraska811. Utilities must respond with a request for Stand By within the Statutory time frame.

TICKET TYPE Standard Meet Requested Non Compliance DESCRIPTION Standard locate request Locate requesting on site meet A non-emergency request that indicates the excavator will dig before the required notice RESPONSE TIME 2 working days 3 working days 2 working days Those ticket types include: Design A request used to obtain utility contact information for the pre-construction phase of a project. This is not a locate request and does not require a response from the Utility. No response required Incorrect Locate Second notification to any utility that did not correctly mark the original request 2 hours Best Practice
4 RESPOND: TICKET TYPE Emergency DESCRIPTION Request meeting the emergency definition RESPONSE TIME As soon as possible 2 hours Best Practice Emergency condition, defined. Emergency condition shall mean any condition which constitutes a clear and present danger to life, health, or property or which demands immediate action to prevent or repair a major service outage. False Emergencies need to be reported as a One Call Violation. Many times, a false emergency can only be determined by the locator after they have observed the excavation site.

10 When to REFRESH the Marks: BEST PRACTICE: REFRESHING THE MARKS Markings provided by operators shall be valid for a period of 10 business days from the proposed starting date provided to Nebraska811. The person responsible for the excavation project shall renew the notification with Nebraska811 at least 2 business days prior to this expiration date and shall continue to renew such notification in the same manner throughout the duration of the excavation. The renewal notice shall be valid for a period of 10 business days from the proposed starting date of the renewal notification.
11 PRIVATELY OWNED LINES: Privately owned underground facilities are not required to be marked by representatives of One Call Member facility operators beyond the demarcation point of each facility (e.g. Private Property) and can vary depending on the type of facility and policies of the facility operator. Prior to excavating, the excavator should be aware that privately owned buried facilities may exist within the work area. The excavator should inspect the work area for signs of private utilities and contact the private facility owner to verify the location. Examples of private facilities include but are not limited to: Natural gas lines running to fire pits, BBQ grills, detached garage, etc. Landscape lighting, invisible pet fencing Underground sprinklers Electric lines running to out buildings, for parking lot lighting or commercial signage Private sewer and water including septic laterals and water service Electric lines to center pivots Farm tap service lines

13 , Damage; duty of excavator NEBRASKA STATE LAWS REQUIRE THE EXCAVATOR TO CALL NEBRASKA811 IF A DAMAGE TO AN UNDERGROUND UTILITY OCCURS. To be compliant, damages must be reported to the call center. If any underground facility is damaged, dislocated, or disturbed before or during excavation, the excavator shall immediately notify the center. An excavator shall not conceal or attempt to conceal damage, dislocation, or disturbance of an underground facility and shall not repair or attempt to repair the underground facility unless authorized by the operator of the underground facility.
