5 Money Matters Highway Bill and Trust Fund Status FAST Act Current Transportation Program Ends September 30, 2020 Provides Approximately $42.4 billion Nationally, $409 million for Kansas, in FY2019 Highway Trust Fund Mix of resources identified to adequately fund programs through the FAST Act Needed - Long Term fix to remain solvent in Future Years
6 Preservation Focus KDOT has history of solid Pavement Management & Pavement Preservation programs Increased Preservation Focus during T-Works & into the Future FHWA approved Federally-Eligible Kansas 1R Pavement Preservation Program December 2017 KDOT utilized $43 million in Federal funds in State Fiscal Year (SFY) 2018 $95 million in Federal funds Anticipated in SFY 2019.
7 Preservation Focus: TAMP & TPM MAP-21 and FAST Act Required development of: Transportation Performance Management (TPM) Targets Transportation Asset Management Plans (TAMP) Enables Decision Makers to make Cost Effective Decisions that Enhance Mobility & Safety - while Protecting & Preserving Transportation Assets at Target Levels
8 Preservation Focus: TAMP and TPM KDOT Initial TAMP was certified in October 2018 Kansas Initial 2 and 4 year Performance Targets NHS Pavement Targets concurred on by FHWA in September 2018 KDOT is currently Developing its final TAMP Due - June 2019 Final TAMP will Include Investment Strategies

10 Enhancing Asphalt Pavement Durability Studies show: Compaction is essential for Long-Term Pavement Performance Today s Compaction Target - Typically 92% of Maximum Theoretical Specific Gravity (Gmm) A 1% increase in Field Density can Increase Asphalt Pavement Service Life by up at least 10%
