Require new and substantially improved buildings be constructed in ways that minimize flood damage. Transfer cost of private property flood losses from taxpayer to property owner. The Three-Legged Stool The NFIP balances three related program areas: Flood Hazard Identification (mapping). Floodplain Management (regulations such as building codes and zoning). Flood Insurance (availability of insurance for property owners in participating communities). 14 FLOOD INSURANCE STUDY A flood insurance study (FIS) is a compilation and presentation of hydrologic and hydraulic determinations made for specific watercourses within a municipality. The FIS delineates flood hazard areas and establishes flood elevations thereby serving as the basis for regulating floodplain development and providing flood insurance. FLOOD INSURANCE STUDY Appraises a community's flood problems Estimates flood flow frequency Establishes flood elevation profiles Plots floodplain boundaries Provides data to delineate floodways in some communities Establishes insurance risk zones ASSUMED HYDROLOGIC AND HYDRAULIC CONDITIONS Flood hazard determinations are based on conditions that will exist twelve months from completion of the draft FIS report. FIS NARRATIVE Background, authority, scope Principal flood problems Existing proposed flood control projects Engineering methods used Floodplain management/insurance applications HYDROLOGY Distribution and circulation of water in the atmosphere, on land, and underground. 20 Approximate A Zone Elevations Simplified and Detailed Methods Simplified methods: Detailed studies are not available. Simplified methods can provide estimated BFEs. If you lack confidence in simplified estimation methods, require property owners to provide BFEs based on detailed studies Contour interpolation Data extrapolation (rarely applicable) Culvert hydraulics Detailed methods: Floodplain geometry (topography) Flood frequency Discharge (hydrology) Flood discharge Stage (hydraulics) Contour Interpolation and Data Extrapolation Contour Interpolation Both are simplified methods, and cannot be used to support LOMA and LOMR-F applications. Obtain a topographic map of the site. Reduce/enlarge to FIRM scale. Overlay Zone A floodplain boundary on the topographic map. Does floodplain boundary follow contour lines within acceptable limits? (Elevations of left and right overbanks must be within one-half of the contour interval of the map.) If accuracy is acceptable, determine the BFE. 24 Definitions You Must Know Topics We ll Cover: Special Flood Hazard Area Base Flood Floodway Lowest Floor Basement Development Substantial Improvement Substantial Damage Definition of Base Flood Definition of Special Flood Hazard Area Darkly shaded area on a Flood Hazard Boundary Map or a Flood Insurance Rate Map which identifies that area that has a 1 percent chance of being flooded in any given year. The FIRM identifies these shaded areas as flood zones A, AO, AH, A1-30, AE, A99, V, V1-30, and VE. FLOODWAY A flood that has a one-percent chance of being equaled or exceeded in any given year. 26 Pile Foundation Definition of Basement Basement or Cellar is that portion of a building having its floor subgrade (below ground level) on all sides. Low est Low est Floor A Zone Floor V Zone Definition of Development...means any man-made change to improved or unimproved real estate, including but not limited to buildings or other structures, mining, dredging, filling, grading, paving, excavation or drilling operations or storage of equipment or materials. Definition of Substantial Improvement... This term includes structures which have incurred substantial damage, regardless of the actual repair work performed. Definition of Substantial Improvement Any reconstruction, rehabilitation, addition, or other improvements of a structure, the cost of which equals or exceeds 50% of the market value of the structure before the start of construction of the improvement. Definition of Substantial Damage Damage of any origin sustained by a structure whereby the cost of restoring the structure to its before damaged condition would equal or exceed 50% of the market value of the structure before the damage occurred. Any project for improvement of a structure to correct existing violations of state or local health, sanitary, or safety codes which have been identified by the local code enforcement official and which are the minimum necessary to assure safe living conditions or... Any alteration of an historic structure, provided that the alteration will not preclude the structure s continued designation as an historic structure. 29 Elevation Requirements for Zones VE and V All new construction and substantial improvement shall be elevated on adequately anchored pilings or columns and securely anchored to such pilings or columns so that the lowest horizontal portion of the structural members of the lowest floor is elevated to or above the BFE.
