The competent authority has approved the implementation guidelines for the revised IS 16232:2014 and the revised STI (Doc: STI/16232/2, September 2017). A copy of the implementation guidelines and revised STI are enclosed herewith for further action and compliance. All BOs shall inform all Applicants/Licensees under their jurisdiction about the revised standard and ensure implementation of the above guidelines and STI with immediate effect. 2 CENTRAL MARKS DEPARTMENT-2 Our ref: CMD-2/16: Subject: Guidelines for implementation of Amendment No. 2 to IS : 2014 Iron Fortified Iodized Salt (Double Fortified Salt) Food Grade Specification 1. Amendment No. 2 to IS : 2014 Iron Fortified Iodized Salt (Double Fortified Salt) Food Grade Specification has been published and notified vide Gazette Notification S.O.2195 (E) dated The last date for implementation of the amendment is All BOs may inform the Applicants and Licensees under their jurisdiction about the issuance of the above amendment. 3. The significant changes in the amendment, as listed in the Table below, are given for the purpose of general guidance. BOs shall ensure that the product conforms to all the requirements, as applicable, as per the amended Standard. Clause Table 1 and Annex G Annex E Annex D Requirement The method for determination of matter insoluble in dilute HCl has been incorporated. The formula for calculation of Sodium hexa meta phosphate, percent by mass on dry basis, has been incorporated. Drying of precipitate has been incorporated in the procedure of estimation of phosphorus content. 4. Consequent upon the issuance of the amendment, existing STI has been revised as Doc: STI/16232/2, (copy enclosed, Annex A).The major change in the revised STI is that the method for determination of matter insoluble in dilute HCl has been incorporated in Table The last date for implementation of Amendment no. 2 to IS : is 03 December The guidelines for implementation of the amendment is given below: A. For Licensees: (i) Licensees shall be advised to submit the following by 03 December 2017: a. Acceptance for the revised STI in the prescribed format. b. Declaration regarding availability of testing equipment as per amended specification on CMD/PF 306. c. In-house/independent test report as per IS : 2014 (incorporating Amendment No. 2). (ii) On receipt of confirmation from the licensees on implementation of the amendment by them and the above information, necessary endorsements may be issued by BO. (iii) All Licensees shall switchover to the amended Standard by ROs/BOs shall ensure that no Licences are under operation as per the Standard without amendment no. 2 after 03 December 2017.

3 (iv) Actions shall be taken as per OMPC 2004, as amended from time to time / CMD guidelines on the subject, if the licensee fails to comply with guidelines given at 6 A (i) above, by 03 December (v) Verification of additional requirements and facilities, if any, shall be done during the next surveillance visit. An early inspection shall be planned to verify the availability of additional testing equipment, as per amended specification, with the licensees, after obtaining declaration on CMD/PF 306. During the inspection, sample shall be drawn for independent testing to ensure conformity of the product to the amended standard. In case sample drawn during inspection fails in factory/independent testing as per the amended version, further actions are to be taken as per OMPC 2004, as amended from time to time. B. For Applicants: (i) Applications which are recorded henceforth shall be processed only as per IS : 2014 (incorporating amendment no. 2). (ii) Existing applications, where sample of product is under testing/test reports are already available or visits were already undertaken or sample of product is under testing, may be processed as per the old Standard without incorporating amendment no.2. For any Application which is processed as per the old Standard, the applicant shall give a declaration that they will switch over to the amended Standard by 03 December (iii) Beyond 03 December 2017 no Licence shall be granted as per the old Standard. 7. 4 Annex A DOC: STI/16232/2 SCHEME OF TESTING AND INSPECTION FOR CERTIFICATION OF IRON FORTIFIED IODIZED SALT (DOUBLE FORTIFIED SALT) FOOD GRADE ACCORDING TO IS : 2014 (Incorporating Amendment No. 1 & 2) 1. LABORATORY 1.1 A laboratory shall be maintained, which shall be suitably equipped and staffed, where different tests given in the specification shall be carried out in accordance with the methods given in the specification. 1.2 All test apparatus/measuring instruments shall be periodically checked and calibrated and records of such checks/calibration shall be maintained. 2. TEST RECORDS 2.1 All records of tests and inspections as per this scheme of testing and inspection shall be kept in suitable forms approved by the Bureau. 2.2 Copies of any such records that may be required by BIS shall be made available at any time on request. 3. QUALITY CONTROL 3.1 It is recommended that, as far as possible, Statistical Quality Control (SQC) methods may be used for controlling the quality of the product during production as envisaged in this Scheme [See IS 397(Part I), IS 397(Part 2),IS 397 (Part 3) and IS 397(Part 4)]. 3.2 In addition, effort should be made to gradually introduce a Quality Management System in accordance with the quality system module as per IS/ISO 9001 as appropriate to the activities of the organization. 4. MARKING 4.1 Standard Mark - The Standard mark(s) as given in Column (1) of the first schedule of the licence shall be suitably printed/stenciled with indelible ink or printed on each package provided always that the material in each package to which this mark is applied conforms to every requirement of the specification. 4.2 Other Marking - Each package shall bear, legibly and indelibly following information: a) Name IRON FORTIFIED IODIZED SALT (DOUBLE FORTIFIED SALT) ; b) Name and address of the manufacturer; c) Net Quantity; d) Date of manufacturing (month and year); e) Batch No. / Lot No. ; f) Licence No. (CM/L-..) g) Iron content; h) Iodine content when packed;

5 i) Best before (month and/or year in capital letters); j) Instructions for storage store in a cool and dry place ; k) Any other details required under the Legal metrology (Packaged commodities) Rules, 2011 and Food Safety & Standards (Packaging & Labelling) Regulation, 2011; l) BIS website details: 5. PACKING 5.1 The material shall be packed as per clause 4 of IS : The packages shall be securely closed. In case of small packings the material shall be packed in food grade plastic as per clause 4.3. Food grade certificate for each consignment of plastic shall be obtained and record shall be maintained. Thickness of the plastic shall be tested in factory or a test certificate shall be obtained for each consignment and record shall be maintained accordingly. 6. RAW MATERIAL 6.1 Salt used for manufacture of double fortified salt shall be tested for sodium chloride content and moisture as per clause 3.2 of the Indian Standard. Test records for all such tests shall be maintained as per Table LEVELS OF CONTROL 7.1 The analysis and tests as indicated in Table 1 and at the levels of control specified therein, shall be carried out on the whole production of the factory covered by this scheme and appropriate records and charts maintained in accordance with paragraph 2 above. All the production which conforms to the Indian Standards and covered by this licence shall be marked with the Standard Mark. 8. CONTROL UNIT 8.1 For the purpose of this scheme, the quantity of material blended with same premix composition in a day shall constitute a batch or control unit. 8.2 On the basis of the test results, decision regarding the conformity or otherwise of a control unit for a given requirement of specification shall be made as follows: 8.3 One sample shall be drawn at every 4 hrs and tested for iodine and iron content. In case of failure the material produced during the period shall be rejected and sample at every ½ an hr shall be tested till three samples pass. The material thus rejected may be reprocessed. The reprocessed material may be marked if sample drawn from the material passes all the requirements including iodine and iron content. 8.4 One sample shall be drawn at every 8 hrs and tested for the requirements of description (cl. 3.1), moisture (cl. 3.4), particle size (cl. 3.3), chloride content (cl. 3.4) and ph (cl. 3.4). If the sample fails, in any of these requirements, the entire 8 hrs production shall be considered unfit for the purpose of marking.

6 8.5 A composite sample shall be prepared from all the sample drawn from each shift production in a day, which were found to have passed the requirements of description, moisture content, particle size, chloride content, ph, iodine and iron content as mentioned at 8.3 and 8.4 above. This sample when tested shall conform to all other requirements of the specification (See table 1 of the Scheme). If the sample fails, in any of this requirement, the day s production shall be considered unfit for the purpose of marking. 8.6 In respect of all other clauses of the specification and at all stages of production, appropriate controls and checks shall be maintained by the factory so as to ensure that the product conforms to the various requirements of the specification. 8.7 The material shall be processed, packed, stored and distributed under hygienic conditions and the manufacturing premises shall be maintained in a thoroughly clean and hygienic manner (See IS 2491:2013, Food Hygiene General Principles Code of practice). 9. REJECTIONS 9.1 A separate record providing the detailed information relating to the rejected control units and the mode of their disposal shall be maintained. Such material shall in no case be stored together with that conforming to the specification. 10. SAMPLES 10.1 The licensee shall supply, free of charge, the sample or samples required in accordance with the Bureau of Indian Standards (Certification) Regulations, 1988, as amended from time to time, from the factory or godown. BIS may draw samples from the open market, if available. 11. REPLACEMENT 11.1 Whenever a complaint is received soon after the goods with Standard Mark have been purchased and used, and if there is adequate evidence that the goods have not been misused, defective goods shall be replaced free of cost by the licensee in case the complaint is proved to be genuine and the warranty period (where applicable) has not expired. The final authority to judge the conformity of the product to the Indian Standard shall be with the Bureau. The firm should have its own complaint investigation system as per IS In the event of any damage caused by the goods bearing the Standard Mark, or any claim being filed by the consumers against BIS Standard Mark and not conforming to the relevant Indian Standard, entire liability arising out of such non-conforming product shall be of the licensee and BIS shall not in any way be responsible in such cases. 12. STOP MARKING 12.1 The marking of the product shall be stopped under intimation to the Bureau if, at any time, there is some difficulty in maintaining the conformity of their product to the specification due to any reason. The marking may be resumed as soon as the defects are removed under intimation to BIS.

7 12.2 The marking of the product shall be stopped immediately if directed to do so by BIS for any reason. The marking may then be resumed only after permission by BIS. The information regarding resumption of marking shall also be sent to BIS. 13. PRODUCTION DATA 13.1 The licensee shall send to BIS as per the proforma (Annex I) to be authenticated by a Chartered Accountant or by the manufacturer by giving an affidavit/undertaking, a statement of quantity produced, marked and exported by him and the trade value thereof at the end of each operative year of the licence. Reasons for not covering the quantity under certification shall also be indicated with due justification.
