1 Prerequisites for EOP Creation: Hazard Identification and Assessment Presentation to: Advanced Healthcare Emergency Management Course

2 Objectives Upon lesson completion, you should be able to: Understand what an Emergency Operations Plan (EOP) is and recognize its benefits and importance Understand the development of the EOP Describe methods for completing hazard identification and threat analysis Define the goal and identify components of a Hazard Vulnerability Analysis (HVA)

3 What is an Emergency Operations Plan? EOP Overview An EOP is the critical element of the Emergency Management Program (EMP) Based on a well-considered HVA Is required by accreditation and regulatory agencies

4 EOP Overview An EOP is a living document that: Assigns responsibilities to departments and individuals for carrying out specific actions when an emergency exceeds the capability or routine responsibility of any one organization, facility, agency, or institution

5 EOP Overview Sets up lines of authority and organizational relationships Shows how all actions will be coordinated Describes how people and property will be protected in emergencies and disasters

6 EOP Overview Identifies personnel, equipment, facilities, supplies, and other resources available: - Within the healthcare agency - Among community partners Identifies steps for mitigation during planning, response, and recovery activities Cites its legal basis and approval

7 What are the Benefits of Having an EOP? An EOP supports organizational operations and the provision of care while continually protecting the organization s staff and facilities by: - Ensuring a set period of predictable behavior following an emergency - Providing specific guidelines - Establishing a team of people to manage the situation - Arranging for expert consultation and support

8 How is an EOP developed and maintained? An EOP is developed with the involvement of the leaders and community partners

9 EOP Elements and Prerequisites The EOP should: Outline the organization s strategy for responding to and recovering from any hazard or incident Focus on providing overall direction, control, and coordination structures and processes to be used by the facility

12 EOP Prerequisite: Hazard Vulnerability Analysis (HVA) An HVA is an organized and formal approach to evaluating the probabilities and consequences of all hazards that might affect a facility Hazard Vulnerability Analysis Flood (Internal & External) Ice Storm Epidemic Tornado Bomb Threat Hazards Ten and Above

13 EOP Prerequisite: Hazard Vulnerability Analysis (HVA) To create an HVA, these need to be assessed: Identifiable Hazards Probability/Risk of Hazard Vulnerability to Hazard Preparedness Efforts

14 What are Hazards? Natural and/or man-made objects or events which provide for potential adverse effects on the health and safety of individuals, communities, and/or the environment, as well as the activity of business and other social, political, and economic considerations

16 Take an All-Hazards Approach Be sure to think outside the box Include all types of hazards, man-made or natural Consider hazards within the facility, as well as in the surrounding community and environment Use historical data Look at other healthcare EOPs and HVAs

18 Hazard Vulnerability Analysis (HVA): Consult a Variety of Sources Review your county EOP and HVA Visit various state and federal websites to view hazard maps Consult for flood maps View the National Weather Service s history of storms Access hazard maps for Georgia at:

19 Hazard Vulnerability Analysis Hazard Identification Aims to determine the qualitative nature of: - The source of the hazard - Potential adverse consequences - The strength of the hazard - Effects Once hazards are identified, prioritize risks

20 Consider Probability/Risk of Hazards Individual risk can be thought of as the probability that an incident or event will occur Overall risk is determined by taking into consideration the: - Probability (risk) of an incident or event - Vulnerability to the impact of the incident or event - Preparedness efforts

22 Managing Risks Identify unacceptable concentrations of risk or critical single points of failure Develop a Risk Reduction Plan, which helps to ensure preparedness

24 Managing Risks Risk Reduction Plan: Accept the risk where the impact and probability are low Transfer the risk through insurance when appropriate Avoid the risk by removing the source of the threat (prevention) Manage the risk if it is frequent, but of low impact, by monitoring and finding a way to reduce it Reduce the risk through mitigation activities or outsourcing

25 Once HVA is Complete Use HVA results to: Determine areas that require the most attention and which are most important Tailor sections of the EOP to address organizationaland/or community-specific hazards Classify from greatest risk down to low-level risk areas

26 Unit 8 Practical Activity HVA Questionnaire Instructions: In your group, work through the Power Failure and Tornado HVA Questionnaires from YOUR facility s perspective. Discuss some mitigation and risk-reduction strategies for each.

27 Hazard Identification and Assessments Unit Review An EOP is: a living document outlining specifics for an emergency situation an essential component of the program developed by the committee HVA is required for all EOPs: assesses risks & vulnerability defines needed preparedness measures
