4 Executive Summary British Clumbia s natural terrain hlds the ptential fr a number f emergencies and schls, schl districts, lcal gvernments and the prvincial gvernment all have plans t manage their peratins during such emergencies. The B.C. Educatin Sectr Integrated Respnse Plan fr Catastrphic Earthquake cnnects these plans, with prtcls and respnsibilities that align the educatin sectr s cllective respnse t the catastrphic earthquake scenari detailed in Emergency Management BC s (EMBC) B.C. Earthquake Immediate Respnse Plan. This plan was develped jintly by the Ministry f Educatin and EMBC, in partnership with the BC Schl Trustees Assciatin, BC Schl Superintendents Assciatin, BC Principals and Vice-Principals Assciatin, BC Assciatin f Schl Business Officials, First Natins Educatin Steering Cmmittee and Federatin f Independent Schl Assciatins BC. BC s Educatin System Our K-12 schl system educates mre than 630,000 public, independent and hme-schled students each year. The Minister f Educatin and lcal bards f educatin c-gvern the public educatin system, supprted by the Ministry and schl district staff, and wrking clsely with the wider netwrk f educatin sectr partners, including prfessinal educatin rganizatins, public libraries, First Natins representatives, prvincial ministries and agencies and the private sectr. The Minister, supprted by the Ministry, als gverns the independent schl system, wrking in partnership with the independent schl authrities and prfessinal rganizatins. First Natins schls are gverned by First Natins chiefs and cuncils, and funded by the Federal Minister f Indigenus and Nrthern Affairs. They are als supprted by the B.C. Ministry f Educatin and the First Natins Educatin Steering Cmmittee. Educatin Sectr Emergency Planning The entire educatin sectr wrks hard t plan fr and mitigate any threat t the safety f students. The Ministry f Educatin, districts, authrities, First Natins schls and prfessinal educatin rganizatins have their wn emergency plans which detail the respnse f that rganizatin t an emergency (See Appendix C: Educatin Sectr Emergency Plans). This B.C. Educatin Sectr Integrated Respnse Plan unifies sectr emergency planning with that f lcal gvernments and EMBC, withut replacing thse plans. 5 The Plan: Crdinating a Sectr-wide Respnse t a Catastrphic Earthquake This plan is based n a catastrphic earthquake in Victria r the Lwer Mainland, as laid ut in the B.C. Earthquake Immediate Respnse Plan. The highest level f severity, a catastrphic emergency, affects a number f lcal gvernments r regins, needs a significant respnse and supprt frm all levels f gvernment (frm lcal t Federal), and requires a large and likely lng-term recvery effrt. The B.C. Educatin Sectr Integrated Respnse Plan details hw the Ministry f Educatin, schl districts, independent schl authrities, and public, independent, and First Natins schls wuld wrk tgether: Immediately fllwing a catastrphic earthquake (until immediate life-saving effrts end) During the sustained respnse (the management f damage) During the lng-term recvery (rebuilding f infrastructure) While this plan fcuses n a catastrphic earthquake that has a serius impact n many cmmunities and schls, many f the respnse prtcls culd als be applicable t ther majr emergencies. As Emergency Management BC develps additinal planning fr ther catastrphic emergency situatins, the educatin sectr partners will cntinue t crdinate with thse plans. 3 Respnse Phases: 5
6 Intrductin British Clumbia s natural features, frm ceans t muntains, hld many gifts but these gifts are als accmpanied by a ptential fr catastrphic emergencies. While we may nt always be able t prevent such disasters, the best defense is careful preparatin fr the wrst scenaris and ur mst vulnerable citizens. The B.C. gvernment is wrking t predict, manage and mitigate the cnsequences f such disasters. This wrk, crdinated by Emergency Management BC, brings tgether the planning and respnse effrts f prvincial ministries, gvernment agencies and lcal gvernments acrss the prvince. Central t this planning is the Prvince s British Clumbia Emergency Management System guide (2016) and B.C. Earthquake Immediate Respnse Plan (2015). The B.C. Earthquake Immediate Respnse Plan details BC s large-scale emergency management structures and systems, shwing hw lcal and prvincial bdies wuld wrk tgether in the event f a catastrphic earthquake centered n the Lwer Mainland r Castal Vancuver Island. The educatin sectr is cmmitted t supprting the Prvince s emergency planning prcess, ensuring that students and educatrs are as safe as pssible in a majr disaster. In 2015, the Ministry f Educatin published the Emergency Management Planning Guide fr Schls, Districts and Authrities, which details effective schl and district respnses t a range f emergency situatins. Since the develpment f this handbk and tlkit, mst schl districts have created detailed staff and schllevel materials and training fr emergency respnse. Successful emergency management is a cllabrative effrt, designed t ensure that many partners, at many different levels f gvernment, are able t wrk tgether smthly during an emergency situatin. Successful planning is als nging. Plans shuld be sufficiently cmplete t allw anyne using them t act clearly and decisively, but als sufficiently flexible t allw fr change in respnse t new situatins. 6
7 The Organizatin f the B.C. Schl System The B.C. schl system is c-gverned by the Ministry f Educatin and lcally-elected bards f educatin. The Ministry prvides high-level plicy directin and funding fr the schl system, while bards f educatin manage schl facilities, staffing and the delivery f educatin prgrams t B.C. s apprximately 550,000 public schl students. (See Appendix B: Organizatin and Gvernance f Educatin in B.C.) Additinally, the Ministry prvides gvernance and standards fr the independent schl system, and its apprximately 80,000 students, as well as funding fr the majrity f the 355 registered B.C. independent schls. Like public schls, independent and First Natins schls are respnsible fr the educatin f their students. They d nt, hwever, receive capital funding fr their schl facilities and have greater autnmy in hw they educate students. Independent schls are managed by independent schl authrities, which act like bards f educatin, but ften nly manage the peratins f a single schl. First Natins schls are managed by First Natins, under the jurisdictin f Indigenus and Nrthern Affairs Canada, with separate funding and standards. There are apprximately 130 First Natins schls in B.C. and 25 f these schls are certified B.C. independent schls, receiving similar funding and directin frm the Ministry f Educatin as ther independent schls in the prvince. Schl bards, independent schl authrities and First Natins chiefs and cuncils manage emergency planning fr schls in B.C. As the wners f schls and schl resurces, they are als the main pint f cntact fr any resurce requests r emergency planning with lcal gvernments. In a catastrphic emergency, the safety f all students is paramunt and British Clumbia s emergency respnse and supprt prcedures will apply t all public, independent r First Natins schls. Structure f Emergency Respnse in British Clumbia In British Clumbia, the authrity and regulatin fr emergency management planning and respnse is established by the fllwing legislatin: Emergency Prgram Act 1996 Emergency Prgram Management Regulatin 1994 Cmpensatin and Disaster Financial Assistance Regulatin 1995 Lcal Authrity Emergency Management Regulatin 1995 These statutes allw emergency respnse t be effectively scaled t the severity f the emergency. 7

9 All levels f emergency respnse are further rganized by the British Clumbia Emergency Management System, which lays ut the prcess fr emergency preparatin and management, as well as the functinal structure fr invlved rganizatins. The assignment f clearly defined functins t the different rles f the Incident Cmmand System (cmmand, planning, lgistics, peratins and finance/administratin) f emergency management allws efficient and effective cllabratin between a wide range f different agencies that may have little r n previus experience wrking tgether. 10 Preparing the Educatin Sectr fr a Catastrphic Earthquake While the Ministry f Educatin, schl districts and authrities have all made real effrts t mitigate the ptential effects f a catastrphic earthquake, such events have massive and unpredictable destructive ptential. If a catastrphic earthquake hits the Lwer Mainland r Greater Victria, there will likely be: Large numbers f peple hurt and killed Damage t apprximately 30 percent f buildings in Victria and the Lwer Mainland Wide disruptin f utilities and digital cmmunicatins (i.e., electricity, gas, telephne, cell phne services, and internet) Damage t r cmplete destructin f transprtatin systems and infrastructure, such as rads, highways, bridges, tunnels, railways, airprts, and sea prts During the initial respnse, the fcus f respnders will be n: Saving lives Reducing immediate threats t life Ensuring public health and safety Prviding emergency scial services and mass care Restring critical facilities, cmmunicatin, utilities and transprtatin infrastructure Understanding the situatin and helping the public t understand hw best t respnd The catastrphic earthquake scenari in this plan is based n the scenari detailed in the B.C. Immediate Respnse Plan (pg. 23). While lw prbability, either a magnitude 7.3 earthquake beneath Vancuver r a magnitude 7.0 earthquake beneath Victria, are likely t cause serius damage and significant casualties, with a very large and lng-lasting ecnmic impact. Schl, district, authrity and Ministry staff shuld plan t be cut ff frm services and aid fr up t a week. Fllwing an earthquake f this size, sme schl buildings may have be unusable, while sme may weather this event well and be able t be used as a cmmunity resurce r receptin centre. 11 Organizatin f the Educatin Sectr During a Catastrphic Earthquake During a catastrphic earthquake, the nrmal gvernance structures f the educatin system will remain, but there will be an increased requirement fr greater cllabratin and cmmunicatin between the educatin sectr and prvincial and lcal emergency management partners, wh will: Activate all applicable emergency plans (See Appendix C: Educatin Sectr Emergency Plans) Establish Incident Cmmand System rganizatinal structures, as detailed in the B.C. 12 Phases f an Emergency Respnse There are three defined phases t emergency respnse: 1. Immediate Respnse Phase The Immediate Respnse Phase is the time between the emergency event and the end f immediate life-saving activities, up t a week later. 2. Sustained Respnse Phase The Sustained Respnse Phase is the perid f nn-life saving respnse which lasts frm between apprximately a week after the event t between 3 and 12 mnths later. 3. Recvery Phase The Recvery Phase is the perid f rebuilding and recvery after life saving and nn-life saving respnse has finished. Recvery frm a catastrphic emergency can require years r decades. Immediate Respnse in the Educatin Sectr Educatin Sectr Challenges and Pririties Fllwing a catastrphic earthquake, cmmunities, schls and businesses will face a number f immediate challenges: Emergency respnders and health systems may be challenged by a large number f casualties Aftershcks are likely fr at least a week, sme f them dangerus earthquakes in their wn right Damaged buildings may ptentially cllapse fllwing the first quake r during aftershcks. It will be challenging t assess the safety f s many buildings (including schls) and the ptential fr cllapse may prevent their use fr a lng time Infrastructure damage t rads and utilities will likely prevent their use and create nging dangers, such as lcalized flding, gas leaks and electrcutin risks Damage t transprtatin infrastructure is likely t create fd and water shrtages, particularly in the first three weeks During this first week, the educatin sectr as a whle will be fcused n: Ensuring the safety f students and staff, including managing injuries where pssible Reuniting students with their families Mving students and staff t emergency receptin centres if their families cannt be cntacted r they are unable t return hme Assessing the structural safety f schl buildings 12
13 Ministry f Educatin Challenges, Pririties and Actins Challenges Fllwing a catastrphic earthquake, the Ministry f Educatin may experience a number f challenges, including: Staff injuries, casualties r challenges in reprting t wrk Damage t r destructin f Ministry buildings and infrastructure Damage t cmmunicatin netwrks, impacting the Ministry s ability t cnnect with districts, authrities, partners and stakehlders Pririties The Ministry f Educatin has three main pririties during any emergency: 1. Act as a primary pint f cntact fr the K-12 educatin sectr Understanding the status f districts and schls invlved in an emergency, including if pssible, the status f affected students Supprting the effrts f schls, schl districts, lcal emergency managers, and the prvincial emergency management system t ensure that students are safe 2. Supprt the prvincial emergency respnse Prviding timely infrmatin n the status and requirements f the K-12 educatin sectr Supprting schls and districts that are prviding emergency respnders with resurces such as schl space r busses 3. Maintain the critical functins f the Ministry supprting the educatin sectr Ensuring funding and resurces fr districts cntinue s that staff can be paid and peratins maintained Ensuring that Ministry s student and schl recrd systems are secure The Ministry f Educatin als has defined respnsibility, within the B.C. Earthquake Immediate Respnse Plan, t: Prvide a liaisn t the Prvincial Emergency Crdinatin Centre t supprt the Emergency Scial Services Branch Prvide expertise and/r plicy directin regarding schl system requirements and accuntabilities Prvide supprt t schl bards and schl districts t interpret plicy and revise guidelines in rder t meet the immediate needs f students during the emergency Prvide the status f schl facilities in the impact areas Supprt the crdinatin and access t schl facilities and schl district resurces 13
14 Ministry Actins In the event f a catastrphic earthquake, the Ministry f Educatin will: 1. Activate the Ministry Operatins Centre (MOC) at Level 3 (See Appendix D: Ministry Operatins Centre (MOC) Activatin Levels) As staff may nt be able t reach Ministry ffices immediately after a catastrphic earthquake, full activatin may require sme time, but a Ministry Operatins Centre Directr r liaisn will be available t ministry staff r schl district emergency cntacts within 3 hurs f the event. The Ministry Operatins Centre will be lcated at either 620 Superir St, Victria r (in the event f structural damage t the main Ministry ffices) at the Ministry s warehuse space, 6578 Bryn Rd, Saanichtn, near the Prvincial Emergency Crdinatin Centre. 2. Activate All Business Cntinuity Plans The Ministry has identified a number f key business functins, including ensuring district and authrity funding and Ministry IT supprt as critical services t districts, schls and students. Staff and systems t supprt these functins are managed by the Ministry Operatins Centre Plan and the supprting Business Cntinuity Plans. It shuld be nted that the Ministry f Educatin s critical IT infrastructure, including MyEducatin BC servers, is lcated utside the Victria and the Lwer Mainland t ensure the security f schl and student infrmatin in a catastrphic earthquake. 3. Establish Cntact with EMBC, Schl Districts, Authrities and FN Schls One f the first gals f the Ministry Operatins Centre Directr will be t establish cntact with any affected schl districts and the Prvincial Emergency Crdinatin Centre. 4. Maintain Infrmatin n the Status f Affected Students and Schls Once cmmunicatins have been established with Emergency Management BC, districts and authrities, the Ministry Operatins Centre Directr will wrk t gather and maintain awareness f the safety f students and status f schls in the affected area. Regular updates will be prvided t the Prvincial Emergency Crdinatin Centre, educatin stakehlders and parents (if schls r districts are unable prvide them). 14

16 District and Authrity Challenges, Pririties and Actins Challenges Districts r authrities directly affected by a catastrphic earthquake may be facing a number f challenges, including: Student and staff injuries r casualties at schls Building and infrastructure failures at ffices and facilities District r authrity staff injuries, casualties r challenges in reprting t wrk Schl building and infrastructure failures Establishing cmmunicatin with schls, parents, partners and stakehlders Assessing the safety f schls fr students, staff and cmmunity use Emergency respnders needs t use structurally sund schls as cmmunity resurces (receptin and distributin centres, shrt r lnger term husing etc.) District and authrity emergency plans shuld, t the best f their ability, accunt fr all these ptential events. In the immediate life-saving phase, lcal first respnders will be wrking t: Lcate and rescue survivrs Respnd t any nging events r aftershcks While emergency respnders are likely t be verwhelmed, ensuring the safety f children will be a tp pririty. Pririties: In the event f a catastrphic emergency, districts and authrities shuld: 1. Activate their district r authrity emergency management plans 2. Reprt any casualties r injuries t lcal first respnders (ambulance, fire, plice, etc.); 3. Establish cntact with their schls, the Lcal Emergency Operatins Centre r Prvincial Reginal Emergency Operatins Centre (as apprpriate), and the Ministry Operatins Centre (if pssible) Actins: In the first week after the earthquake, casualty management and rescue will be the tp pririty fr all first respnse agencies but resurces will be extremely strained. The safety f any hurt r trapped students and staff will depend n effective cmmunicatin between districts, schls and lcal emergency respnders. One f the mst effective things districts and authrities can d t make students safer in a catastrphic emergency is t establish a psitive relatinship with their lcal municipal r reginal gvernment s emergency manager and ensure that the students, staff and resurces f schls and district ffices are clearly accunted fr in lcal emergency plans. 16
17 Once district r authrity staff are safe, establishing cntact with schls (either in-persn r electrnically) shuld be the tp pririty. It is likely that mst lcal infrastructure and services will be disrupted in a catastrphic emergency and that districts and authrities will need the ability t establish cmmunicatin with their schls, emergency respnders and the Ministry Operatins Centre withut available cell, internet r telephne service. Once schls have been cntacted, districts r authrities shuld reprt t their nearest emergency peratins centre, which crdinate first respnders and are equipped with resilient cmmunicatins systems such as satellite phnes. In urban areas, this is likely t be the lcal municipality s emergency peratins centre. In rural r amalgamated areas, where district bundaries may include a number f municipalities r regins, this may be either the lcal EOC r the Prvincial Reginal Emergency Operatins Centre. Districts and authrities shuld: Be able t accunt fr the lcatin and status f each child until they have been reunited with their parents r guardians r taken int the care f emergency respnders Establish r maintain cntact with the lcal r reginal emergency peratins centres and the Ministry Operatins Centre Be able t prvide (if pssible) updates n the status f students and schls t emergency respnse agencies and the Ministry Prvide resurces requested by lcal emergency respnse, such as schls r busses Ensure that staff members understand their rles and duties Fr sme independent and First Natins schls, the schl authrity manages a single schl and the authrity and schl are functinally the same bdy and management staff. Thse schls shuld refer t bth this sectin and the fllwing sectin t best understand their rle during an emergency. Independent and First Natins schls may als benefit frm establishing a relatinship with lcal public schl districts, in rder t crdinate their planning and hw they wrk tgether during an emergency. 17

19 Schl (Public, Independent and First Natins) Challenges, Pririties and Actins Challenges: As with districts and authrities, schls directly affected by a catastrphic earthquake may be facing a number f challenges, including: Student and staff trauma r casualties; Structural and nn-structural (lights, bkshelves, etc.) failures and cllapse; Establishing cmmunicatin with districts, parents and lcal emergency respnders; Assessing the safety f schls fr students, staff and cmmunity use; and Supprting lcal emergency respnders need t use the schl as a receptin r distributin centre, r as shrt r lnger term husing etc. Schl emergency plans shuld, t the best f their ability, accunt fr all these ptential events. Schl administratrs shuld wrk with their district r authrity and lcal gvernment emergency manager t ensure that they understand the lcal respnse prcess and that students, staff and schl resurces are included in lcal emergency plans. Pririties In the event f a catastrphic emergency, schls shuld: Actins 1. Activate the schl s emergency management plan 2. Reprt any casualties r medical needs t lcal first respnders (ambulance, fire, plice, etc.) in any way pssible 3. Accunt fr the lcatin and status f students and staff 4. Damage t sanitatin infrastructure may increase the risk f disease utbreaks such as chlera. Mbilizing the full resurces required frm internatinal surces may take a number f weeks. In the event f a Cascadia subductin earthquake, the entire West Cast, frm Nrthern Vancuver Island t Nrthern Califrnia, wuld likely be affected, and already strained relief and resurce supply lines may fail entirely. Districts and authrities shuld be aware that cmpensatin fr damage r destructin f prperty being used during an emergency is gverned by the Cmpensatin and Disaster Financial Assistance Regulatin and be familiar with bth the Act and Regulatin. Districts and authrities shuld be (in crdinatin with lcal first respnders): Assessing the structural and nn-structural safety f schls; Ensuring that schl prperty is available fr the use f first respnders; and Taking all pssible steps, while nt interfering with emergency respnse needs, t safeguard schl prperty in preparatin fr restarting educatinal prgrams. 24
25 Recvery in the Educatin Sectr Educatin Sectr Challenges and Pririties Recvery fllwing a catastrphic earthquake is a cmplex prcess, dependent n pririties, cnditins and the resurces available at the time, and full recvery f a heavily damaged urban area may take years r even decades. Other catastrphic events, such as the 2011 Tōhku earthquake and tsunami in Japan, the 2011 Christchurch, New Zealand earthquake, and Hurricane Katrina s devastatin f New Orleans in 2005, indicate a number f challenges t affected areas, including: Resurces - Building materials and machinery may initially be scarce and expensive Labur Skilled wrkers required t recnstruct buildings such as schls will be hard t find and expensive. Skilled trades are in generally in demand acrss Canada and many wrkers will have mved t ther jurisdictins. There will likely be strng demand fr skilled tradespersns wh stay in B.C. Ppulatin mvement Many peple may have left an area with extensive damage Ministry f Educatin Challenges and Pririties The Ministry s business cntinuity plans detail the prcess fr resuming regular Ministry peratins fllwing an emergency event. The Ministry s rle in recvery will largely fcus n assisting districts as they resume peratins, and wrking t supprt and expedite districts planning fr the rebuilding r repair f affected schls. Districts, Authrities and Schls Challenges and Pririties Restarting educatinal prgrams is a pririty during disaster recvery, as it prvides a sense f nrmalcy t students, while allwing families and cmmunities t re-establish wrk and ther rutines. That said, repening schls and resuming educatin prgrams in affected areas will be cmplex and require cnsultatin and cmmunicatin with the Ministry, teachers, lcal partners, parents and many thers. 25
26 Schl districts, authrities and schls with damage may face a number f challenges: Rebuilding schls Hiring teachers t replace thse wh may have left the regin Managing the transfer f schls, prperty r ther district resurces that may be currently used fr lng-term emergency respnse r husing Recvering student and persnnel data, and ther electrnic infrmatin Replacing schl district infrmatin systems, including hardware and sftware Financial recvery and peratins Renting mbile educatinal units and leasing f neutral sites r spaces Replacing instructinal materials and equipment, including textbks Redevelping instructinal plans Initiating and maintaining educatin and supprt services Managing students emtinal stress and pst-crisis reactins Achieving an effective recvery will require schls, districts and authrities t have cncrete recvery plans in place prir t a catastrphic event taking place. These plans need t cnsider hw the schl, district r authrity will bring the system back t nrmalcy and address the fllwing five areas f recvery: emtinal and psychlgical, physical and structural, cntinuity f peratins, restratin f academic learning and a student and staff debrief f the event. Families and cmmunities shuld nt expect the resumptin f schl prgrams fr a minimum f six mnths and individual schls r prgrams may r may nt repen, depending n damage, available resurces, and district r gvernment pririties. Sme schls may be undamaged r have sustained minr damage and be capable f cntinuing t prvide educatin services t students. That said, restarting classes fllwing a catastrphic earthquake is cmplex, and districts and authrities must weigh a great many cnsideratins in the prcess including: the availability f staff; the numbers f students able t attend; the need t bring tgether students r classes frm different schls; the need fr schl spaces as refugee r receptin centres; structural safety assessments; the cnditin f water, transprtatin, sewer, r electrical lines and ther infrastructure serving the schl; the availability f basic resurces; and many ther ptential cncerns. It will be imprtant fr districts, authrities and schls t keep in cntact with parents and help them t understand hw and why decisins are being made in the necessarily unpredictable prcess f rebuilding and restarting classes. 26

Ministry Operatins Centre Plan In majr emergencies, including a catastrphic earthquake, the Ministry f Educatin activates a Ministry Operatins Centre t crdinate the activatin f business cntinuity plans, and cmmunicatin with the Prvincial emergency management structure, schl districts and authrities, educatin sectr partners and families as necessary. The Ministry Operatins Centre plans include emergency management prcedures and prtcls, including safety, staffing, infrmatin management, technical and building infrastructure supprt and assessment, and business cntinuity. Ministry f Educatin Seismic Mitigatin Prgram In preparatin fr a ptential majr earthquake, the Seismic Mitigatin Prgram is upgrading r replacing 346 B.C. schls that APEGBC engineers have identified as high-risk in a seismic event.
