1 July 12, 2018 Attn: Matt Siekielski NexBank SSB 2515 McKinney Ave, Ste 1100 Dallas, Texas Re: Flood Reclamation Feasibility Study - Limited Mr. Siekielski, We have completed a limited flood reclamation study and review of your ~4-acre development located on the west side of the intersection of Marvin D Love Freeway and W. Pentagon Parkway, Dallas, Texas. Our investigation, process, and findings for this high level preliminary review of the feasibility of being able to reclaim a portion of the property that falls within the 100-year flood limits of Five Mile Creek is summarized as follows; Investigation and background information gathering consisted of an initial request from FEMA for all historical and current flood study information, models, and analysis on record for this section of Five Mile Creek. Additional research was conducted on the FEMA GIS and Data Management Systems web sites. There is only historical data available for this area so the ability to reproduce existing flood conditions, at this point, is limited. Our preliminary processes involved reviewing the information and data collected during the investigation period and then building an existing conditions model within, FEMA approved flood modeling software, the HEC-RAS software package. The engineer then built an assumed area of reclamation (area of fill) and modeled the new 100-year flood limits. A direct comparison of the pre and post Base Flood Elevations (BFE) was conducted. While there are many considerations given to the overall unity, continuity, behavior, and hydrology of the flood way system this study focused only on evaluating the feasibility of reclaiming lands (on the subject property stated above) within the current FEMA 100-year flood zone. The Engineer finds that the property s BFE lies within an elevation of 510 to 511, with it being plausible to reclaim a portion of the property by designing a grading scheme that would maintain this BFE. A portion of the eastern part of the property could be raised to a minimum elevation of 513 feet. While it is feasible to file and follow the FEMA process for gaining approval for reclaiming the land, it is a process that will require time and funding to complete.
