Missin: The missin f Emergency Supprt Functin 16 (ESF 16) is t prvide law enfrcement crdinatin and supprt services in supprt f emergency and disaster incidents in Escambia Cunty. ESF 16 will crdinate all lcally peratinal law enfrcement agencies t meet the law enfrcement, security, HAZMAT, escrts, and traffic cntrl related service in supprt f EOC peratins. II. Cncept f Operatins A. ESF ORGANIZATION/STRUCTURE ESF 16 is lcally rganized cnsistent with state EOC, the requirements f the Natinal Prtectin Framewrk (NPF), Natinal Respnse Framewrk (NRF), Natinal Recvery Framewrk, Natinal Incident Management System (NIMS), and the Incident Cmmand System (ICS). This structure supprts incident assessment, planning, prcurement, deplyment, crdinatin, and supprt peratins t Escambia Cunty thrugh the Escambia Cunty EOC t assure a timely and apprpriate respnse t an emergency r disaster. The cunty EOC utilizes a cmbinatin ICS and ESF management system t manage disaster peratins in the EOC. ESF 16 will be rganized and perate as a team leveraging the resurces f all agencies t meet the needs f the cmmunity. ESF 16 lead will be the team leader, primary cntact, crdinatin, and facilitatin pint fr all planning and peratinal activities fr the ESF. ESF 16 lead will crdinate and facilitate all reprting requirements and the sharing f infrmatin and data fr the ESF. ESF 16 lead will crdinate any requests f ESF 16 and their resurces as apprpriate. ESF 16 supprt rganizatins will partner with, be respnsive t, and supprt the lead in all planning and peratinal activities in accmplishing the evlving missin f ESF 16. ESF 16 will prvide the IC and EOC cmmand with expert guidance, directin, and recmmendatins fr planning and peratinal cnsideratins thrughut an incident t leverage resurces and prgrams that may be applicable t the disaster situatin at hand. ESF 16 lead des nt have the authrity t direct, cmmit, nr assume respnsibility r liability fr the resurces f any supprt rganizatin. Each ESF rganizatin is respnsible fr and manages their wn resurces while wrking tgether as a team t accmplish the ESF missin(s) at hand. ESF 16 will be crdinated by and reprt t the emergency services branch directr, wh reprts t the peratins sectin chief, wh then reprts t the incident cmmander. The EOC cmmand structure will request, guide, and evlve the missin and task respnsibilities f each ESF bth befre an incident as it relates t planning activities thrughut the year fr disaster services and peratins, as well as, peratins during an EOC activatin. Incident Cmmand System Structure: ESF 16 Law Enfrcement B. ALERTS/NOTIFICATIONS The Divisin f Emergency Management is regularly mnitring the cmmunity fr ptential disaster threats that may rise t the level f taking actin. Shuld there be any need t take actin in respnse t a ptential r imminent threat, the Divisin will reach ut t the apprpriate EOC psitin(s) and/r ESFs fr further crdinatin. ESF 16 Page 2

3 Emergency Supprt Functin (ESF) 16 Law Enfrcement Unit The Divisin f Emergency Management has several tls frm which cmmunicatins t EOC partners and rganizatins may be cntacted as it relates t prviding any ptential threats, any decisin-making meetings, briefings, r EOC activatins. Depending upn the situatin, the apprpriate peple will be cntacted as it may relate t any varying degree f actins that may need t be taken. ESF lead rganizatins will fllw up with any ESF supprt rganizatin t crdinate any staffing r resurce needs fr the situatin and t make sure apprpriate ESF staffing cverage is prvided in supprt f any EOC activatin. C. DIRECTION AND CONTROL When the EOC is activated, ESF 16 falls under a crdinatin and management structure within the EOC. Each ESF rganizatin will vluntarily crdinate their resurces in supprt f the EOC management structure s guidance, requests, and directin t maximize the efficiency and effectiveness f the respnse, and t leverage resurces as much as pssible. Much f the EOC activities are preplanned and the EOC will lk t each rganizatin t fulfill their cmmitment t varius peratins, but will als lk t each rganizatin t assist with needs that may nt have been preplanned. It is understd that each ESF rganizatin has the sle respnsibility fr any cmmitment, crdinatin, and management f their wn rganizatin s resurces and that resurces ffered t supprt EOC peratins are merely crdinated thrugh ESF 16 in supprt f the EOC peratin and nt directed, cntrlled, r will any respnsibility be accepted fr thse resurces by any ther rganizatins unless specifically identified and agreed upn by the apprpriate parties invlved. Financial respnsibility fr thse same resurces will als rest with the rganizatin wning and cmmitting their resurces t a particular need r task unless ther financial bligatins are identified prir t any deplyment r rendering f service. Determine when t cease any peratin when cnditins may becme unsafe utilizing several cnditinal factrs t include: Prvide prfessinal guidance and input t ther first respnder agencies and cmmunity activities as t when rad cnditins may warrant actin t dictate peratinal cessatin. Crdinatin with cessatin f ther disaster respnse activities that may include ther first respnder peratins when cnditins may becme unsafe fr persnnel and equipment. Utilizing a guideline t cease peratins when winds in the area reach sustained 39 mph speeds fr high prfile vehicles. All resurce and task requests t and frm ESF 16 will be managed and crdinated by ESF 16 with thse ther ESF rganizatins prviding cperative supprt. D. PLANNING ESF 16 lead and supprt rganizatins will crdinate, facilitate, and/r participate in activities t develp plans, prcedures, cmmit resurces, initiate mutual aid agreements, and cntract service arrangements in the effrt t enhance the crdinatin and develpment f peratinal activities as needed and requested in supprt f the ESF missin. ESF 16 lead and supprt rganizatins will develp, initiate, crdinate, facilitate, and/r participate in any training r exercise activities as requested and as resurces may allw, t refine and hne disaster respnse plans, prcedures, guides, and checklists utilized t carryut activities in meeting the missin requirements. Crdinate planning with ESF-16 supprt agencies, Reginal Dmestic Security Task Frces, and ther emergency supprt functins t refine law enfrcement crdinatin and supprt peratins. Assess vulnerabilities t critical services, facilities, and equipment and take prtective and mitigatin actins fr thse resurces. Develp and maintain a list f essential emplyees, supprt rganizatins, and apprpriate vendrs, cntractrs, r ther resurces t supprt peratins as apprpriate. Identify and develp a list f lcal resurces that will be available t supprt the ESF 16 missin. Supprt additinal planning initiatives where resurces may allw and crdinate with supprt r ther cmmunity rganizatins as apprpriate. Identify and set plicy t dictate safety precautins and measures that will be taken in any activity fr the life safety and physical and mental prtectin f respnders and equipment prtectin in disasters. Each ESF lead and supprt agency is respnsible fr becming familiar with the EOC COOP t crdinate their effrts at an alternate EOC lcatin that will nly allw ne representative frm the ESF t represent all agencies fr that ESF. There will nt be enugh space in the alternate facilities fr mre than ne representative per ESF. Other ESF agencies will need t find ther lcatins frm which t crdinate with the ne ESF representative that is in the alternate EOC lcatin. Thrughut the planning effrt, make sure plans are in place and activities are crdinated in such a manner that will allw access and reasnable accmmdatin t any disaster service that is prvided t the rest f the cmmunity in cmpliance with the Americans with Disabilities Act (ADA). Attend and/r participate in any meetings, briefings, discussins, and ther activities as needed and requested in supprt f EOC peratins. Mnitr peratinal status f resurces and assets under the purview f ESF 16. Evaluate, analyze, and prcess infrmatin and data and undertake cntingency planning t meet anticipated demands r needs. Identify and reprt n any anticipated gaps in service and develp cntingency plans t address thse gaps r any unanticipated demands n resurces. Acquire apprpriate intelligence infrmatin and data frm ESF resurces and cmplete any reprting needs and requirements in supprt f the EOC peratin and at the request and directin f EOC management and leadership. Crdinate resurces t meet resurce requests within the EOC peratin. Crdinate any n-scene management and cmmunicatins with n-scene IC. Crdinate with ESF 14 & Citizens Infrmatin Center fr any public infrmatin disseminatin needs. Establish and maintain a system t supprt n-scene directin, cntrl and crdinatin with the lcal Incident Cmmander, the cunty EOC, Reginal Dmestic Security Task Frce, and the State EOC, r ther crdinatin entities as apprpriate. Establish Mutual Aid and liaisn prcedures fr the fllwing resurces; Urban and Light Search and Rescue, Physical Security, Traffic Cntrl, Escrt Services, Patrl, Intelligence and Investigatins supprt, Interperable Cmmunicatins and ther resurces, as required. Determine when t cease any transprtatin r field peratin when cnditins may becme unsafe and prvide guidance and recmmendatin t all EOC peratins and cmmunity activities as t the safety cncerns and need fr any peratin t cease due t weather cnditins. Assess and evaluate damage and impacts t transprtatin infrastructure as apprpriate and crdinate respnse and recvery effrts. Reprt data and infrmatin as apprpriate. Crdinate with ther EOC partners fr any resurce supprt needed t meet the missin f ESF 16. Crdinate with the lgistics sectin as apprpriate, with any requests fr mutual aid resurces t supprt transprtatin needs that exceed ESF 16 lcal capabilities. Crdinate, manage, and/r facilitate the use f mutual aid resurces t meet the needs f the cmmunity. Make sure all ESF 16 planning effrts and peratins include cnsideratin fr the maintenance f access fr all services prvided t the cmmunity at large as required by the Americans with Disabilities Act (ADA). Additinal plans and prcedures may need t be develped by ESF 16 t enhance peratins at these alternate EOC lcatins. Prvide law enfrcement services t supprt EOC/ESF peratins and cmmunity needs that will include: Scene security, intelligence, investigatins r ther special law enfrcement services. Law Enfrcement persnnel. Law Enfrcement Specialty Teams (SWAT, HDT, Frensics, Perimeter Security, Waterbrne Respnse Teams.) Law Enfrcement equipment and supplies. Evacuatin and Re-entry supprt. Request and crdinate law enfrcement mutual aid supprt t the cmmunity as apprpriate. Dembilize resurces as requested by EOC cmmand structure. Initiate financial reimbursement prcesses fr recvery activities when such supprt is available. Crdinate with the finance sectin as apprpriate. Prvide any after actin imprvement cmments and suggestins as requested t cntinue planning effrts and t imprve peratinal readiness fr the next disaster incident. Crdinate with varius lng-term recvery effrts and supprt initiatives in crdinatin with disaster recvery centers, disaster field ffices, the lcal mitigatin strategy grup, the pstdisaster redevelpment cmmittee, r any ther relevant lng-term effrts as apprpriate. F. RESPONSIBILITIES 1. PRIMARY AGENCY ESCAMBIA COUNTY SHERIFF'S OFFICE Primary law enfrcement agency in the cunty and respnsible fr law enfrcement activities as such. Prvide leadership in crdinating and integrating verall cunty effrts t prvide law enfrcement assistance t affected areas, ppulatins, and peratins. ESF 16 Page 6

Crdinate all activity, respnse, recvery, resurce requests, resurce deplyment, resurce management, and ther law enfrcement activity within ESF 16. Crdinate all resurce requests t and frm ESF 16 lcally and thrugh the lgistics sectin as necessary. Will crdinate ESF-16 effrts in cntinuing t re-assess pririties and strategies, thrughut the emergency, accrding t the mst critical law enfrcement needs. ESF-16 will dembilize resurces and deactivate the ESF-16 statin upn directin frm the IC. Will crdinate all status reprts and infrmatin frm ESF 16 t the PIO, Planning Sectin, and Operatins Sectin Chief as needed, requested, r required fr input int the EOC briefings and the develpment f the Incident Actin plan and PIO press releases. Will prvide staffing and resurce supprt t ESF 16 as available and apprpriate. 2. SUPPORT AGENCIES Supprt agencies will prvide and crdinate assistance t the ESF with services, staff, equipment, and supplies that cmpliment the entire emergency respnse effrt. Supprt agencies will crdinate all peratinal activity thrugh ESF 16 t minimize duplicatin f effrt and maximize the efficiency f resurces. Supprt agencies will prvide cperative mutual aid supprt and perate efficiently and effectively in the best interest f all agencies supprting disaster peratins and may wrk utside their nrmal peratins and jurisdictins in the effrt t accmplish missin assignments as apprpriate and required in the best interests f the Escambia Cunty (and jurisdictins within) citizens and visitrs. Supprt agencies will crdinate all status reprt infrmatin and press release infrmatin thrugh ESF 16 t the PIO, IC, and Planning Sectin fr the develpment f press releases and the Incident Actin Plan. City f Pensacla Plice Department: Primary law enfrcement agency in the City f Pensacla. Will prvide a liaisn in the EOC fr the ESF 16 functin as apprpriate and required. Will crdinate with all ESF 16 agencies t leverage limited resurces and minimize gaps in services. Will prvide mutual aid supprt t ESF 16 and the EOC in supprting the ESF 16 missin acrss jurisdictinal lines as requested and allwed by law. (fur-wheel drive vehicles, all terrain vehicles, mbile cmmand psts, etc.) Will assist in fixed pst assignments and accept ther law enfrcement missin as required and allw by law. Crdinatin and assistance in the mdificatins t cmmercial vehicle restrictins regarding size, weight, registratin, and ther cmmercial vehicle rules and regulatins pertaining t relief respnse and recvery equipment. Assist FDLE in crdinating activities and services, which may include but are nt limited t; transprting f victims and/r supplies t disaster relief sites, prviding temprary husing, preparing supplies fr disseminatin t disaster relief sites, assisting with the relcatin f displaced citizens, assisting with fd supprt services, prviding limited, temprary manpwer fr restratin and cleanup, prviding clerical/administrative supprt fr cmmand/cmmunicatins centers. Will assist lcal ESF law enfrcement agencies with cmmunicatins issues, US&R, and assist in missins requiring fur-wheel drive, all terrain vehicles, vessels r aircraft. Will prvide assistance t lcal law enfrcement and cunty humane scieties in animal issues regarding abandned, escaped r captive wildlife and extic. Will crdinate with ESF 8 and the Health Department in the cllectins f health related envirnmental sampling fr varius hazard impacts. Pensacla State Cllege Plice Department: Maintain liaisn in and/r cmmunicatins with the EOC/ESF 16 as apprpriate Prvide status infrmatin as it relates t lcal peratins thrugh ESF 16 as apprpriate. Supprt any security needs fr any cmmunity sheltering r ther peratins n campus as apprpriate. Each rganizatin is respnsible t track and manage its wn expenses related t a disaster/emergency respnse and recvery effrt, whether the EOC has been mbilized r nt. Mutual aid sharing f resurces shuld be tracked by each and all rganizatins ffering and receiving thse resurces, t ensure nn-cnsumable resurces and assets are returned apprpriately, timely, and in the same cnditin frm which it was received. Any expected cmpensatin fr mutual aid services r resurces ffered, rented, leased, bught, and/r requested frm any rganizatin and prvided t any rganizatin, shuld have all financial expectatin pre-identified in advance f service r resurce delivery. Any expenses nt clearly identifying a financially respnsible party will be at risk fr nnpayment. Any disaster/emergency expenses incurred by any rganizatin may be requested, in summary, by the finance sectin t satisfy reprting requirements t the state r federal authrities, r even frm media requests as may be apprpriate. Release f such infrmatin will ultimately be at the discretin f thse rganizatins and as applicable by law. H.
