The Authrity was established as a result f the United States Husing Act f 1937 and is dedicated t prviding and advcating fr attractive and affrdable living envirnments fr lw-incme families, the elderly, and persns with disabilities. The Authrity is gverned by a seven-persn Bard f Cmmissiners and is subject t the requirements f Title 24 f the Cde f Federal Regulatins (CFR). The Authrity cnsists f five (5) distinctive residential Public Husing cmmunities (aka Asset Management Prperties r AMPs) lcated in the incrprated and unincrprated areas f Stcktn, Tracy and Thrntn Califrnia. There are a ttal f 1,075 residential units cnsisting f singlefamily detached, duplex, triplex and tw-stry 4-plex twnhuses. Varius cmmunities are parceled in a variety f cnfiguratins where wnership and maintenance f streets and infrastructure (such as sewer, water, and strm drainage) are the respnsibility f the Authrity. The Authrity als wns and maintains nn-subsidized residential husing such as apartment cmmunities and single-family and multi-family residential buildings. These residential units are lcated in the incrprated cmmunities f Ldi, Stcktn, and the unincrprated areas within San Jaquin Cunty. In keeping with the mandate t prvide efficient and effective services, the Authrity is nw sliciting prpsals frm qualified, licensed and bnded entities t becme a Develpment Partner t the Authrity fr the develpment f its nn-subsidized Rse Creek cmmunity. 4 1.9 The Authrity shall reserve the right t, at any time during the RFP r cntract prcess, prhibit any further participatin by a prpser r reject any prpsal submitted that des nt cnfrm t any f the requirements detailed herein. 2.0 SCOPE OF PROPOSAL/TECHNICAL SPECIFICATIONS: The Authrity is seeking t btain a Develpment Partner in its effrts fr the develpment f frty (40) single-family hmes n lts lcated within the Rse Creek cmmunity. The Develpment Partner will wrk with the Authrity n cnstructin and selectin f the Authrity residents wh meet the financial criteria and hme wnership requirements. The frty (40) develped lts are within the Little Jhns Creek Nrth subdivisin. The lt sizes are based n standard fifty ft (50 ) wide by ne hundred ft (100 ) deep single-family lts which have been fully subdivided and recrded (Assessr s Map Bk 179, Page 53 f the Cunty f San Jaquin). All utility services have been stubbed t each lt, and street imprvements cmpleted and accepted by the City f Stcktn. The Develpment Partner will bring the knwledge and experience f its rganizatin and cnsultant team t btain any available funding surce(s), entitlement prcesses, designs and cnstructin services fr the develpment f the Rse Creek cmmunity. The Authrity will participate in and aid in the crdinatin f cnstructin financing. In the prcess, the Develpment Partner will train the Authrity staff as t the funding pprtunities and redevelpment tasks assciated with similar prjects. The Authrity seeks t ffer the Rse Creek prperties t the First Time Hme Buyer Prgram. The Develpment Partner will prvide the services t cnstruct new single-family residential husing. The Authrity will prvide the fully imprved lts and crdinate thrugh a cmbinatin f Family Self-Sufficiency (FSS) prgrams with Husing Chice Vucher participants and Public Husing residents t generate ptential hmewner candidates. The prpsed partnership will be designed t assist lw t mderate incme ptential hmewners currently receiving subsidized assistance t achieve the dream f hmewnership. 2.1 General Overview f Services (Scpe f Services) Develpment Prcesses In crdinatin with Authrity staff, the Develpment Partner will review the Little Jhns Creek Nrth subdivisin and existing imprvements, as well as create alternative bulding plans that will meet the City f Stcktn s Design Guidelines and incrprate design benefits, prject csts, strengths and weaknesses In crdinatin with Authrity staff, the Develpment Partner will prvide versight f the technical and develpment services n matters identifying funding surce(s), financial mdeling, architectural designs, and general cntractr/cnstructin services. 5 2.1.2 Prject Feasibility: The selected Develpment Partner will prvide feasibility cnsulting services t the Authrity fr the develpment f the Rse Creek cmmunity. In perfrming such services, the Develpment Partner will seek directin frm the Authrity as t the purpse, benefit, use and feasibility f the prpsed redevelpment. This will include a cst analysis fr the prpsed residential husing, and a subsequent Pr-Frma fr the cst benefits f the Develpment Partner, and hw additinal lts might be btained t cntinue the First Time Hme Buyer Prgram The Develpment Partner will wrk with all parties t discuss, investigate and develp varius alternate land planning ptins, architectural, and envirnmental friendly cncepts t facilitate Lw Impact Develpment (LID) strategies, and Net Zer Energy (NZE) designs Prject Management: The Develpment Partner will prvide within its RFP prpsal a list f its selected Architectural, Civil Engineering, Envirnmental and ther Prfessinal Services ( Cnsultant Teams ) necessary fr the applicatin thrugh cmpletin. The list will include each Cnsultant Team s qualificatins, experience and individual resume s assciated with the redevelpment gals The Authrity anticipates the fllwing list f ptential Cnsultant Teams necessary fr the cmpletin f the applicatin prcess, agency reviews and apprvals, and ultimately the cmpletin f the develpment f the Rse Creek cmmunity and ther prjects Envirnmental Cnsulting Services An initial study might be needed fr the revised architectural designs fr the Little Jhns Creek Nrth subdivisin. A full Envirnmental Impact Reprt (EIR) including Califrnia Envirnmental Quality Act (CEQA) and Natinal Envirnmental Plicy Act (NEPA) is nt expected fr the cmpletin f the cmmunity. The Develpment Partner will direct cmmunicatin with the City f Stcktn Planning Department and the Cunty f San Jaquin s Planning Department t determine the extent f the impacts f the prpsed prject. The Develpment Partner will take the lead with the assistance frm the Authrity fr any apprval prcesses. The ultimate gal f the Authrity is t maximize its applicatin, include innvated designs, maximize land use, leverage available funds, and prvide a safe and efficient living envirnment t the prpsed hmewners, as well as the cmmunity s sustainability. 6 The Authrity is seeking Zer Net Energy (ZNE) designs t be the emphasis fr the new husing. The incrpratin f architectural designs and/r the renewable energy devices that reduce a residential unit s energy cnsumptin demands t zer r near zer n an annual basis. Cst Estimating: Architectural designs shall include csts estimates fr varius cnstructin practices such as stick-built design r mdular husing. Architectural Cnstructin Plans: The Develpment Partner will fllw the City f Stcktn s Design Guidelines Manual as well as the Design Review Prcess. This will include a minimum f the fllwing residential building sizes: Single-Family Detached, single-stry, tw car garage, 2 bedrm, 1½ bathrm, full kitchen, indr laundry and great rm, apprximately 1,000 square-feet, and 3 unique exterir elevatins. Single-Family Detached, single-stry, tw car garage, 3 bedrm, 2 full bathrms, indr laundry and great rm, apprximately 1,200 square-feet, and 3 unique exterir elevatins. 8 3.0 PROPOSAL FORMAT: 3.1 Tabbed Prpsal Submittal: T demnstrate experience, the prpsers shall submit a Statement f Qualificatins (SOQ) Prpsal. The Authrity intends t retain the successful prpser pursuant t a Best Value basis, nt a Lw Bid basis. S that the Authrity can prperly evaluate the ffers received, all prpsals submitted in respnse t this RFP must be frmatted in accrdance with the sequence detailed belw. Each categry must be separated by numbered index dividers (which number extends s that each tab can be lcated withut pening the prpsal) and labeled with the crrespnding tab reference nted belw. Nne f the prpsed services may cnflict with any requirement the Authrity has published herein r has issued by addendum. RFP Prpsal submittals shall cntain the fllwing infrmatin: Tab 1, Frm f Prpsal: This frm is Attachment A f this RFP dcument. This ne-page frm must be fully cmpleted, executed where prvided and submitted under this tab as a part f the prpsal submittal. Tab 2, Frm HUD-5369-B (8/93), Instructins t Offerrs, Nn- Cnstructin Cntract: This frm is Attachment B f this RFP dcument. This tw-page frm must be submitted under this tab as a part f the prpsal submittal. Tab 3, Prfile f Firm Frm: The Prfile f Firm Frm is Attachment C f this RFP dcument. This tw-page frm must be fully cmpleted, executed, and submitted under this tab as a part f the prpsal submittal. NOTE: As instructed, place the required resumes under Tab #5. Tab 4, Capabilities: Prvide detail infrmatin under this tab that relates t the firm s capabilities t prvide the services as described in this RFP. This sectin shuld demnstrate the firm s capabilities fr the variety f anticipated wrk as described in the Scpe f Services sectin. The prpser shall prvide a summary f the prject apprach and schedule fr the wrk. Tab 5, Prpsed Services: As mre fully detailed within Sectin 2.0, Scpe f Prpsal/Technical Specificatins f this RFP dcument, the prpser shall, at a minimum, clearly detail the infrmatin submitted under this tab as fllws: A cmplete descriptin f the services that the prpser intends t prvide including prpsed wrk plan; The prpsed Schedule f Fees t include the fllwing; Estimated per square ft cnstructin csts Fees and csts assciated with the nn-cnstructin services Page 8 f 14

9 HOUSING AUTHORITY OF THE COUNTY OF SAN JOAQUIN Tab 6, Managerial Capacity/Financial Viability: The prpser entity must submit under this tab a cncise descriptin f its managerial and financial capacity t deliver the prpsed services, including brief prfessinal resumes fr the persns identified in areas five (5) and six (6) f the Prfile f Firm Frm. And any ther key persnnel identified within the firm s rganizatin, including title, years f experience, past prjects related t the Authrity needs and educatin. Organizatin: Prvide infrmatin abut key persnnel wh will be assigned t the Authrity s prjects: The Principal in Charge shuld be identified as a ne persn cntact fr all n-ging prjects. The Principle in Charge shall remain the pint f cntact fr the duratin f the cntract. Hw staff are retained, screened, trained and mnitred. Tab 7, Specialized Knwledge: Due t the specialized tasks assciated with these services, the Authrity is seeking a detailed listing f related prjects that will assist with the prpser s evaluatin. The listing shall emphasize the prpser s experience with prviding the preferred qualificatins as prvided in Sectin 2.2. Prpsals shuld clearly describe hw the rganizatin meets each f the preferred qualificatins. Tab 8, Client Infrmatin: The prpser shall submit a listing f at least six (6) frmer r current clients fr whm the prpser has perfrmed services similar r the same as thse being prpsed that the Authrity can cntact t evaluate the firm s past wrk experience. The list shall, at a minimum, include: The clients name; The clients cntact name; The clients telephne number; A brief descriptin and scpe f the service(s) and the dates the services were prvided. Tab 9, Subcntractr/Jint Venture Infrmatin (Optinal Item): The prpser shall identify whether r nt he/she intends t use any subcntractrs fr this jb, if awarded, and/r if the prpsal is a jint venture with anther firm. Please remember that all infrmatin required frm the prpser under the prceeding tabs must als be included fr any majr subcntractrs (10% r mre) r frm any jint venture. Tab 10, Sectin 3 Business Preference Dcumentatin (Optinal Item): Fr any prpser claiming a Sectin 3 Business Preference, he/she shall under this tab include the fully cmpleted and executed Sectin 3 Business Preference Certificatin Frm (attached heret as Attachment D) and any dcumentatin required by that frm. If the prpser des nt claim any Sectin 3 preference, please place hereunder a statement that "NO SECTION 3 BEING CLAIMED. Tab 11, Other Infrmatin (Optinal Item): The prpser may include hereunder any ther general infrmatin that the prpser believes is apprpriate t assist the Authrity in its evaluatin. If n pertinent infrmatin is t be placed under this tab, Page 9 f 14

10 please place hereunder a statement that "NO INFORMATION IS BEING PLACED HEREUNDER. If n pertinent infrmatin is t be placed under any f the tabs (especially the "Optinal" tabs), please place thereunder a statement such as "NO INFORMATION IS BEING PLACED UNDER THIS TAB" r "THIS TAB LEFT INTENTIONALLY BLANK. 3.2 Prpsal Submissin: All prpsals must be submitted, time-stamped, and received in the Authrity Business Office by n later than the submittal deadline stated r within any ensuing addendum. A ttal f ne (1) riginal signature cpy (marked "ORIGINAL") and three (3) exact cpies f the prpsal submittal, each cmplete with cver and extending tabs, shall be placed, unflded, in a sealed package and addressed t: Authrity Business Office RFP # Suth El Drad Street, Suite B Stcktn, CA The package exterir must clearly dente the abve nted RFP number and must have the prpser s name and return address. Prpsals submitted after the published deadline will nt be accepted. Late, ed, r faxed submittals will nt be accepted. 3.3 Submissin Cnditins: DO NOT FOLD OR MAKE ANY ADDITIONAL MARKS, NOTATIONS OR REQUIREMENTS ON THE DOCUMENTS TO BE SUBMITTED. Prpsers are nt allwed t change any requirements r frms cntained herein, either by making r entering n these dcuments, r the dcuments submitted, any revisins r additins. If any such additinal marks, ntatins r requirements are entered n any f the dcuments that are submitted t the Authrity by the prpser, that prpsal may be invalidated. If, after accepting such a prpsal, the Authrity decides that any such entry has nt changed the intent f the prpsal, the Authrity may accept the prpsal and the prpsal shall be cnsidered by the Authrity as if thse additinal marks, ntatins r requirements were nt entered. 3.4 Submissin Respnsibilities: It shall be the respnsibility f each prpser t be aware f and t abide by all dates, times, cnditins, requirements and specificatins set frth in all applicable dcuments issued by the Authrity, including the RFP dcument, the dcuments listed within the RFP, and any addenda and required attachments submitted by the prpser. By virtue f cmpleting, signing and submitting the cmpleted dcuments, the prpser is stating his/her agreement t cmply with the all cnditins and requirements set frth in thse dcuments. Written ntice frm the prpser nt authrized in writing by the Authrity t exclude any f the Authrity requirements cntained within the dcuments may cause the prpser t nt be cnsidered fr award. 3.5 Prpser's Respnsibility-Cntact with the Authrity: It is the prpser s respnsibility t address all cmmunicatin and crrespndence pertaining t this RFP prcess t the Authrity s Business Office nly. Prpsers may nt make inquiry r cmmunicate with any ther Authrity staff member r fficial (including members f the Bard f Cmmissiners) pertaining t this RFP. 11 cause fr the Authrity t nt cnsider a prpsal submittal received frm any prpser wh may have nt abided by this directive. 3.6 Attachments: It is the respnsibility f each prpser t verify that the prpser has dwnladed the fllwing attachments pertaining t this RFP: Attachment A: Frm f Prpsal; Attachment B: Frm HUD-5369-B Instructins t Offerrs Nn-Cnstructin; Attachment C: Prfile f Firm Frm; Attachment D: Sectin 3 Business Preference Dcumentatin; Attachment E: Frm HUD-5370-C General Cnditins fr Nn-Cnstructin Cntracts, Sectin II; Attachment F: Frm HUD-5370 General Cnditins fr Cnstructin Cntracts; Attachment G: Insurance Requirements fr Cnsultants; Attachment H: Rse Creek Site Plan Infrmatin; Attachment I: Cnceptual Flr Plans; 4.0 PROPOSAL EVALUATION: Attachment J: Authrity Sample Frm f Cntract. 4.1 Evaluatin Methd: The Authrity will evaluate each prpsal submitted in accrdance with the RFP prcedures shwn in Chapter 7 f the HUD Prcurement Handbk N REV 2 and within the Authrity s Prcurement Plicy. The prpsals shall be reviewed, evaluated, and ranked by a cmmittee cmpsed f Authrity staff. Restrictins: All persns having familial (including in-laws) and/r emplyment relatinships (past r current) with principals and/r emplyees f a prpser entity will be excluded frm participatin n the Authrity evaluatin panel. Similarly, all persns having wnership interest in and/r cntract with a prpsing entity will be excluded frm participatin n the Authrity s evaluatin panel. An evaluatin cmmittee shall review and rank the submittals based n the evaluatin criteria in Sectin 4.2 f this RFP. The tp-rated firms shall be shrtlisted and invited t an interview with the Authrity staff. Based n the submittals and price negtiatin results, prpser(s) shall be recmmended t the Authrity s Executive Directr and/r the Bard f Cmmissiners fr award. The Authrity recgnizes that the selected service prpser(s) may nt have experience r capacity t prvide prfessinal services in all areas. In such event, Page 11 f 14

12 the firm may supplement its capabilities by teaming with sub-cnsultants. In such cases, prpsers shall identify these sub-cnsultants, as their expertise will be cnsidered by the Authrity in additin t the prpser s capabilities as described in the evaluatin criteria in Sectin 4.2 f this RFP. 4.2 Evaluatin Criteria: The fllwing factrs will be utilized by the evaluatin cmmittee appinted by the Authrity t evaluate each prpsal submittal received; award f pints fr each listed factr will be based upn the dcumentatin that the prpser submits within his/her prpsal. The Executive Directr may chse t apprve the award r may take the award recmmendatin t the Authrity s Bard f Cmmissiners at a scheduled bard meeting fr apprval (typical prcedure fr cntracts with a ttal value greater than $100,000). If s, the Authrity s Bard f Cmmissiners will then make its determinatin whether r nt t fllw the panel s recmmendatin. If the recmmendatin is fllwed and the tp-rated prpser is apprved fr award, all prpsers will receive a Ntice f Results f Evaluatin. Cntract price negtiatins may, at the Authrity's ptin, be cnducted prir t r after the Bard s apprval. 5.2 Cntract Cnditins: The fllwing prvisins are cnsidered mandatry cnditins f any cntract award made by the Authrity pursuant t this RFP: Cntract Frm: The Authrity will nt execute a cntract n the successful prpser's frm. Cntracts will nly be executed n the Authrity s frm (please see Sample Cntract which is included as Attachment H f this RFP dcument). By submitting a prpsal, the successful prpser agrees t d s. Please nte that the Authrity reserves the right t amend this frm as the Authrity deems necessary. Hwever, the Authrity will cnsider any cntract clauses that the prpser wishes t include. The failure f the Authrity t include such clauses des nt give the successful prpser the right t refuse t execute the Authrity's cntract frm. It is the respnsibility f each prspective prpser t ntify the Authrity in writing prir t submitting a prpsal, f any cntract clause that the prpser is nt willing t include in the final executed cntract and abide by. The Authrity will cnsider and respnd t such written crrespndence, and if the prspective prpser is nt willing t abide by the Authrity's respnse (decisin), then that prspective prpser shall be deemed ineligible t submit a prpsal Assignment f Persnnel: The Authrity shall retain the right t demand and receive a change in persnnel assigned t the wrk if the Authrity believes that such change is in the best interest f the Authrity and the cmpletin f the cntracted wrk. Cntractr shall select and emply the replacement persnnel Unauthrized Sub-Cntracting Prhibited: The successful prpser shall nt assign any right, nr delegate any duty fr the wrk prpsed pursuant t this RFP (including, but nt limited t, selling r transferring the cntract) withut the prir written cnsent f the Authrity s Executive Directr. Any purprted assignment f interest r delegatin f duty, withut the prir written cnsent f the Executive Directr shall be vid. It may result in the cancellatin f the cntract with the Authrity, r may result in the full r partial frfeiture f funds paid t the successful prpser as a result f the prpsed cntract; either as determined by the Executive Directr. 14 5.3 Cntract Perid: The Authrity anticipates that it will initially award a cntract fr a perid f ne (1) year. Hwever, the Authrity shall retain the right t cntract with the successful prpser fr any amunt f time that, in the pinin f the Authrity, it takes t cnclude any matter that the successful prpser may begin wrk n nt t exceed the maximum five (5) year cntract perid. 5.4 Licensing and Insurance Requirements: Prir t award (but nt prir t submissin f the prpsal) the successful prpser will be required t prvide: The cntractr shall prvide the Authrity with cpies f any required current City, State and/r Federal licenses. Failure t maintain these licenses in a current status during the term(s) f this cntract shall cnstitute a material breach theref If applicable, a cpy f the prpser's license issued by the State f Califrnia licensing authrity allwing the prpser t prvide the services detailed herein Prf f insurance cverage as utlined in the Authrity dcument Insurance Requirements fr Cnsultants (Attachment G) The requested related infrmatin shall als be entered where prvided fr n the Prfile f Firm Frm. DO NOT ATTACH COPIES TO THE PROPOSAL SUBMITTED. The Authrity will garner the necessary certificates frm the successful prpser prir t cntract executin. 5.5 Right t Negtiate Final Fees: The Authrity shall retain the right t negtiate the amunt f fees that are paid t the successful prpser. The fees prpsed by the tp-rated prpser may, at the Authrity's ptin, be the basis fr the beginning f negtiatins. Such negtiatins shall begin after the Authrity evaluatin panel has chsen a tp-rated prpser. If such negtiatins are nt, in the pinin f the Authrity s Executive Directr, successfully cncluded within five (5) business days, the Authrity shall retain the right t end such negtiatins and begin negtiatins with the next rated prpser. The Authrity shall als retain the right t negtiate with and make an award t mre than ne prpser, as lng as such negtiatin(s) and/r award(s) are addressed in the abve manner (i.e. tp-rated first, then nextrated fllwing until a successful negtiatin is reached). 5.6 Cntract Service Standards: All wrk perfrmed pursuant t this RFP must cnfrm and cmply with all applicable lcal, State and Federal laws.
