1 City f Leavenwrth RESIDENTIAL BUILDING PERMIT REQUIREMENTS NEW CONSTRUCTION BEFORE YOU FILL OUT THE APPLICATION If a land use apprval r permit, such as a bundary line adjustment, variance, cnditinal use, shreline, r ther permit (except electrical permit) is required, it must be btained befre the building permit will be issued. Please be aware that in cases where multiple lts f recrd are in cmmn wnership, a Bundary Line Adjustment t cnslidate underlying lts may be necessary prir t making applicatin. Requirements can be identified during cnsultatin with City Develpment Services staff r during a preapplicatin cnference. 2 SNOW, WIND, AND SEISMIC LOADS Leavenwrth has a required 85-pund per square ft snw lad, 115-pund per square ft grund snw lad, and 24-inch required fting depth fr frst. The seismic zne is C, and basic wind speed is 85-MPH, expsure B. ELECTRICAL PERMITS AND METER Obtain permits frm the Department f Labr and Industries: Fr pwer meter hkup and lad requirements cntact the Chelan PUD: WATER, SEWER AND STORMWATER City water, sewer, and strmwater cnnectin and system buy-in fees, if applicable, shall be paid befre r at the time f building permit issuance. Strmwater may be required t be maintained n-site and an engineered strmwater plan may be required. Please cntact Develpment Services staff fr infrmatin. A backflw preventin device is required t be installed fr the water service in cnfrmance with the City's standard design detail. Yearly inspectin f the device is the respnsibility f the prperty wner. Yur paving and/r utility cntractr(s) will be required t btain a Permit t Perfrm Wrk in City Street Right f Way ($100) frm the City Public Wrks department prir t wrking in streets, alleys, r right f ways. PARKING At least ne ff-street paved surface parking stall must be lcated n the prperty f a single family residence and cannt be lcated within the first 10-feet f the frnt prperty line. The parking stall must be at least 8-feet, 6- inches wide by 18-feet lng. A slid surfaced driveway cnnecting the parking t a paved City street is required. The City may prvide minimum surfacing requirements and transitin details fr cnnecting the driveway t the street, r may cnsider alternatives. FEES Fees are determined using the mst current Rate and Fee Reslutin adpted by the Leavenwrth City Cuncil. A permit depsit is required t be paid at the time f applicatin submittal. The depsit is calculated based n the Ttal Fair Market Value (prvided by yu) as shwn n the Master Applicatin frm, and is the estimated Plan Review fee (des nt include Permit fee, Mechanical fees, Plumbing fees, Land Use fees, r ther permit fees applicable t the prject). Subsequent t permit submittal, City staff will calculate the building value t be used fr determining fees using the established Internatinal Cde Cuncil Valuatin Data. Upn issuance f the permit, yu will be required t pay all additinal r remaining fees including, but nt limited t, any remaining Plan Review fee (r a credit may be applied), the Permit fee (estimated 154% f the Plan Review fee), Mechanical and/r Plumbing permit fees (based n number and types f fixtures), State surcharge ($4.50 per residential unit), and any ther applicable fees (such as a fence permit fee, utility r ther charge). 3 INSTRUCTIONS - filling ut the Master Applicatin frm APPLICANT: The issuance f a permit is nly t the wner f the prperty r their dedicated agent. The persn r entity listed as Applicant shall be the persn r entity designated t receive determinatins and ntices required under LMC Title 21 r by RCW 36.70B. The applicant is als required t sign fr the permit at the time f issuance. If the prperty wner will have a tenant, cntractr, designer, architect, r ther party representing them n the permit, the Optinal sectin f the Certificatin f Ownership/Dedicatin f Agent frm must be filled ut apprpriately in rder t dedicate an agent, which allws such persn t make the applicatin n the prperty wners behalf, receive ntices assciated with the permit, and sign dcuments. PROPERTY OWNER: In additin t cmpleting this sectin f the applicatin, the City requires yu submit a Certificatin f Ownership/Dedicatin f Agent frm in rder t verify prperty wnership. CONTRACTOR: If cnstructin is t be dne by the wner, and the wrk is NOT being perfrmed fr the purpse f selling, demlishing, r leasing the prperty, this sectin may be filled ut as same as wner. When the cnstructin is t be dne by a persn ther than the wner f the prperty, fr pay, the cntractr is required t be licensed by the State and the City. If the cntractr is nt licensed, a permit cannt be issued. Prvide license numbers as indicated n the applicatin (City License number is the State UBI number). If the prject csts mre than five-thusand dllars, State law requires that yu prvide either: 1. The name, address, and phne number f the ffice f the lender administering the interim cnstructin financing, if any; r 2. The name and address f the firm that has issued a payment bnd, if any, n behalf f the prime cntractr fr the prtectin f the wner, if the bnd is fr an amunt nt less than fifty percent f the ttal amunt f the cnstructin prject. Refer t RCW fr risks assciated with using an unlicensed cntractr. PROJECT INFORMATION: Prvide cmplete infrmatin in this sectin. The Parcel Number is listed n the tp right crner f yur prperty tax statement r can be btained by calling the Assessr s ffice at Ttal Fair Market Value is required t be included n the applicatin. This is the value f the prject including design, labr, and materials fr the cnstructin r imprvements t be perfrmed. This is NOT the value f the building used fr calculating final fees. Such valuatin is determined by the City. Lt cverage means the ttal grund cverage f ALL structures n a site (including accessry buildings) measured frm the utside f external walls r supprting members. Decks, balcnies, and at-grade patis d nt cunt tward lt cverage unless cvered by a rf. Final lt cverage will be determined by the City. Describe the prject in as much detail as pssible in the space prvided including intended use f additins, new structures, r imprvements (purpse). TYPE OF APPLICATION: Mark all that apply. READ THE NOTICE AND SIGN THE APPLICATION. APPLICATION SUBMITTAL: Verify that yur applicatin is cmplete befre submitting. Yu can make an appintment with Develpment Services staff fr review f the submittal at Incmplete applicatins may be delayed r returned t yu. WHEN YOUR PERMIT IS ISSUED The City will cntact yu (the persn shwn as the applicant n the Master Permit frm) t infrm yu when the permit is issued and ready fr pick-up. This call will cnstitute the permit issuance date. Upn issuance f yur permit yu will: Be required t pay all remaining fees assciated with the review and issuance; Be required t sign yur final permit and any assciated dcuments, such as the Ntice f Decisin, if applicable; Receive ne set f yur riginal building plans with red line crrectins as marked by the City. These plans shall be made available t the City building inspectr at each inspectin and at any time requested; Receive a cpy f the permit. This shall be kept at the building site in a weather prtected manner and in a cnspicuus lcatin at all times; Be required t call the Department f Develpment Services t schedule inspectins f cmpleted wrk. The City will nt prvide final sign-ff r a Certificate f Occupancy, if applicable, fr prjects which have nt received all required inspectins.

Regarding prperty bundaries, I acknwledge that the nly accurate way t lcate prperty lines is by a land survey cnducted by a licensed prfessinal. The City f Leavenwrth makes n representatin as t the accuracy r lcatin f any bundaries related t the prject and I, the undersigned, by virtue f issuance f a permit by the City f Leavenwrth, agree t defend, hld harmless, and indemnify the City and its agents in any legal actin related t prperty lines r bundaries. Regarding excavatins, I acknwledge that I, my representatives, agents, cntractrs, and assigns, are subject t the rules f the State f Washingtn as delineated within RCW fr ANY excavatin. Such rules include, but are nt limited t, requirements t use the ne-number lcatr service ( ) at least 48 hurs in advance f excavatin, marking f excavatin limits, maintaining markings, prviding ntificatin t apprpriate agencies r utility peratrs regarding damages, and penalties fr nn-cmpliance. I hereby certify that I, and any agent f mine perfrming excavatins, have familiarized themselves and are cmpliant with, this Chapter f the Revised Cde f Washingtn.
