No: 068/3348/ROV/SEC/2018 ददन क/Dated: 08/06/2018 TENDER NOTICE INVITING SERVICES OF CASH VAN (FORCE TEMPO TRAVELLER 3050) WITH COMPLETE SECURITY FITTINGS ON HIRE BASIS WITH DRIVER Sealed tenders are invited from reputed agencies having office / branch office at Vijayawada / Guntur, Andhra Pradesh for providing services of 01 new cash van with driver, to be located in Vijayawada, Andhra Pradesh, on hire basis for transportation of Cash, Gold, persons etc. between our various Syndicate Bank branches, offices and currency chest located at Gandhinagar, Vijayawada, Andhra Pradesh for a period of 03 Years. The bidders are required to give complete profile of the agency as their introduction along with the details as asked for in the tender. The tender in the Bank s format duly signed should be submitted in the following manner at Bank s Regional Office, Vijayawada. i) Covers should be super scribed as- 1 st Cover containing Technical Bid- Technical Bid for Cash Van on Hire Basis 2 nd Cover containing Financial Bid- Financial Bid for Cash Van on Hire Basis ii) Tender forms are available at the above mentioned address between working hours from to The same can also be downloaded from website. iii) Last date for submission of tenders is up to 05 pm. iv) Technical Bid shall be opened on at 11 am, at the Syndicate Bank RO Vijayawada office. v) Financial bid of only those bidders who are found technically qualified in Technical bid will be opened subsequently with due notice to all successful bidders in Technical Bid. vi) An Earnest Money Deposit (EMD) of Rs 50,000/- (rupees fifty thousand only) to be drawn by way of Demand Draft in favour of Syndicate Bank payable at Vijayawada and to be attached along with Technical Bid. Tender submitted without EMD will be rejected. EMD shall carry no interest and shall be retained by the bank. Upon finalization of awarding the contract, EMD of unsuccessful bidders will be refunded. vii) Eligibility Criteria is attached as Appendix A. Terms and Conditions are attached as Appendix B. Modifications to the cash van as per RBI and Bank s Norms for the cash vans are attached as Appendix C. Technical Bid and Financial Bid formats are attached as Appendix D & E respectively. viii) Successful vendor will enter into a contract of 03 years or 1 lakh Kms, whichever is earlier with the bank. 2 ELLIGIBILITY CRITERIA APPENDIX A Only those firms which fulfill the following criteria will be considered for empanelment:- Sl. No. Eligibility Criteria Documents Required A. The applicant Company/Firm should have been in the business of providing cash van(s) along with driver(s) for the last 03 years. Order copies/ any other proof indicating that the applicant Company / Firm is in the business since last 03 years. B. The applicant Company/Firm should have provided cash van Relevant order copies and should submit Services to a Public Sector Bank / Reputed Private Bank / report of satisfactory service from them. RBI / PSU and should have at least 02 running contracts with them. C. The applicant should have a Office / Branch office in Vijayawada / Guntur, Andhra Pradesh. D. The Service provider must have an average Annual turnover of over Rs. 25 Lakhs during the last three years. E. The applicant Company/Firm should not have made loss in the last three years as of F. The applicant Company/Firm should have own fleet of Cash Vans. [Sub-contracting or outsourcing of vehicles by bidder is not acceptable]. G. The applicant Company/Firm should have Credible Supervisory Infrastructure in State of Andhra Pradesh. H. Valid Solvency certificate valued at Rs 5 Lacs from a scheduled Commercial Bank. I. The applicant Company/Firm should have drivers on their payroll with valid driving license and their antecedent duly verified by the police. (Sub contracting will not be allowed). Proof of the office to be furnished. Audited Balance Sheet for last three Years. Assessments for last three years List of vehicles with copy of relevant documents. Copies of relevant documents should be enclosed. Copies of relevant documents should be enclosed. List of Drivers to be furnished. J. The applicant Company/Firm should have required Statutory Copies of these Documents to be Registration of Income Tax, Service Tax, Shops and attached. Establishment Act, Contract Labour Act (Regulation & Abolition)1970- if applicable, EPF, ESI etc. K. The applicant Company/Firm should be free from any litigation, in the services provided, with any bank/ financial institution. The bidder should not have been blacklisted by any of the institutions as mentioned in sr. no: (b) above. L. If the applicant Company /Firm is a Private Security Agency it should be registered with the Govt. under the Contract Labour Act (Regulation & Abolition) 1970, and PSARA. M. The Service provider shall be able to engage drivers only after antecedent check by local police authorities. Police verification certificates should be submitted to the Bank. Replacement drivers also to be police verified. Declaration to this effect to be submitted. Copies of the documents to be attached List of police verifies drivers to be given / Declaration to this effect to be submitted.

3 APPENDIX B TERMS AND CONDITIONS 1. Tender documents can be collected and submitted at Syndicate Bank Regional Office- (Security Cell), D. No. of Cash Van with driver required is 01 (one) Brand New Force Motors Tempo Traveler Model 3050-BS-IV is to be offered as Cash Van for hire and to be fabricated as per our norms, at full cost and risk of the contractor to be provided to the Bank. 3. This Cash Van may be deployed after commencement of the contract between bank and successful vendor for Bank s operations in Vijayawada Region on regular basis and to any other centre on need basis. The Number of Cash Van (s) mentioned here is tentative and may vary at the discretion of the Bank 4. The successful vendor will have to enter in to an Agreement with the Bank as per Bank s prescribed format for a period of 03 years or running of cash van for 01 lakh Kms, whichever event happens earlier and the vendor or the bank may terminate the agreement by giving 03 months notice. 5. The contract will be for a minimum monthly run of 3500 kms. During the currency of the contract Cash Van not to be utilized by the vendor for any other purpose. The van will be available to Bank from 0930 hrs to 1730 hrs on all working days with the provision for Bank to use the same beyond 8 hrs on any day and also on holidays/sundays if the bank so desires as well as for distance exceeding the minimum fixed per month. 6. The vehicle is to be modified as per Bank s design & Specifications, at full cost and risk of the contractor, to be provided to the Bank. The fabricated vehicle will be rear loading type and having three compartments. Vehicle should accommodate minimum 1+4 passengers and insurance coverage should also cover minimum 1+4 passengers. Details of Modifications as per RBI and Bank s Norms for the cash vans are attached as Appendix C with this tender document. The cost of modifications to the Van as required as per annexure C is to be borne by the contractor. 7. An Earnest Money Deposit (EMD) of Rs 50,000/- to be drawn by way of Demand Draft in favour of Syndicate Bank payable at Vijayawada and to be attached along with Technical Bid. Tender submitted without EMD will be rejected. Upon finalization of awarding the contract, EMD of unsuccessful bidders will be refunded. Cash van would be provided with a police verified driver. Replacement driver also to be police verified. 8. The tender is in 2 bid system viz Technical Bid and Financial Bid. The Technical and Financial Bids should be submitted in separate sealed covers bearing title Technical Bid and Financial Bid. Both these envelopes should be submitted in an Envelope titled Tender for Cash Vans. Please note that the Financial Bids of only those tenders will be opened who are found qualified in Technical Bid.

4 9. The cover of Technical Bid shall contain the details of Cash Van vendor profile and terms & conditions related/mandatory documents. The financial bid cover shall contain only the price quoted as per the prescribed format and any price submitted other than in the prescribed format shall be treated as invalid. 10. Each page of the tender submitted should bear the name and signature of the owner with company seal. 11. A Certificate should be signed by the applicant that he has read and understood terms and conditions and shall abide by it. 12. A Declaration to be submitted by the applicant that his Company/Firm is free from any litigation, in the services provided, with any bank/ financial institution and he has not been blacklisted by any of the institutions as mentioned in sr. no: (b) above. 13. Last date for receipt of offers in the above format at our office is on or before up to 05 pm. Tenders will be opened on at 11 am at the above address of Syndicate Bank. Financial bid of only those bidders who are found technically qualified in Technical bid will be opened subsequently with due notice to all successful bidders in Technical Bid. 14. Successful bidder shall enter into an agreement with the Bank s prescribed format. 15. The successful bidder shall be agreeable to open an account with any branch of Syndicate Bank convenient to them and receive the payments through the said account. 16. The Bank shall not bear any other charges other than as marked in Format of Offer. 17. In case of non availability of cash van for any reason, a sum of Rs. 5000/- per day shall be deducted as penalty, from the monthly charges payable. 18. The Kms run shall be counted from and to the Currency chest / branch from where it is attached. The contractor shall make his own arrangement for parking of the cash VAN. 19. The contractor should obtain the registration of vehicle as cash van and also must have a valid route permit from appropriate authority. 20. Necessary endorsement of RTO for modification/seating capacity is needed in the RC book. The cash van will have RTO passing, Andhra Pradesh State registration and Commercial Goods Carriage permits for commercial activity as required for the Bank. 21. The vehicle to be provided on hire basis on consolidated monthly rental basis including cost of fuel, replacement of tyres, break down maintenance, periodical maintenance / services, driver s salary, his batta, etc and all inclusive

5 22. Taxes, insurance, fuel, oil, driver s salary, repairs, maintenance and other expenses of the vehicle shall be borne by the contractor. 23. Insurance: Service providers shall be fully responsible for the comprehensively insuring the cash van against all risks including theft, arson and accident at it s cost. 24. The contractor should provide mobile phone with cash van. The Instrument, activation charges & monthly expenditure on mobile phone are to be borne by the contractor. Usage above Rs 300/- per month would be borne by the bank. 25. The contractor has to submit undertaking to replace the vehicle with a new cash van with similar modifications after it has run 01 lakh Kms or on completion of 03 years whichever is earlier. 26. GPRS facility is to be provided for each cash van with SOS facility activated. Online tracking facility with /without SMS alerts to be provided. The recurring monthly expenditure on GPRS facility is to be borne by the contractor. 27. CCTV System to be provided on rental basis to the bank. The CCTV system to comprise the following. a) One robust 4 channel mobile standalone DVR (3G compatible) and supports 2 TB Hard disk. b) One 2 TB hard disk c) 04 cameras (04 IR HD mobile cameras with 02 mega pixel resolution) d) Wireless mouse e) vehicle with one number of 7 inch TFT screen f) System should be able to provide at least 60 days back up g) MDVR and cameras are to be from UL/ EN certified brands only. h) Clarifications on specifications and placement of components proposed can be discussed with this office before the tender. Vendor would be fully responsible for the working and maintenance of the system. At any point, the vendor should be able to provide 60 days back up of the system. 28. Security Alarm integrated with Panic buttons located with driver, guard in driver compartment and guard in rear compartment with two hooters to be provided. 29. One single system integrating CCTV, Security Alarm components, GPRS with online monitoring, sms alerts and two way communication (between driver and rear compartments) also is acceptable provided the demo product is cleared by the bank. 30. Properly secured First Aid Box is to be provided in cash van. 31. Portable Fire Extinguishers (IS 15683) one each of 02 kg of ABC type and CO2 Type to be provided For any clarifications, you may contact our Regional Office Phone No: in the normal working hours of the Bank. 33. A pre-bid meeting shall be held at our Regional Office on at 11 a m. No queries irrespective of its nature shall be entertained beyond the date & time mentioned above.

6 APPENDIX C MODIFICATIONS, LAYOUT, DESIGN & SPECIFICATIONS FOR THE CASH VAN 1. Vehicle should accommodate minimum 1+4 passengers and insurance coverage should also cover minimum 1+4 passengers gauge Cold Rolled Close Annealed (CRCA) sheets for all sides & roof top for paneling. In the interiors, insulation should be provided in the form of thermo cool provided between interior and exterior paneling 3. There shall be three separate compartments Drivers Compartment, Cash Compartment & Rear Compartment. 4. At least one spare tyre (stepney) to be provided with easy access and one toolkit should be available with each vehicle. Stepney should not be carried in the cash compartment. The toolkit should contain sufficient spares of fan belts, spare bulbs, emergency safety triangles/cones (orange colured glow in the dark), jack& handle and tools to carry out minor repairs. 5. All windows and wind screen should have wire mesh protection (of not more than 1 sq. inch). No window to be provided in the cash box area. Each window mesh should have a rectangular port hole of width 6 inches for use of weapon. Front wind screen to have 1 square thick wire meshes in two partitions to cover wind shield from stone pelting. The hinges of all the doors to be such that these are not visible externally. 6. Cash van shall be marked with ON DUTY GOVERNMENT OF INDIA. 7. CCTV, GPRS, Standalone Security Alarm, Fire Extinguishers are to be provided as per guidelines and specifications given in the terms and conditions and reproduced below as well. Periodic servicing of all the electronics equipment and refilling of Fire Extinguishers to be carried out. 8. Every cash van to be provided with a mobile phone. The instrument, installation charges & monthly expenditure up to an amount of Rs 300/- shall be borne by the contractor. 9. One secretly located fuel lock to be fixed in the vehicle. 10. Driver Compartment:- a) Seating for at least four persons (including driver) to be available. b) There should be two rows of seats in the driver s cabin, front row for driver and co-driver and the rear row for three persons to sit. c) All seats shall have a minimum of 6 seat cushion with washable seat covers. d) The door windows in the driver compartment must have movable glass panes with welded mesh grills( 1 Sq Inch) outside. The doors should have facility for locking & opening from both sides. e) At least one roof light to be provided over the driver. f) The hinges of all the doors to be such that these are not visible externally. g) Engine immobilizing switches should be provided near the driver and the Armed Guard in the rear. h) Arrangement for mobile charging to be available. i) One Portable Fire Extinguisher ABC type of 2 Kg (IS 15683) to be provided in Driver Compartment. 11. Cash Compartment:- a) The cash hold compartment should be sufficiently strengthened by providing additional 3.15 mm metal sheet on the floor and all the sides. b) It should be separated with Driver compartment with a welded metal grill of one inch steel bars duly supported by horizontal metal sheet of 3.15 mm thickness from both sides covering three fourth from bottom.

7 c) The entrance of the cash compartment should be from the rear compartment. A cash compartment should have only one collapsible grill/grill door (with sufficient space to move the boxes) from the rear compartment side with double locking facility. Three fourth (from bottom) of the collapsible grill gate to be covered with metal sheet (to curtail access to boxes through the grill sheet). d) Minimum four chains to be provided, one end of which should be welded with the body of the vehicle, for securing the cash boxes. e) The chains provided should be of adequate thickness, size & sufficient length so as to enable locking of at least 20 boxes. f) At least two roof lights to be provided. g) No windows should be provided in Cash compartment. 12. Rear Compartment:- a) The rear door should have facility to lock from inside & outside. b) There should be two side windows & two door windows. All the windows should have welded mesh grills. The windows should have windowpanes, which may be sliding in nature as in normal vehicles. c) Fan to be provided for the rear compartment. d) At least one water bottle bracket shall be provided. e) One first Aid Medical Box shall be provided. f) At least two roof lights shall be provided. g) The tool box shall be kept in the rear compartment. h) One portable Fire Extinguisher of CO2 type (IS 15683) to be fixed to the body in the rear compartment opposite to the guard. i) Rear door to have strong steps to board the boxes into the cash van. 13. GPRS facility with username and strong password is to be provided for each cash van with SOS facility activated. Online tracking facility with /without SMS alerts to be provided. It should be able to generate online reports and periodical reports presenting location, point to point and total distance. It should have the function to switch off the vehicle remotely via SMS. The recurring monthly expenditure on GPRS facility is to be borne by the contractor. GPRS machine has to be brand new. 14. Brand new CCTV System to be provided on rental basis to the bank. Brand new Security Alarm with inbuilt battery integrated with 03 Panic buttons located with driver, cash compartment and rear compartment. The system should have two hooters in addition to the built in hooter. One hooter should be provided inside the bonnet (along with vehicle horn) and one in the rear compartment (near the window facing outside) of the vehicle. The system to be tamper proofed.
