Should have a valid license under the Contract Labour (Regulation & Abolition) Act. 3. Copy of Income Tax Returns filed for the immediate past 3 years or Income Tax Clearance Certificate for the immediate past 3 years should be produced. 4. Should have registration under the PF & ESI and have obtained Register Number in this regard. (Proof to be enclosed). 5. Should produce experience certificate from at least three reputed PSU s or Government Organizations to show performance for the last three years and number of personnel employed in each organization. 6. The security personnel should be Ex-Servicemen / Para Military force or from Govt. Security services, having good physique and minimum height of 5 ft., 6 inches. 7. Copies of Audited Balance sheet of the firm for the past three years should be enclosed. 2 /-

The wages per security personnel (Supervisor & Guard) for 8 hours duty per day per month will be fixed by the Corporation on the basis of minimum wages stipulated by the Government from time to time. The approximate number of guards and supervisors to be engaged would be approximately 59 number of guards and 3 supervisors. List of Security guards available with the firm should be furnished in the format attached. 9. The agency shall produce the remittance details of the previous month pertaining to all remittance along with the bill for the next month. TDS or any other tax as applicable will be deducted at source from the monthly bills as per rules in force. The agency shall furnish the particulars of EPF, ESI etc. of its persons to be deployed in KTDC properties. The EPF and ESI contributions in respect of the employees engaged by the agency in KTDC will be deducted from the monthly bills and separate cheques will be issued from KTDC in favour of the ESI and EPF authorities on production of e-chalan by the agency. The KTDC will neither be responsible for any delay in making the statutory remittance nor for any error/ omissions in the challans. The agency shall submit the challans for EPF, ESI remittance well in advance to KTDC. Necessary returns to the authorities concerned should be filed by the agency directly within the due date. The Welfare Fund under S & CE Act should be remitted by the agency with proof of remittance to KTDC Ltd. (a) The below mentioned documents are to be submitted monthly. i) Attendance Register Copy ii) Muster cum Wage Roll Copy iii) ESIC Challan iv) P F Challan v) Professional Tax Challan vi) Service Tax Challan vii) LWF/ WCF Polic y of previous Month viii) Summary Statement of P F for previous month. ix ) Summary Statement of E SIC for previous month. x ) Summary Statement of P T for previous month. 10. The below mentioned documents and registers are to be submitted on a yearly basis:..3/-

3 : 3 : i) ESIC Form 5& 6 every April and October ii) PF Annual Return Form 6A every year April iii) Bonus Register in Form C Duly signed by Employees and Vendor every year December. iv) Leave record for all the existing employees every year January. v) Contract Labour License every year before 31st December. 11. The agency shall produce the remittance details of the previous month pertaining to all remittance along with the bill for the next month. Service Tax, as per prevailing rules will be recovered and 75% will be remitted by KTDC. Balance 25% tax will have to be remitted by the agency. TDS / surcharge as applicable will be deducted at source from every payment for gross amount as per rules in force. 12. The contract will be initially for one year with a provision to extend the period by one year each on the same terms and conditions, subject to satisfactory performance of the contractor. 13. The Tenderer shall be required to deposit a sum of ` 50,000/- ( Rupees Fifty thousand only) as Earnest Money Deposit, by Demand Draft, to be drawn in favour of Kerala Tourism Development Corporation Ltd., payable at Thiruvananthapuram. No tender will be accepted or considered without remittance of EMD. 14. The Successful bidder shall furnish a Security Deposit of ` 1, 00,000/- (Rupees one lakh only). If the contract is not performed as per the terms and conditions, the security deposit will be forfeited. The tender shall be submitted in the prescribed form in two covers, enclosing the required documents mentioned above along with the EMD of Rs. 50,000/- (Rupees Fifty thousand only) in sealed covers so as to reach the Managing Director, KTDC Corporate Office, Mascot Square, P B No 5424, Thiruvananthapuram on or before 5 P.M. on 31/03/2015. The financial bid in respect of those agencies qualifying 4/-

4 : 4 : in technical bid will be opened at 3 PM on 10/04/2015 in the presence of the agencies present at that time. Note: - 1. The experience of the agency, proficiency in the field, responsibility, Suitability etc. will also be the deciding factors for the technical bid. The rate of service charges quoted will be the primary criteria for evaluation of the financial bid. 2. Service Tax, if any, paid by the contractor for this contract will be reimbursed up on production of proof of payment along with monthly bills. TDS / surcharge or any other Tax as applicable will be deducted at source from the monthly bills, as per rules in force. 3. The bidder shall submit the residential address, police clearance certificate and identity certificate of the personnel proposed to be deployed in the units / offices within one week from the date of award of the contract. 4. No enhancement in rates will be allowed due to any reason during the contract period except statutory increase. 5. The contract agency has to furnish an undertaking in the form of Indemnity Bond to pay minimum rates of wages payable to the employees fixed by government from time to time. The agency shall in no case pay its employees less than the minimum mandatory rates of wages per month in accordance with the minimum rates of wages fixed by Government of Kerala or approved by KTDC...5/-

The Earnest Money is liable for forfeiture in the event of:- (a) Withdrawal of offer during the validity period of the offer (b) Non acceptance of orders when placed (c) Non-confirmation of acceptance of orders with in the stipulated time after placement of order or (d) Any unilateral revision made by the bidder during the validity period of the offer.\. :: 6. :: 7. KTDC Ltd. reserves the right to terminate the contract in between by giving one month s notice for reasons of unsatisfactory / non-performance or non-compliance to statutory requirement of minimum wages etc. 8. Advance information will be given in writing to the contractor about the required number of security in each unit /offices. The contractor shall deploy the required number of workmen every day. Age of workmen should be between 21 years to 58 years with good physique. 9. This is a two part tender viz. Technical Bid and Financial Bid. Hence tenders should be submitted in separate sealed covers superscribing the covers as (1) Technical id for Security Services Contract and (2) Financial id for Security Services Contract. 10. The Managing Director KTDC Ltd. will have the right to reject all or any of the tenders without assigning any reason for such action. 11.
