Indian Overseas Bank, Regional Office, Karaikudi intends to engage two modified cash van (preference will be given for Tempo traveller type vehicles) with custodians, loader, drivers and two armed guards (Ex-Servicemen only) carrying.12 bore DBBL guns each from reputed Cash Management Agencies for remittance/withdrawal of cash between our various branches and currency chest in Sivagangai and Pudukottai Districts, Tamilnadu State. 2. Scope The agencies shall be required to provide cash vans with custodians, loader, drivers and two armed guards (Ex-Servicemen only) for each vehicle at the locations asked and notified by the Bank. The work involves plying the vehicles to required branches and back, as and when required by the bank, on all working days in the Sivagangai and Pudukottai Districts or wherever and whenever needed. 3. Eligibility Criteria a) The agencies specializing in providing cash van services for at least five years as on b) Ability to undertake all remittance work for all our 72 branches throughout the Sivagangai & Pudukottai Districts of our region. c) Ability to provide their own modified cash vans (preference will be given for Tempo traveller type vehicles) as per specifications available at annexure II of this advertisement. d) The vehicles should be owned by the agency. Vehicles hired from third party or sub contractors or any other agencies/persons are NOT ACCEPTABLE. e) The Agency should have adequate number of vehicles in its fleet so as to be able to cater to breakdowns and provide hassle free service. f) Antecedents of the entire crew members including drivers, custodians, loaders and ex-servicemen guards should be subject to police verification and true copies of the police verification reports, identity proof, residential address proof and experience certificate of the employees must be in possession of the agency and the same are required to be submitted to the Bank.

2 g) Latest fitness certificate of the vehicle is to be submitted and vehicles are to be kept in good & road worthy conditions. h) Comprehensive insurance cover on the vehicles and suitable insurance cover on custodians, loader, drivers and two armed guards should be available. Technical and Financial Bids to be submitted in separate envelopes. This bid is called under double bid system involving (i) Technical bid & (ii) Financial bid from reputed security agencies as per following details:- 1. The rates quoted should be all inclusive, i.e. for vehicle, driver, custodian, loader and two ex-servicemen armed guards and as per Bank's proforma only. 2. Supplying specified guns to armed guards is agency s responsibility. 3. Rates shall be quoted in Indian Rupees both in figures and in words. 4. Last date for receipt of tenders at our end is (1700 hrs). Tenders received after the last date will not be considered. Tenders will be opened on at hrs at the Regional Office, Karaikudi in presence of representatives of the bidders. 5. The bank reserves the right to cancel the tender process without assigning any reason whatsoever. 6. The successful bidder should take insurance coverage to cover the following: (a) Workman compensation, (b) Third party liability, (c) All risk insurance policy(d) Fidelity Insurance. 7. The Agency must have at least one Office of its own in Sivagangai or Pudukottai or nearby Districts. 8. Penalty clause: If at any time, it is observed that the terms are not being followed the bank will be at liberty to impose penalty or cancel the Work Order/ work assigned. 9. It will be the sole responsibility of the successful bidder to provide satisfactory services. 10. (iv)part I technical Bid shall be opened on at 1500 hrs and Part II will be opened only if the Bank is satisfied with Part I technical Bid. Bank reserves the rights to reject any bids without assigning any reason thereto. (v) No conditional discount will be considered. Quotation with any conditional discount will not be entertained and will be summarily rejected. (vi) Payment will be made after satisfactory service and on submission of original bills. (vii) A standby vehicle must be provided promptly in case of the designated vehicle is subjected to break-down and it becomes not roadworthy. Required Features of the Cash van a) Collapsible grille gate and metal doors at the rear with adequate locking facilities. b) A Rear seat for armed guard to be provided at the rear end of the vehicle b) Inside partitions for separating the seating arrangements between the cash storage with chain facility to keep the boxes secured and adequate locking facility. c) First aid boxes. d) Anti riot shield/ grills (To protect front wind screen & side window glasses). e) Vehicle should be provided with hooter/alarm system with adequate panic switches /CCTV systems/gprs/fire extinguisher/communication systems etc. f) GPS Tracking System. g) Tubeless tyres. h) Rear view-sliding slit in the driver s cabin to keep watch on cash boxes. i) Provision of fans at both Rear and Front seating areas of the cash Van. j) The Agency at its own cost will do any modification(s) required in cash van by the Bank in future. k) Suitable lighting arrangements in driver, cash storage and rear Guard compartments be arranged. l) Arrangement of intercom for communication in the front and rear compartment of cash van. 2. The van will always be kept and maintained in serviceable condition at Agency s cost. It will report to the Bank as and when specified by the Authorized Official of the Bank in a state of roadworthiness. 3. Any charges for fuel, oil lubrications and maintenance shall be borne by the Agency within the monthly charges being paid. 4. Any registration, insurance, Vehicle pollution certificates, taxes and road tax etc. will be arranged by the Agency at its own cost. The driver will carry all original documents in the vehicle. A photocopy of these documents will be handed over to the Authorized Official of the Bank. All such documents will be renewed well in time by the Agency at its own cost. 5. In case of any breakdown of vehicle another similar vehicle with all the provisions will be arranged by the Agency without any delay/any extra/ overtime payment. 6. An experienced driver and two armed guards (Both Ex- servicemen with.12 bore DBBL guns) well educated custodian and loader should be provided with vehicle by the Agency within the monthly charges being paid. They will be the employee of the Agency and Bank will have no liability towards his salary, PF or any other statutory liability if any, in any respect. The Agency will deposit or pay all type of statutory dues of the driver etc. The proper police verification of the crew will be carried out by the Agency to Bank s satisfaction and a copy of their verification along with his identity (with photo) be handed over to the Bank official/ Police station(s), if required.

6 7. The Agency shall be responsible for proper behavior and conduct of the crew members. 8. Any change in the driver, armed guards & Loader will be communicated to the Bank s authorized official well in time and the Agency s representative come personally to intimate the change along with the driver. The Agency s representative should be known to the Bank and shall carry identity card of the Agency duly authenticated by the owner of the Agency. Standby driver and armed guards be identified for this purpose and their police verification must be available on record. 9. The drivers will have valid driving license and the Identity Card and shall carry on his person while on duty. 10. The Agency shall get the Police Verification of Drivers, Armed Guards, Cash Executives & Loaders, and forward the copies to this Office before commencement of contract. 11. The vehicle will normally be engaged for banking hours (08 hours per working day) and extra hours as and when required by the Bank will be paid as per the agreement 12. The vehicle shall report on time to the Bank s authorized official at designated place and shall leave when released by him. 13. The vehicle will be used by the Bank on all working days within the specified monthly charges. If the total distance exceeds the stipulated limit as agreed sum for extra km will be paid. Counting of KMs will start when the vehicle reports to bank and end when the Bank releases the vehicle for the day. Service Tax will be charged on total bill. Toll Tax and Parking charges will be reimbursed by Bank on monthly basis on submission of receipts. 14. A proper log book will be maintained by the Agency, with columns like Sr.No., Date, Time reported, Time released, Kms reading, reporting time, released time, total kms run, place where the vehicle went to, signature of the driver and the Bank s official. Copy of logbook shall be attached with the bill for scrutiny. 15. The Bank has the authority to call the vehicle on Sunday/holiday and at odd hours, if required. 16. The Bank can send the vehicle even outside the of Sivagangai and Pudukottai Districts at its own discretion. 17. The cash van shall be insured comprehensively. However, the Bank will arrange insurance of cash in transit (up to 5 crores). 18. The employee of the Agency for this service will at no point of time claim to be employee of the Bank. 19. It shall be the total responsibility of the Agency to manage said services i.e. cash van, driver, armed guards & standby cash van for emergencies etc. in professional and smooth manner. 20. The Agency shall cover its personnel deployed on cash remittance duty, for personal accident, fidelity and death whilst performing the duty and proof of same to be submitted to us for our records. There will be no responsibility of the Bank for any type of civil, criminal or of any claim in case of any accident or any other crime towards the Agency, driver or third party. The driver or Agency will be liable for any damage, claim, penalty or punishment in this regard. 21. All necessary reports and other information will be supplied on mutually agreed basis and regular meeting will be held with the client. 22. The Agency shall take proper and reasonable and adequate precautions to preserve from loss, deduction, waste or misuse areas of responsibility given to them by the client and shall not lend to any person or Agency any of the effects or assets of the client under its control.

7 23. The contract shall be valid for a period of 12 months and may be extended further as mutually agreed, subject to satisfactory services. 24. The Bank reserves its right to discontinue the services without assigning any reason whatsoever by giving one month notice 25. The Agency will endeavor that its staff shall not at any time, without the consent of the client in writing, divulge or make known any trust, accounts, matters or transactions undertaken or handled but it does not apply to information, which is or becomes public knowledge. 26. No hike on account of fuel, oil, lubrications shall be given by the Bank within the period of contract. It shall only be considered at the time of renewal of the contract, if any, between both the parties as mutually agreed upon. 27. The contract shall be signed on a stamp paper as applicable and all expenses on this account shall be borne by the Agency. 28. The Agency shall do and perform all such cash van services acts. Matters and things connected with the administration superintendence and smooth conduct of the above arrangements, as per the directions enumerated here in and in accordance with such directions, which the client may from time to time issue and which have been mutually agreed upon between the two parties. 29. The Bank will pay the rent/hire money for the cash van to the Agency after the last working day of every month within one week of production of the bill. 30. That in case the Bank is of the opinion that the vehicle or services provided by the Agency are not satisfactory or up to the mark, or the Agency commits any breach or misconduct on part of the Agency, bank reserves the right to withhold and deduct the amount or part thereof of the payments due and payable to the Agency, besides terminating this agreement by giving prior notice of 30 days to the effect. 31. The Guards, driver, loader and custodian provided by the Agency shall be medically fit, mentally sound and possess good physique. 32. The Agency shall ensure that the Guards, Driver and Custodian will report to the Manager, Currency Chest and will function under his general directions. 33. The Agency shall ensure that at no point of time during the prescribed duty hours, the guards, Driver and custodian will leave his place of duty. 34. The Agency shall comply with all the provisions of laws of the land applicable while providing guards to the First Party. 35. The Agency will change the Guards, Driver and Custodian immediately on instructions from the First Party if the performance of that particular Guard / Driver is not acceptable or found physically / medically unfit and decision of the First Party is final in this regard. 36. Neither the Agency nor any of their Guards / Driver/custodian will have any claim against the First Party for any liability arising out of any commission / omissions caused by the Guards / Driver/custodian while on duty except the hiring charges payable to the Agency. 37. In return for fixed sum/rates the Agency will at its own risk & cost provide Services of Guards / Driver/custodian as per the requirements of the First Party purely on Contractual basis. 38. The Services hereby indemnify the bank from all litigations / compensations and other related requirements in the unfortunate event of any injury or death of any of the security personnel / driver engaged by the Services for the bank.

The security personnel provided by the Agency will come directly under the Agency for the day-to-day duties and other administrative purposes and will function under a supervisor of the Agency as per the direction / needs of the Bank. Supervision/ surprise checks of the security officers and lapses, if any, noticed will be brought to the knowledge of the Agency for immediate corrective action and advised by the Bank and decision of the Bank in this regard shall be final and conclusive and shall be complied with by the Agency. However, it will be the endeavor of the Agency to ensure that there are no lapses in fulfilling the needs of the Bank. 40. If any of the guards / driver /custodian posted for the Bank leaves the employments of the Agency, the Agency alone will arrange for suitable substitutes and provide the requisite uniform etc. for such new guards. The Bank will not entertain any claim whatsoever from the Agency for such arrangements. 41. The Second Party will not sublet the contract to third party. In case of subletting, the contract will stand terminated without any notice. Violation of any terms or conditions of this agreement will entitle the Bank to withhold and deduct the amount or part thereof of the payments due and payable to the Agency, besides terminating this agreement by giving prior notice to the effect.
