3 Purpse The City f Tamarac is yur Cmmunity f Chice, and in rder t maintain that desirability, the City is cmmitted t wrking tgether with its Neighbrhd Assciatins, Hmewners Assciatins and Organizatins t prvide pprtunities fr n-ging imprvement. The Neighbrhd Partnership and Beautificatin Recgnitin Prgrams (NPBRP) have been develped t fster the needs f ur cmmunities, enhance neighbrhd vitality, enhance the visual image f the City s neighbrhds, and imprve its livability. The NPBRP will prmte tw-way cmmunicatin with residents, supprt f neighbrhd/hmewner assciatins, cultivate neighbrhd partnership agreements and prmte cmmunity spirit. Neighbrhd Assciatins r Organizatins Neighbrhd Assciatins and Organizatins are vluntary, nn-prfit rganizatins frmed by residents f a subdivisin r a neighbrhd. The gal f these rganizatins is t enhance and preserve the quality f the neighbrhd. A Neighbrhd Assciatin s / Organizatin s activities may include beautificatin effrts and develping crime preventin prgrams. The Neighbrhd Assciatin/Organizatin has n regulatry pwers. Hmewners Assciatins are mandatry fr all prperty wners within the bundaries f the develpment with an established hmewners assciatin and usually charge mandatry fees. They als have legal authrity t enact and enfrce maintenance and design standards, and levy fees fr maintenance f cmmn areas. Types f Neighbrhd Partnerships Neighbrhd Assciatin/Hmewners Assciatin The City will enter int matching grant agreements with Neighbrhd Assciatins/Organizatins and Hmewners Assciatins lcated in Tamarac fr the purpse f fstering neighbrhd empwerment and vitality. All grups must be registered with the Cmmunity Develpment Department as an active neighbrhd rganizatin and be registered as a Flrida nt-fr-prfit crpratin pursuant t Chapter The imprvement is lcated n private prperty which is als cmmn prperty within the cmmunity, and is visible t the general public. Imprvements t private prperties are subject t easement and ther applicable agreements. Landscaping and Signage Prgrams These prgrams will invlve lw maintenance landscaping r ther imprvements t rights-f-way in r arund the neighbrhd, which serve t beautify the neighbrhd. Such prjects culd include upgrades such as: existing neighbrhd signs, median landscaping, neighbrhd landscaping, and street tree plantings in rights-f-way. Imprvements funded by the City thrugh the Neighbrhd Partnership Prgram need t be identifiable as a shared asset t the cmmunity and smething that will endure with time. Page 3 Rev 3/2017
4 Eligibility fr Matching Grants The matching grant prgram is designed t give assistance t specific neighbrhd prjects that will prmte a strnger and healthier cmmunity. Wh is eligible? Active Neighbrhd Assciatins/Organizatins and Hmewners Assciatins within the City f Tamarac registered with the Cmmunity Develpment Department and registered as a Flrida nt-fr-prfit crpratin pursuant t Chapter Imprvement districts established under Chapter 163 F. S. Prject must be lcated within a cmmunity that is at least 5 years ld. (The average ages f the hmes are greater than 5 years ld.) All prjects must be visible and accessible frm a public radway. What type f prject is eligible fr funding? The neighbrhd imprvements must benefit the entire neighbrhd r cmmunity and demnstrate the direct invlvement f the neighbrhd residents (all prject prpsals must include members f the neighbrhd in the identificatin, planning and executin f the prject). Prgram funds cannt be used t replace the rganizatin s current perating budget. Additinally, n prject shuld benefit an individual mre than it wuld the entire neighbrhd. Examples f prjects that are eligible fr funding: lw water use landscape prjects, remval f nuisance species, subdivisin signs, enhanced lighting, traffic calming devices (subject t the City s Traffic Calming Plicy), and safety prjects. What kind f prject is nt eligible? Funds cannt be used fr maintenance-type prjects. Maintenance includes (but is nt limited t): resealing r repaving streets, rutine painting f walls r fences, trimming trees and/r shrubs and installing imprvements required as part f the city cde. 5 Terms f the Neighbrhd Partnership Prgram Agreement Neighbrhd Assciatins/Hmewners Assciatins Grant Match Each Neighbrhd Assciatin/Hmewner Assciatin will be expected t match at least 50% f the value f the City s cntributin. The Neighbrhd Assciatin s/hmewner Assciatin s cntributin may include cash cntributins as well as sweat equity cntributed by neighbrhd residents. Amunt f Grant Grants will be capped at $5,000 fr each prject. Exceptins will be made nly when the public benefit t the cmmunity utside f the neighbrhd warrants additinal investment. NOTE: Twenty (20) percent f the ttal grant award will be withheld until final prject cmpletin and inspectin. This requirement may be waived if the neighbrhd is perfrming 100% sweat-equity fr prject match. Grantee Must be an Established Entity The Neighbrhd Assciatin/Hmewner Assciatin must frm a Flrida nt-fr-prfit crpratin in rder t be cnsidered fr City funding under the Neighbrhd Partnership Prgram. Sme neighbrhds may already have existing hmewners assciatins, which culd be utilized. All Assciatins must have fficers (a President, Treasurer, and Secretary) and must shw minutes f the meeting at which these fficers were elected. The Assciatin must submit the last apprved budget as a part f the applicatin packet. Cllectin and Disbursement f Funds The City encurages all Neighbrhd Assciatins/Hmewners Assciatins t cllect and disburse all mnies cllected fr the purpse f jint partnership agreements. There may ccasinally be extenuating circumstances where the Neighbrhd Assciatin/Hmewner Assciatin is nt equipped t cllect the mney themselves. In these cases, the City will hld the funds in a separate accunt until the Assciatin s bank accunt is pen and ready t accept funds. All funds are t be spent within ne year f apprval. Prject Mnitring City staff will cntinually mnitr the partnership t ensure adequate maintenance. Applicatin Deadlines Applicatin windw is will be pened nce yearly. All applicatins must be submitted by the apprved deadline dates as established by the City administratin. Applicatins will be accepted NO LATER THAN 4:00 P.M. r pstmarked by 4:00 P.M. n the deadline date. 6 District Award Break-Dwn Each City Cmmissin District will receive a $10,000 per year maximum cntributin with an additinal $10,000 At-Large. The grant awarded within each District will be based slely n the highest ranked scre as determined by the Evaluatin Criteria wrksheet. At-Large cntributin will be triggered in the event that respective Districts have exceeded the $10,000 cap. Award f At- Large funding will be based slely n the highest ranked scre as determined by the Evaluatin Criteria wrksheet. Encumbered funds will be rlled t the next year. Staff will present the City Manager with the highest ranked applicatins fr apprval. Funding Pririties When there are mre prjects requested than funding will allw, the fllwing pririties will be used t determine which prjects will be funded. Neighbrhds which have nt received partnership funds in the past. Prjects which impact majr thrughfares, will receive a higher pririty than thse which impact interir streets. Prjects which serve t revitalize lder r declining neighbrhds. Neighbrhd Assciatins and Hmewners Assciatins wh serve larger numbers f residents will have a higher pririty than thse serving fewer residents will. Each prject will be evaluated n the basis f hw well it addresses the Neighbrhd Partnership Prgram s main purpse f imprving its neighbrhd/cmmunity (see attached Evaluatin Criteria). Fr each respective Neighbrhd Assciatin/Organizatin and Hmewner Assciatin, nly ne prject per year may be funded thrugh a Neighbrhd Partnership Prgram matching grant. Selectin/Ntificatin Applicatins submitted by the deadline will be reviewed by the Cmmunity Develpment staff t ensure that minimum criteria have been met. Any grup that des nt meet these standards will be ntified at that time. The remaining applicatins will be submitted fr review t the City s Evaluatin Cmmittee. The Evaluatin Cmmittee is cmprised f representatives frm the fllwing City departments: City Manager s Office, Cmmunity Develpment (Cde Cmpliance, Husing, and Planning & Zning), Parks and Recreatin, and Public Wrks. Once applicatins are ranked, the highest ranked applicatin/s fr each District will be presented t the City Manager fr final apprval. The City will require 30 days in which t make a selectin. Once a selectin has been made a frmal agreement will be executed Page 6 Rev 3/2017
7 Neighbrhd Prpsal The Neighbrhd Assciatin/Hmewner Assciatin will submit a wrk plan with a cmplete descriptin f the prject and subsequent maintenance. The wrk plan will be used as a guide fr drafting the frmal agreement, and will include the fllwing: 1. Cntact Names and Assciatin Descriptin The names and telephne numbers f Officers f the Assciatin with whm the City will enter int the agreement. Included in this prtin f the wrk plan will be the date f incrpratin, the Assciatin s bundaries, and the number f residents represented by the Assciatin. 2. Prject Purpse Hw will this prject benefit the neighbrhd and its residents. This shall include what prblems the prject is t slve, and hw it will slve them. 3. Prject Plan Prvide a brief descriptin f the prpsed neighbrhd prject including a timeline fr cmpletin f the prject. 4. Prject Funding Prvide a brief descriptin f hw the prject will be funded. Include hw the cst estimate was develped, the amunt f City funding requested, the amunt f matching funds supplied by the Assciatin, and the make-up f the funding (cash, sweat equity, materials, etc.) 5. Maintenance Plan The maintenance plan shuld include a descriptin f nging maintenance fr the prject. Materials that d nt require a high level f maintenance shuld be used. 6. Cmmunity Invlvement Cmmunity invlvement is necessary t build a gd neighbrhd. A blck party, neighbrhd get-tgether, planting, r develpment f a cmmunity newsletter, are just a few examples f hw this requirement can be cmpleted. Please als submit the fllwing: Phtgraphs f the prpsed prject area Plans r maps indicating the prject in relatin t the neighbrhd and surrunding cmmunity Letters f authrizatin frm apprpriate agencies, where applicable. 8 Evaluatin Criteria The fllwing criteria are used by the City s Neighbrhd Partnership Evaluatin Cmmittee t rank prpsals. CRITERIA SUPPORTS NEIGHBORHOOD PARTNERSHIP PROGRAM PURPOSE, COMMUNITY VALUE AND APPEARANCE PRIORITY WEIGHT 30 EXPLANATION OF CRITERIA T stimulate and enhance neighbrhd vitality and custmer satisfactin by addressing the cncerns and special needs f neighbrhds thrugh prgressive, cllabrative planning. Prjects shuld benefit the City by imprving the quality f life in the neighbrhd thrugh beautificatin, educatin, and enhancement NEIGHBORHOOD STATUS/ MATURITY 20 Applicatins requesting funds are rated accrding t the maturity f the neighbrhd r demnstratin f need OTHER 10 Neighbrhds nt previusly funded PROJECT EFFICIENCY 15 Cst effectiveness, realistic/achievable plan, sufficient funds, maintenance f prject. Letters f intent fr in-kind dnatins COMMUNITY INVOLVEMENT ENVIRONMENTAL VALUE 15 Active invlvement f residents within the neighbrhd with the prpsed prject. (Blck party, sweat equity, planting prjects, etc) 10 Cntributes t nuisance species remval, nise abatement, visual screening, water imprvements and/r the crrectin f ther envirnmental prblems. TOTAL 100 Ten Steps t Success Step 1 Residents identify an area within their neighbrhd that is in need f imprvement and meets the criteria fr a matching grant. Step 2 Residents frm a Neighbrhd Assciatin, Hmewners Assciatin r Neighbrhd Organizatin and register with the Cmmunity Develpment Department as an active rganizatin. Page 8 Rev 3/2017
9 Step 3 The neighbrhd leaders present the wrk plan t the neighbrhd. If the Assciatin is a new ne, City staff will assist by mailing ntificatin f when and where the neighbrhd will vte n the prject. The City requires that all residents be ntified f a ptential partnership prject, and that 51% f thse in attendance at the meeting vte in favr f the prject in rder fr funding t be recmmended. Prxy vtes may be utilized. In the case f an active hmewners assciatin, the bard may vte in favr f the prject n behalf f their cnstituency. Step 4 Apply fr the City s Neighbrhd Partnership matching grant prgram. Receive ntificatin f award. Step 5 The Neighbrhd Assciatin, Hmewners Assciatin r Neighbrhd Organizatin begins cllecting funds t match the City s grant as identified in the wrk plan. Step 6 The Neighbrhd Assciatin, Hmewners Assciatin r Neighbrhd Organizatin must prvide evidence that the funds have been cllected. City staff t cmplete the Neighbrhd Partnership Prgram Agreement. Step 7 The agreement is frwarded t Neighbrhd Assciatin, Hmewners Assciatin r Neighbrhd Organizatin fr review. Neighbrhd Assciatin, Hmewners Assciatin r Neighbrhd Organizatin will return signed agreement t the City n later than the deadline listed in the cver mem. Step 8 The agreement is presented t the City Manager fr apprval. Step Neighbrhd Assciatin, Hmewners Assciatin r Neighbrhd Organizatin applies fr Cunty r City permits (if necessary) Step 10 Submit final prject reprt upn cmpletin. Page 9 Rev 3/2017

Categries - Residential: Single Family Hme, Duplex Hme - Nn-Residential/Nn-Single Family: Cmmercial, Industrial, Multi-family - Minimum Qualificatins: N cde vilatins, clean prperty, and structural integrity f building. Criteria All entries will be evaluated based n the fllwing criteria: Architectural Appeal Façade Features Architectural Elements Landscape Maintenance Hardscape (Pati, driveway, Trellis, etc) Plants/Trees Lawn Ornaments (Funtain, etc) Lighting Well Maintained Sustainable Design (Green) Slar Panels Awnings Native Plants /Flrida Friendly Landscaping/Drught Tlerant Plants Evaluatin Cmmittee The Evaluatin Cmmittee is cmprised f representatives frm the fllwing city departments: City Manager s Office, Parks and Recreatin, Cmmunity Develpment (Cde Cmpliance, Husing, Planning and Zning), and Public Wrks.
