Belw yu will find detailed infrmatin cncerning PCAF grants what is eligible, and what rules must be fllwed. If yu have questins, r just want t talk abut yur prject idea, please call r at the Habitat Cnservatin Trust Fundatin ffice. Part I: Eligibility Guidelines A Few Things t Knw at the Start Deadline! Please make sure we receive yur applicatin by 4:30, May 16. If funds are available, there will be a secnd deadline September 15. (Please visit website t cnfirm). Mandatry! A supprt letter frm yur reginal Prvincial fish and wildlife bilgist r Reginal Manager f Ministry f Envirnment (MOE) r Ministry f Frests, Lands and Natural Resurce Operatins (FLNRO) (see Sectin 3 fr cntact inf). Withut this letter yur applicatin will nt be cnsidered. Apply befre yu start yur prject! PCAF des nt fund wrk that has already started n a prject, that is, we will nt fund prpsals retractively. 2 Imprtant prject eligibility infrmatin: In additin t the eligible activities listed abve, please review the fllwing criteria: Pririty prjects: Preference will be given t applicants wh undertake habitat restratin/cnservatin prjects with lng-range benefits invlving as many peple as pssible ver thse with shrt-term gains such as winter feeding. We prefer prjects that ffer pprtunities fr rganizatinal capacity building, and raising cmmunity awareness and invlvement in cnservatin Restratin prjects: Please use nly native plant species. Research and Inventry type prjects: The prpsal must describe hw the prject applies t the cnservatin f fish, wildlife and their habitats. Any research, inventry, r ther type f prject must be clearly linked t a specific cnservatin issue and result in, r prpse, a practical curse f actin t slve a cnservatin prblem. Make sure yu use standard inventry techniques; check with the prvincial fish and wildlife staff t ensure data cllected will be useful and is shared in apprpriate frmats. Experimental techniques may be cnsidered. Allwable recreatin prjects: Prjects with the main purpse f prviding public use shuld direct human activity in such a way as t 1) minimize envirnmental damage, and 2) prmte access fr legitimate use (fishing and wildlife viewing access, etc.) Such prjects must clearly demnstrate either direct cnservatin benefits, r increased public awareness and appreciatin f natural resurces. Allwable cmmunicatins prjects public awareness: Cmmunicatin prducts must be part f the specific PCAF prject r the cnservatin issue the prject addresses. This may include relevant signs, brchures, and pamphlets. Club newsletters, jurnals, r websites are nt eligible fr funding. Wildlife rehabilitatin centers: A ne-time nly grant nt exceeding $5000 may be given t wildlife rehabilitatin centres twards startup csts. PCAF des nt fund feed, veterinarian services and/r the purchase f medicine. Prjects n private land With the exceptin f nn-prfit cnservatin rganizatins, landwners are nt eligible t submit applicatins fr wrk n their wn lands Prpsals fr prjects n private land must demnstrate lng-term cmmunity cnservatin benefits 2

3 PCAF prpsals verlapping with HCTF prjects: In sme cases, PCAF prpsals may be assciated with HCTF prjects t the benefit f bth prjects. Please ensure the fllwing cnditins are met: The PCAF prject must be a discrete, vlunteer cmpnent that adds value t the HCTF prject. The applicant must fully describe hw PCAF activities relate t the HCTF prject. Yu cannt apply fr PCAF activities r materials that have been funded by the HCTF prject (i.e., n duplicate funding). Staff time and equipment paid fr by an HCTF prject cannt be claimed as inkind dnatins in the PCAF budget, nr can HCTF funds. PCAF funds must be used nly t supprt wrk carried ut by vlunteers. Part II: Funding Requirements General Funding Facts Yu may apply fr a maximum f $10,000 in any ne year. Yu have 5 years t cmplete a prject. If there are unspent funds, please return t PCAF. Upn cmpletin, a final reprt n yur prject is required. Fr multi-year prjects, yu must apply again each year and prvide a prgress reprt which states yur expenditures and describes the wrk yu have dne. The maximum funding fr multi-year prjects is $20,000 Matching funds: Yur cntributin is made up f vlunteer labur plus allwable dnatins (Please refer t Diagram 1) At least half f yur matching funds must be made up f vlunteer labur. Vlunteer labur is calculated at $15/hur. Yur remaining cntributin may be in the frm f allwable dnatins made t yur prject. These include such things as: The value f dnated labur, 3

4 Fr example, if a cnsultant r equipment peratr dnates a day s wrth f services t yur prject, yu may claim that day s wage as a financial cntributin. The value f dnated materials r equipment Cash dnatins. Nte that grants received fr the prject frm ther agencies are NOT an allwable dnatin as part f yur matching funding cntributin. Hwever, vlunteer labur may amunt t greater than half the matching funds. Matching Funds Vlunteer Hurs Dnatins PCAF Funding Request PCAF Funds Details n budget and vlunteer activities: The mre details yu can give us, the better we can review yur applicatin fr funding. Please supply the fllwing infrmatin: A detailed budget clearly shwing what yu will cntribute and what yu are asking PCAF t fund. A list describing hw vlunteers will be spending their time n this prject. PCAF is based n vlunteer cnservatin invlvement. It is imprtant fr us t knw what actual activities yur vlunteers will be ding fr the hurs yu have indicated. Please be specific. Where pssible, indicate the activity and the vlunteer hurs required t cmplete the wrk; yu may want t use a table shwing different activities and estimated vlunteer hurs fr each ne. Multi-year funding: If yu think yur prject will be applying fr mre than ne year f funding, please indicate this n yur applicatin. 4

5 Wages: The grant cannt be used fr wages. The nly exceptin is fr cntracted equipment r special expertise required in the field (e.g., a bilgist, restratin specialist, etc). Miscellaneus expenses: Reasnable csts f meals, and rental r use f equipment r facilities are acceptable expenses. Generally, rent f facilities shuld be fr shrt-term use, nt nging ffice rental. Mileage charges are nt allwable expenses, althugh actual fuel csts can be cvered. Other financial aid: If yu receive financing frm anther agency, yu can use that mney fr the prject but it cannt cunt as part f yur cntributin (matching funds). Onging maintenance: Grant mney is nt available fr nging maintenance. If yur prject des require sme annual maintenance, please let us knw hw yu intend t pay fr it. Part III: Prject Reprting We wuld like t knw abut yur prject, and pssibly share yur stry as an inspiratin fr thers. Please send us phts! High reslutin digital pictures are ideal yu can send them in n a disk, them t us, r cntact HCTF abut using DrpBx. Prject reprts: A written reprt describing the prject and expenditures is required. If yur prject is apprved, we will send yu a reprting frm and a set f general guidelines (these are als available n the website). The cst f this reprt (phts, duplicatin, etc.) shuld be included in yur initial budget. A final prject reprt is due when the prject is cmplete. A prject must be cmpleted within 5 years (maximum). A prgress reprt is required fr multi-year prjects. This shuld accmpany applicatins fr funding after the first year. Please include a statement f expenditure and let us knw hw the prject is prgressing. 5

6 Part IV: Prject Administratin Assistance frm Prvincial gvernment reginal fish and wildlife staff: The best way t avid prblems is t invlve yur reginal fish and wildlife staff during the planning phase f yur prject. We require a letter frm an apprpriate Prvincial gvernment bilgist wrking in yur regin, indicating their supprt fr yur prject. We strngly recmmend that applicants request this letter f supprt at least 2 weeks befre the deadline t allw staff adequate time t review the applicatin and draft the letter ( is acceptable). Respnsibility fr different species and habitats is distributed amng several branches in tw different prvincial gvernment ministries. The mst apprpriate reginal fish and wildlife bilgist may wrk fr either the Ministry f Envirnment (MOE) r the Ministry f Frests, Lands and Natural Resurce Operatins (FLNRO). Yu shuld als cntact the lcal First Natins band fr any interests r claims n the land where yu are prpsing t wrk. On any land, yu may als require apprval frm varius gvernment ministries: Ministry f Envirnment r Ministry f Frests, Lands and Natural Resurces Operatins if the prject invlves stream bank r stream bed r flw alteratins, handling f fish and wildlife, r wrking n timbered Crwn land. Federal Fisheries and Oceans Canada if cean-ging fish r marine envirnment are invlved; Ministry f Transprtatin if access, radside habitat imprvement r ther develpments near highways are invlved. 6

7 Prject apprval prcess details: By early June, the PCAF Advisry Cmmittee reviews applicatins received in May. Recmmendatins fr apprval are presented t the Chair f the HCTF Bard f Directrs fr final authrizatin. Nte that a grant fr less than the amunt requested may be recmmended, r there may be cnditins t satisfy befre funds are released. Yu will be ntified f yur applicatin status by . Successful applicants will receive a cheque shrtly thereafter. The advisry cmmittee is cmpsed f prvincial Fish and Wildlife staff, a representative each frm the Federatin f British Clumbia Naturalists and the B.C. Wildlife Federatin, and staff f the Habitat Cnservatin Trust Fundatin. 7
