2 Preface The issues and cmments reflected in the 2017 Legislative Prgram fr Hendry Cunty are intended t prtect, prmte and benefit prgrams and areas f funding that are imprtant t prviding services t the citizens f Hendry Cunty. The members f the Hendry Cunty Bard f Cunty Cmmissiners acknwledge the utstanding supprt that ur cmmunity has and cntinues t receive frm the State f Flrida. The Hendry Cunty Bard f Cunty Cmmissiners is appreciative f all f the hard wrk the Hendry Cunty Legislative Delegatin perfrms in supprt f ur cmmunity. MAJOR LEGISLATIVE OBJECTIVES Hendry Cunty supprts the Flrida Assciatin f Cunties and the Small Cunty Calitin s Legislative Prgram and Guiding Principles. Wastewater Infrastructure n US27/SR80 - Phase II Phase I was funded in the 2015 Legislative sessin which is fr the due diligence and design phase f this prject. Phase I is currently underway by the Cunty's engineering cnsultant Tetra Tech. The due diligence prtin f the wrk will be cmpleted at the end f Nvember 2016 with a Due Diligence Reprt f the findings being prduced. The design and permitting f the frce main will cmmence in December 2016 and be finished by June 30, Phase II which is fr the cnstructin and cnstructin engineering inspectin services assciated with this prject is anticipated t cst $5,400,000. Fund Hendry Cunty s infrastructure and water quality prject that will supprt the cmbined fur (4) Cunties: Lee, Charltte, Glades & Hendry: Fur Crners Strmwater/Water Quality Prject: Hendry Cunty requests funding t cnstruct strm water imprvements in the Fur Crners Area (Lee/Charltte/Glades/Hendry Cunties) t the Cunty Line Ditch in rder t reduce flding and t prvide water quality. The prpsed imprvements t the Cunty Line Ditch are shvel ready as they have already been designed and permitted. The estimated cnstructin cst is $4,000,000. Prvide Supprt fr Key Prjects. Security enhancements t the Harlem Library and Daycare Facilities - $600,000. Supprt fr the Glades Reginal Vcatinal Training Center FDACS Grant Hendry Cunty Fair and Livestck Shw-Arena and Pavilin Upgrade - $1,200,000. FRDAP Grants fr Hendry-LaBelle Reginal Sprts Park Cmplex (2) - $50,000 each. Page 2 f 5

3 Transprtatin Lcal Rads and Bridges: Increase Funding fr Small Cunty Rad Prgrams - Hendry Cunty requests that funding fr the Small Cunty Rad Prgrams be a pririty f the Flrida Legislature. Cunty Rad CR835 Fund the design, permitting, cnstructin and cnstructin engineering inspectin services fr CR835 frm 21.6-miles suth f US27 t 24.1-miles suth f US27 (2.5 miles) is a farm t market rad and rural cllectr. This rad is in need f resurfacing due t cracking and sme settlement and the drainage pipe ends need t be extend utside the clear zne. Imprvements needed t this segment f CR835 are cld in place recycling r milling, installatin f a ge-textile mat t prevent cracking, resurfacing, striping, signage upgrades, drainage imprvements, and shulder wrk. The estimated cst is $3,000,000. Hendry Isles Bulevard Fund the design, permitting, cnstructin and cnstructin engineering inspectin services fr Hendry Isles Blvd frm SR80 t Arcadia Avenue which is a farm t market rad and the nly pint f ingress and egress fr Pineer Plantatin. Required imprvements cnsist f sme milling and resurfacing alng with sme islated base repairs and replacing culverts underneath the rad way. The estimated cst is $900,000. Ft. Denaud Bridge Fund the rehabilitatin f the histric Ft. Denaud Swing Bridge. This bridge is ne f tw crssings ver the Calsahatchee River in Hendry Cunty and serves as a vital cmmuter rute fr residents in bth Hendry and Glades Cunties. This bridge is heavily utilized by mtrists when the State Rad 29 Bridge (a bascule bridge) is dwn fr repairs. Estimated cst is $1,000,000. Transprtatin State Rads: Fund the cnstructin fr the widening f SR29 frm just suth f Spencer Lane t Cwby Way. Design and permitting is underway and the required right-f-way acquisitin is funded in Fiscal Year 2015/16. Public Transprtatin Enhancement Transprtatin Grants fr Rural Cunties- remve language that creates three year restrictin fr grants in rural cunties. Create same language as urban area grants allw. Increased funding resurces fr the Transprtatin Disadvantaged Prgrams Imprve rutes t schls, training centers, health care and emplyment centers by expanding the Gd Wheels transprtatin prgram with additinal buses and recurring funding fr drivers, supprt staff and verhead expenses. Supprt Rural Jb Creatin and Prtectin f Rural Ecnmic Base: Hendry Cunty requests a clear rural jb creatin strategy within the state ecnmic develpment jb creatin plan. 4 Legislative Flexibility and Regulatry Predictability. Flrida s Heartland Ecnmic Regin f Opprtunity Marketing Funding Organizatinal realignment f resurces in supprt f rural jb creatin. Identify and supprt Emerging Market Opprtunities in rural areas. Prtect Against Actins that impact lcal ecnmic stability. Rural Health Care: Hendry Cunty is aware f the imprtant rle that lcal health departments play in prviding critical primary care services in rural areas. The current structure needs t be prtected. Husing: Increased funding fr the State Husing Initiative Partnership (SHIP) prgram. Rural Ecnmic Develpment Fund the Rural Infrastructure Fund at $ millin t enable rural cmmunities t invest in needed infrastructure prjects t be mre cmpetitive in ecnmic develpment strategies. Fund the Rural Area f Opprtunities marketing plans PILT: Payment In Lieu f Taxes (PILT) shuld be paid at the highest and best use f the land. The PILT shuld be required t be adjusted at the same rate that prperty values f surrunding prperty values. PILT shuld be part f legislatin and funded in perpetuity and nt a budget line item. Revise the 2015 Amendments t Sectin Flrida Statutes - Sectr Plans In 2015 SB 1216 changed the prcess fr Detailed Specific Area Plans (DSAP) t require them t be reviewed pursuant t the State Crdinated Review Prcess. This prcess includes the review and cmments by all State reviewing agencies that cst mre time and mney fr bth the Cunty and the Applicant. In additin the same reviewing agencies are the permitting agencies that the prject wuld be required t btain prir t develpment, basically creating a redundancy in the develpment review and permitting prcess. Prir t this amendment a DSAP was apprved by a lcal develpment rder and sent t DEO t nly determine if cnsistent with the Sectr Plan s Lng Term Plan with n ther State Agency having a rle in this review. Essentially the amendment in 2015 usurps the legislative and plicy making pwers f cunties t regulate and implement lcal land develpment cntrls. We ask fr a carve ut fr fiscally cnstrained cunties s Sectr Planning may be used t encurage sund develpment and smart grwth principles withut state crdinated reviews fr each DSAP. Page 4 f 5
