1 MNCPPC Site Plan N Administratin Building/CH1 Site Plan Imprvements Prject Executive Summary f Infrmatin I. Frmatin f the Facilities Enhancement Plan In 2010, Leisure Wrld f Maryland thrugh a Strategic Advisry Cmmittee and Leisure Wrld f Maryland Crpratin ( Management ) develped a strategic plan (Binder 1, Sectin 2) t guide the cmmunity in develpment fr the next 10 years. Part f that strategic plan included imprvements t the infrastructure f the cmmunity. This led t the develpment f the Facilities Enhancement Plan (FEP) t strategize and priritize imprvement prjects that wuld enhance and increase the value f the Leisure Wrld Cmmunity as a whle. The initial FEP was presented t the cmmunity ver a 2-year perid via Leisure Wrld Cmmunity Crpratin Bard f Directrs (LWCC BOD) and Advisry Cmmittee meetings, LW News articles and pen frum meetings. The FEP apprved in 2012 by the LWCC BOD included 8 prjects, ne f which was the new Administratin Building and Clubhuse I (CH1) Site Imprvements (Admin/CH1 Site Imprvements). II. Supprting Dcumentatin Overview Supprting infrmatin is prvided t MNCPPC in the attached binders, highlighting the evlutin f the prject since 2012 shwing the pprtunities f cmmunity invlvement by hundreds f residents thrugh six years f pen Advisry Cmmittee and LWCC BOD meetings, status reprts, vtes, pen frums and cmmunity meetings. Develpment f Administratin Building/CH1 Site Imprvements prject and MNCPPC Actins Beginning in 2014, the new Administratin Building and changes t CH1 prjects mved thrugh several Advisry Cmmittee s t develp the scpe f each prject. LWMC realized it wuld be mre efficient and cst effective t cmbine bth prjects int 1 cmprehensive site plan prject as each had verlapping cmpnents that wuld be better designed as a whle rather than separately (Binder 1, Sectin 1). The 6 main Advisry Cmmittees develped a set f criteria t infrm the design prcess fcusing n (Binder 1, Sectin 12): 1. imprving accessibility t the buildings, 2. increase parking clser t the entrances t the buildings, 3. imprving safety fr pedestrian and vehicular interactins 4. imprving verall ambiance f the site Page 2 f 7 July 17, 2018; updated 1/25/2019

3 The prject was discussed at all pen meetings f the Advisry Cmmittees ver 3 years and recmmendatins were made t the design team t be incrprated int the design dcuments (refer t Binder 1 fr design reprts and presentatins and Binders 2 and 3 fr actins taken by LWCC BOD and Advisry Cmmittees). In September 2016, the LWCC BOD apprved the final site plan and building design fr the new Administratin Building and CH1 Additins t be submitted t the MNCPPC fr site plan apprval (Binder 1, Sectin 12 and Binder 2, Sectin 1, 9/2016 Meeting Minutes). As per MNCPPC requirements, an pen pre-applicatin meeting was held fr all residents f Leisure Wrld t attend presenting the site plan fr the new Administratin Building and CH1 additins. Signage annuncing the meeting was psted in 2 lcatins n Leisure Wrld f Maryland prperty, annunced at LWCC BOD and Advisry Cmmittee meetings and articles written in LW News (Binder 1, Sectin 14; Binder 4, Sectin 2017, March 2017). The site plan was submitted t MNCPPC in June 2017 and a hearing was schedule befre the MNCPPC Planning Bard fr Nvember 30, Annuncements were made a LWCC BOD and Advisry Cmmittee meetings and psted in LW News (Binder 4, Sectin 2017, Nvember 2017). At the Nvember 30, 2017 hearing, MNCPPC Planning Bard tk actin t defer any ruling n the prpsed site plan prject citing changes t be made t the site plan and btaining mre input frm residents. IV. LWMC Presentatins t Mutuals Pst Deferral Fllwing deferral f the Site Plan by the Bard, frm January t March 2018, Management made presentatins t each f the 26 Mutuals (Hme Owner, Cndminium and C-p assciatins within Leisure Wrld) regarding the Site Plan fr the new Administratin Building and CH1 Imprvements (Binder 1, Sectin 16). Overall, mre than 800 residents attended the presentatins and participated in the discussins. Refer t Exhibit A fr the Mutual Presentatin schedule including dates, lcatins and attendees. 4 The primary fcus f the presentatins was t btain additinal input frm residents n the design f the Site Plan fr the new Administratin Building and CH1 imprvements. Anther fcus f the presentatin was t infrm the residents f what the FEP is, hw it was develped, the prcess fr review/develpment/evaluatin f prjects cntained within the Plan, hw the Plan is funded and wh the final decisin makers f the Plan are. Management explained the review/develpment/evaluatin prcess undertaken within Leisure Wrld, the regulatry prcess required by Mntgmery Cunty fr permit and cnstructin apprval and review the changes made t the Site Plan since the 2017 site plan submissin apprved by the LWCC BOD. Residents asked questins and made statements pertaining t the peratin f Leisure Wrld, the FEP prcess and the Site Plan prject design. Many residents asked questins abut the funding surce (Resales/Prperty Transfer) fr the prject and FEP as a whle and hw csts are determined and cntrlled fr these prjects. Residents als asked abut the gvernance structure f Leisure Wrld, wh the final decisin makers are, and hw pinins/cncerns shuld get expressed t these decisin makers. Cmments and suggestins fr design cnsideratin fr the Site Plan, new Administratin Building and additins t CH1 were recmmended by residents. Advisry Cmmittee Actins Taken Pst Mutual Presentatins Management prvided the suggestins and cmments specific t the design f the Site Plan t Cmmunity Planning, Security & Transprtatin, Educatin & Recreatin, Restaurant and Landscape Advisry Cmmittees fr cnsideratin and apprval in any revisins t the plan. These Cmmittees met separately at their mnthly Cmmittee meeting in March 2018 t make recmmendatins fr design changes. There were 2 main areas where differing pinins were expressed that the Cmmittee Chairs felt a jint meeting was warranted s all members Page 4 f 7 July 17, 2018; updated 1/25/2019

5 culd hear pinins and cme t an agreement n a final design. The 2 main differences related t 1-way versus 2-way traffic flw thrugh the parking lts and cnnectin pints frm the Cascade Circle t the new parking lt t the existing parking lt. The utcme f the April 19, 2018 jint meeting was Site Plan Alternate A3 Mdified dated 4/19/2018 (prvided t the LWCC BOD n April 24, 2018 fr infrmatin) (Binder 3, Sectin 3 April 2018 Meeting Minutes ). The plan cntinues t maintain 1-way traffic flw thrugh the parking lts but allws the uter parking lane f the existing lwer parking lt t have 1-way traffic flw in the ppsite directin. The cnnectin between Cascade Circle and the new upper parking lt allws fr entering and exiting the lt, whereas the cnnectin between the new upper lt and the existing lwer lt is exit nly. Based n final engineering review, there were sme minr revisins t Site Plan Alternate A3 resulting in Site Plan Alternate A4. These revisins resulted in the lss f parking spaces in the upper parking area due t lcatins f strmwater management areas needing t be shifted t save additinal existing trees and the additin f ADA spaces t serve the main entrance t new Administratin Building. V. Revised Site Design Plans The LWCC BOD apprved the changes t the revised Site Plan A4 at the May 22, 2018 meeting and directed Management t resubmit the revised Site Plan t MNCPPC fr site review and apprval as part f the regulatry prcess in Mntgmery Cunty. (Binder 1, Sectin 17) The majr design changes between Site Plan reviewed by the MNCPPC Planning Bard n 11/27/2017 and the revised Site Plan being submitted t MNCPPC Staff are: 1. Remval f the thru rad prviding direct cnnectin frm Cascade Circle t the existing lwer parking lt. 2. Remval f crss intersectin at the new drp ff rad and the lading dck area. 6 3. Revised new upper parking lt layut reducing the ttal number f spaces t 59 but increasing the ttal number f ADA spaces t 18. Site Plan Alternate A4 accunts fr 351 ttal parking spaces, 31 f which are ADA and lcated near building entrances. 4. Relcated entrance frm Cascade Circle t the new upper parking lt making a cmbined divided entrance/exit access pint. 5. Added right turn nly exit pint frm the new upper parking lt t the existing lwer parking lt t allw residents t access the existing lwer parking lt withut having t travel back t Leisure Wrld Bulevard. 6. Remved the steps and ramp at the main entrance t the Administratin Building by relcating the entrance t the crner. This prvides fr an pen direct access plaza t the building as well as giving prminence t the entrance pint. The pen plaza will have planting beds, trees and seating. 7. Relcated the bike strage lckers t the lwer entrance t the new Administratin Building. 8. Relcated the main crsswalk in the existing lwer lt t align with the pen plaza t the main entrance f the new Administratin Building. 9. Revised traffic flw t be 1-way the ppsite directin alng the uter parking lane f the existing lwer lt t allw residents t g back t the upper end f the lt withut having t g nt Leisure Wrld Bulevard. 10. Revised the entrance t the CH Grille vestibule t align the cvered walkway with the revised drp ff/pick up lcatin in the new upper parking lt. 11. Added cvered walkway frm the existing parking lt alng the walkway t CH1 cvered entrance.
