3 - 2 - KL:16:11 OFFICE OF THE DEVELOPMENT COMMISSIONER URALUNGAL LABOUR CONTRACT CO-OPERATIVE SOCIETY LTD SPECIAL ECONOMIC ZONE, ADMINISTRATIVE OFFICE:CSEZ: KAKKANAD Minutes of the 11 th Meeting of the Approval Committee (1/2015 series) of Uralungal Labour Contract Co-operative Society Limited SEZ, Kozhikode held on 24 th April, 2015 The 11 th meeting (1/2015 series) of the Approval Committee of Uralungal Labour Contract Co-operative Society Limited Special Economic Zone (ULCCSL SEZ), at Nellikode Village,Kozhikode District Kerala State constituted under Section 13 of Special Economic Zones Act, 2005, was held on 24 th April, 2015 at 3.00 p.m. in the Conference Room of Cochin Special Economic Zone,Kochi. Dr. Safeena. A N, Development Commissioner, ULCCSL SEZ chaired the meeting. 2. The following members were present: i) Smt Indira R, Foreign Trade Development Officer, (As a nominee of JDGFT), Office of the Joint Director General of Foreign Trade,Cochin. ii) Smt. Sheeba S, Assistant District Industries Officer, (As a nominee of Principle Secretary of Industries, Kerala Govt. Secretariat, Trivandrum). iii) Smt. Sheeba S, Assistant District Industries Officer, (As a nominee of Director of Industries & Commerce, Govt. Of Kerala, Vikas Bhavan Trivandrum). iv) Shri. Saneesh P, Finance Officer, M/s.Uralungal Labour Contract Cooperative Society Ltd SEZ. (As a Special invitee - Developer ) Leave or absence of Shri Madhup Vyas, Deputy Secretary Department of Commerce, New Delhi, Commissioner of Central Excise, CR Building, Manchira, Calicut, Commissioner of Income Tax, Ayankar Bhavan, New Annex Building, Manchira, Calicut & Shri Sanjeev Kumar Jindal, Director (IF-1), Ministry of Finance, New Delhi, was noted. 3. At the outset the Chairman welcomed the members of the Approval Committee. 4. The following items in the agenda, circulated in advance, were thereafter taken up for consideration: 5. Confirmation of minutes of 10 th Approval Committee Meeting. The minutes of the 10 th meeting of Approval Committee (2/2014 series) held on 12 th August, 2014 was confirmed. 6. Action taken report of the 10 th Approval Committee Meeting. Chairman informed the members that the following decisions of the last meeting had been communicated:

Consideration of Application submitted by M/s ULCCS IT Infrastructure (P) Ltd Co Developer, for procuring 1,00,000 Liters of High Speed Diesel. The Chairperson informed the Committee that M/s ULCCS IT Infrastructure (P) Ltd., Co Developer of ULCCSL SEZ, Kozhikkode vide their letter dated 26 th March, 2015 has submitted a request for approval of procuring one lakh liters of High Speed Diesel required for the authorized operations like providing of backup power to software building. Decision of the Committee: The committee noted that the LOA of the SEZ is valid upto 30/06/2015. After the deliberations the representative of the Developer has been asked to explain the details about the status of the Zone and purchase of the Diesel. The representative of the SEZ has informed the committee that application for renewal of LOA upto 31 st December, 2015 has been recommended by DC to MOC. M/s Mentor Performance Rating Pvt. Ltd, the newly approved unit occupied an area of 6062 sq. ft. in the SEZ for setting up an IT/ITES unit, and their interior fit out works is in the final stage and they are expecting to commence operations within 6months. Other companies have also expressed keen interest for setting up of IT units in the SEZ, negotiations for which are in the process of finalization. And further they have intimated that the suppliers of the Diesel Generator instructed to run the DG set at least half an hour per day, otherwise the following damages may be occurred. 1. High sound will be generated. 2. Mileage will be reduced. The Committee after deliberations approved the request submitted by the Co Developer for procuring 1 Lakh liters of Diesel for the period of one year.
