3 LETTER INVITING TENDER (e-tendering) Indian Oil (Marketing Division, Head Office) has initiated e-tendering for procurement of works and services through its website All interested bidders are requested to obtain Class-3 Digital Signature Certificate (DSC) from any authorized certifying agency and register themselves with IOCL on this website using the DSC. Detailed instructions are available on the website. Indian Oil Corporation Ltd invites electronic bids through its website under single bid system for the subject work, from empanelled insurance companies: 1.0 BRIEF DETAILS OF THE TENDER: 1.1 Name of work Renewal of Motor Insurance Policy for Tank Trucks/Aviation Refuellers/Jeeps for the year Tender no./ LIT no.: FIN_2016_17_LT_3 1.3 Tender Cost NIL. 4 1.10 On line bid Preparation & Tender Submission through e-tendering portal Date & Time for Opening of Tender on line. From at 1700 HRS to up to 1015 HRS Bids to be submitted on line through IOCL s e-tendering site ( Tender will be opened on at 10:30 hours. Bids shall be submitted in the manner as described in Instruction to Bidders (ITB) of Bidding Document. Physical Bids will not be accepted. All such Physical bids shall be considered as invalid offers and shall be rejected summarily without any consideration. Tender Document can be downloaded from and on line bids are required to be submitted with Digital signatures on the system. Price Bid shall contain only price as per Schedule of Rates without any condition. The Lumpsum rate shall be filled up in figures and the total amount shall be automatically calculated and rounded off to the nearest rupee in the system. 2.0 TERMS & CONDITIONS 2.1 All eligible and interested insurance companies are mandated to get enrolled on e-tendering portal ( 2.2 The subject tender is an e-tender & can be downloaded from IOCL website, Tender Document will not be issued in person or sent by post. Mere obtaining tender document through IOCL website shall, however, not be construed that the bidder/agency is considered qualified. 2.3 Bidders are advised to read the instructions for participating in the e- tendering from the website The Help Documentation placed at Home Page provides necessary guidance to bidders for using the e-tendering site. A user id will be issued to each prospective bidder by e-procurement administrator for participation in e-tendering. 2.4 Bidders/Agencies shall ensure submission of complete information/documentations in the first instance itself. IOCL reserves the right to complete the evaluation based on the details furnished by the agencies without seeking any subsequent additional information. Bids not in compliance with Bidding Document or with incomplete information documents are liable for rejection. Page 4 of 20
