1 BUSINESS LEADERS HEALTH & SAFETY FORUM Benchmarking Report For the reporting period 1 July 1 to 3 June 13 Published May 1
2 Key results This report provides a snapshot of health and safety performance for Forum members participating in the benchmarking initiative. This is our second annual benchmarking report and it covers the 1 months to 3 June 13. The benchmarking process is useful to identify and compare performance, to support decision-making and to track progress towards our vision of Zero Harm Workplaces. This report aggregates data to provide overall results for participating Forum members and for the sectors they operate in. Participating members can view their individual performance in real-time by logging on to our online reporting tool. The report show a significant drop in reported injury frequency rates among participating members. There was also an increase in participation by members, which led to a substantial rise in total recorded exposure hours. 31.% REDUCTION in total recordable injury frequency rate REDUCTION 8% in lost time injury frequency rate
3 5 FORUM MEMBERS participated in this report (53 previous year) 1.5% INCREASE increase in near miss reports 1% INCREASE in hours worked to 13 million exposure hours FORUM MEMBERS achieved Zero Harm (no recordable injuries) FORUM MEMBERS had a TRIFR of less than 1 All frequency rates are based on, hours worked. 3
4 Forum results Reported injury rates down The overall results of participating Forum members show an encouraging reduction in reported injury frequency rates for most injury types. The exception was a small increase in the frequency of reported first aid injuries. While there was a 1% increase in total reported injuries, this was largely due to a sharp rise in participation with the number of hours worked jumping by 1%. There was an 8% reduction in reported days lost. The average days lost per lost time injury (LTI) reduced to 1.9 from 1. a year earlier a reduction in severity of 1.3 days per LTI. Also encouraging was the 1% increase in near miss reporting. Reported incident frequency rates CHANGE MEASURE 1/13 11/ Near Miss Reports 8..9 First Aid Injury.. 5 Downward trend in total recordable injuries There was a reduction in reported total recordable injuries and the total recordable injury frequency rate (TRIFR) for participating Forum members. TRIFR is the most commonly used lagging measure of safety performance. It captures reported medical treatment, restricted work, lost time and fatal injuries. Downward trend in lost time injuries There was also a reduction in lost time injuries and the lost time injuries frequency rate (LTIFR) for participating members. LTIFR captures injuries that resulted in at least one day being lost from work after the day of the injury or illness. 7 Participation up There has been an encouraging increase in members participating in the benchmarking project, with 5 members contributing data in the 1/13 year. This was up from 53 members a year earlier and was more than a third of our members. However, we still have work to do to reach our goal of % of Forum members (75 members) participating in benchmarking. Increased participation saw the number of hours worked increase to 13 million in 1/13, from 1 million a year earlier. This took us close to our goal of 15 million hours. Forum members constantly tell us that benchmarking data is important to them because it supports their decision-making. For that reason all members who can contribute their data are encouraged to do so. The table below shows participation rates by industry. Participation rate of members by industry INDUSTRY SECTOR FORUM MEMBERS AT 3 JUNE 13 ENTITIES PROVIDING DATA* Agriculture, Forestry and Fishing 7 Construction Defence, Public Order and Safety Education and Training, Health Care and Social Assistance, Arts and Recreation 1 Information Media and Communications; Finance and Insurance; Property Services; Business Services; Business Support Services; Public Administration 8 Manufacturing 3 1 Mining, Utilities, and Waste Management 8 17 Other Services 11 Retail Trade, Accommodation, and Food Services 7 Wholesale Trade, Transport, Postal, and Warehousing Total 13 7* * 5 members contributed data. But some members operate in multiple sectors, and entered data in multiple sector categories to reflect the activities of different business units. As a result, those members are counted multiple times in the table. Industry classifications are based on ANZSIC level 1. 7
8 Sector results Overview The tables below show the reported recordable injury and total recordable injury frequency rate for seven sectors. The tables also show how each sector compares against the results for all Forum members participating in benchmarking. Note, the Construction and Agriculture, Forestry and Fishing sectors use a significant number of contractors. However, injuries to contractors are not reported in sufficient detail to be shown. As a result, actual injury rates in these sectors are likely to be significantly under-reported. The reduction in reports of occupational illnesses may reflect a lack of reporting of health issues. 11
12 About this report This report uses information compiled by risk and safety consultancy Impac. Impac hosts the Forum s online benchmarking tool that supports our benchmarking project. Visit /our-work/benchmarking/ for more information, including a link to the online tool and definitions. Limitations Due to the limited data provided about contractors, this report covers employees only. That means overall injury rates are likely to be under-reported, particularly in sectors that rely heavily on contractors. The lack of reporting on contractor safety is of significant concern. The Forum s contractor safety project has identified that a reporting culture is essential to improving contractor safety, and CEOs need to drive this culture. The Forum will look to encourage members to include contractor data in future. This report may not necessarily reflect the level of risk of serious or fatal harm within participating businesses. Research has identified that the risk of serious and fatal harm do not necessarily drop with reductions in injury frequency rates, which generally only measure the frequency of less serious injuries. The data in this report may be subject to errors relating to the way it is collected, classified and reported by members. In particular, it may be affected by some Forum members not yet using OSHA definitions for reporting injuries. The Forum adopted OSHA standards to improve the reliability of benchmarking data. About the Business Leaders Health and Safety Forum The Business Leaders Health and Safety Forum inspires and supports its members to become more effective leaders on health and safety. The Forum has more than 1 members, who are CEOs or Managing Directors of significant New Zealand companies.
