Safety and Health Trends in Indiana Presenter: Kenneth Boucher Executive Director of Quality, Metrics and Statistics Indiana Department of Labor Topics of Discussion Data Collection In-depth review of the complex mathematical algorithms employed to arrive at the rates and totals What do all of these numbers really mean? Changes in the Safety and Health Landscape Economic factors Technological advancements Safety and health practices Future Challenges What trends are emerging now? How do we prepare? 1
Then Then ( ) Industrial revolution By 1900, many states adopt basic safety rules Example: Machine Guarding Massachusetts: 1877 Most industrialized states: s Standard published by American Standards Association By 1949, still not widely adopted 2
Then ( ) 1919 First Hard Boiled Hat 1933 First hard hat area Golden Gate Bridge One of safest construction projects of its time 11 workers killed Safety netting for fall protection Photo courtesy of 3
Then ( ) 1930 s First Child Labor Laws Pictorial by Lewis W. Hine ( ) Photo courtesy of 4
Then ( ) 1965 Indiana Division of Labor Statistics Department Earliest Occupational Safety and Health records Then ( ) Occupational Injury and Illness Surveys Data is surveyed, not a census All rates, percentages and totals are estimates It is not recommended to compare historical data with modern data Definitions are different Calculations are different Not apples-to-apples 5
Then ( ) 1965 Indiana Division of Labor Statistics Department Occupational Safety and Health records Based on Standard Industrial Classification (SIC) Surveyed 9,700 employers (63% return rate) Manufacturing Contract Construction Mining Agriculture Then ( ) Indiana Division of Labor Statistics Department Occupational Safety and Health records from 1965 Disabling injury = employment injury resulting in temporary total disability, permanent-partial disability, permanent total impairment or death Injury-frequency rate = number of disabling injuries per 1 million man-hours of work Injury-severity rate = total days missed due to injury per 1 million man-hours of work 6
Then ( ) December 29, 1970 President Nixon signs the Occupational Safety and Health (OSH) Act into law May 29, 1971 First standards are codified in law January 17, 1972 OSHA Training Institute (OTI) opens 7
Then ( ) March 6, 1974 The Indiana OSHA Plan receives initial approval The Indiana Division of Labor Department of Statistics partners with the Bureau of Labor Statistics (BLS) 1976 OSH data is published using BLS methodologies Injury and Illness Rates are now reported in terms of 100 fulltime equivalent workers Calculating Injury and Illness Rates N = number of recordable injuries and illnesses EH = total hours worked by all employees during the calendar year (N / EH) X 200,000 = Injury and Illness Rate 8
Calculating Injury and Illness Rates N = number of recordable injuries and illnesses EH = total hours worked by all employees during the calendar year N = 2 injuries EH = 50,000 employee hours worked (2 / 50,000) X 200,000 = 8.0 Then ( ) 1976 One employee killed every other working day (166 fatalities) Three amputations each working day 200 injuries and illnesses each working day (DAFW/DJTR) 375 injuries and illnesses requiring medical treatment each working day 30% of injuries were back sprains and strains $2,100,000 paid out in Workmen s Compensation benefits each month 61.3% of all injuries and illnesses occurred in manufacturing Transportation and utilities accounted for 5.9% of all injuries and illnesses 9
Then ( ) October 6, 1981 Indiana OSHA Plan certified September 26, 1986 Indiana OSHA Plan receives final approval 10
Now 1992-Present Now (1992-Present) 1992 Rollout of the Survey of Occupational Injuries and Illnesses (SOII) Data is still surveyed, not a census Approximately 5,800 surveys mailed per year Rollout of Census of Fatal Occupational Injuries (CFOI) Data is a census. All relevant data is collected. Beginnings of this program started with the Indiana Department of Labor 11
Now (1992-Present) 1992 With the new SOII and CFOI programs: Data collected is more accurate Coding conventions are more refined Increased emphasis on providing data usable for preventing future injuries and deaths 12
What changed? Data calculations? Employment levels? Technology? Business Culture? Now (1992-Present) 13
Now (1992-Present) Data calculations Breaks in series Overall injury and illness rate largely unaffected 14
Now (1992-Present) Employment levels Rates are per 100 full-time equivalent workers Rate is not affected by changes in employment numbers Possible factors: Work experience Length of work day Length of work week 15
16
Now (1992-Present) Technology Automation/Robotics Computers Computer Numerically Controlled (CNC) Machines Safety Technology Personal Protective Equipment (PPE) Cameras/Sensors Ergonomics 17
Now (1992-Present) Business culture Fostering a culture of safety It s not just part of the job 1937 one fatality per $1,000,000 in construction was the norm Shift in point-of-view Now (1992-Present) Business culture Companies invest in safety Increased costs of worker injuries Immediate medical costs Loss of productivity Worker s Compensation Costs Higher insurance premiums Occupational Safety and Health Administration (OSHA) Penalties Companies invest in employees 18
Into the Future Into the Future Workplace Fatalities (CFOI) Not as steep a decline as the nonfatal injury and illness rate 19
Into the Future Workplace Fatalities Not as steep a decline as the nonfatal injury and illness rate Transportation-Related Workplace Violence 20
Into the Future Transportation-Related Includes: Roadway and non-roadway incidents Involve vehicles and animals used for transportation Incidents occur across all industries Industries most affected in 2014*: Agriculture, forestry, fishing and hunting Transportation and warehousing Construction 21
Into the Future Transportation-Related Jurisdictional issues OSHA has limited jurisdiction DOT has limited jurisdiction Police have limited jurisdiction Licensing agencies have limited jurisdiction Into the Future Transportation-Related Resources: Driver attentiveness Distracted driving awareness Drive Now, TXT L8R Vehicle safety Driver fatigue 22
Into the Future Workplace Violence Includes: Homicides Suicides Assaults by Animals Industries most affected in 2014*: Retail trade Accommodation and food services Justice, public order and safety activities Into the Future Workplace Violence Resources: Late-Night Retail Group OSHA Recommendations for Workplace Violence Prevention Programs United States Department of Justice report Officer Safety and Wellness: An Overview of the Issues OSHA.gov 23
